ORDINANCE NO . ~' `~ /
WHEREAS, the City of Canton, Illinois adopted a Redevelopment Plan
and Project, designated a Redevelopment Area for the downtown business
district for the area described in the attached Exhibit A and adopted
tax increment financing on December 27, 1977; all in accordance with
the provisions of the Real Property Tax Increment Allocation Redevelopment
Act (herein referred to as the "Act");
Wf~REAS, pursuant to the Act the City has established a special tax
increment fund for the downtown business district;
WHEREAS, the City of Canton has incurred and will incur reasonable
and necessary Redevelopment Project costs as defined in Section 3 (i) of
the Act, as set forth herein;
4~RF~A.S , the m~m.icipality may , pursuant to Section 7 of the Act ,
pledge all or any part of the funds in the Special Tax Allocation Fund
to the payment of the Redevelopment Project Costs.
NOW, THEREFORE, IT IS HEREBY ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CANTON THAT:
1. All funds currently in the Special Tax Allocation Fund are
pledged for the payment of redevelopment costs in the order of priority
as follows:
A. The payment of services pertaining to tax increment financing
rendered by the law firm of Boodell, Sears, Sugrue, Giambalvo,
Crowley to and including the statement rendered April 15,
1981.
B. The reimbursement of funds advanced by the City of Canton
for redevelopment costs incurred in cormection with the
Fulton Square project, which project is part of the
Redevelopment Plan and Project for the City of Canton, said
costs being set forth in Exhibit B.
C. Said costs set forth in A and B are found to have been
reasonable and necessary to effect the purposes of the
Redevelopment Plan and Project ,
2. To the extent the foregoing redevelopment costs, set forth in
Paragraph A and B remain unpaid from funds currently in the special tax
allocation fund, all funds to be deposited in the special tax allocation

f~md are pledged to the payment of said redevelopment costs and to the
following additional redevelopment costs:
A. Those reasonable and necessary costs for the acquisition and
demolition of improvements to certain real property being
more specifically described as E~iibit C hereto attached,
which property is com<mnly Imown as the Sepich Tap and which
is owned by Mr. Francis A. Hadsall and which is being acquired
in cormectian with the Redevelopment Plan and Project.
B. Attorneys' fees which are reasonable and necessary for the
purpose of implementing tax increment financing in the City.
3. The City Council may determine by ordinance that it is necessary
to pay additional redevelopment costs and that it is necessary to secure
obligations issued pursuant to the Act with funds in the tax increment
fund, in which event new ordinances may be passed or this ordinance may
be amended from time to time.
4. This Ordinance shall be in full force and effect upon its
passage by the City Council of the City of Canton, Illinois, approval by
the Mayor thereof and publication thereof.

Ordinance was posted in the City Building, 210 E. Chestnut Street, Canton,
Illinois, commencing on July 8 19 81 and continuing for
at least ten (10) days thereafter. Copies of such Ordinance were also
available for public inspection upon request in the Office of the City
Clerk.
