ORDINANCE No.~ ~ ~~ _
(An Ordinance Re-Establishing the Number, Identity and Delineating the
Duties of Standing Committees of the City of Canton, Illinois.)
WHEREAS, it has been made to appear that the best interests
of the City of Canton, Illinois will best be served by re-establishing
the number and identity of the Standing Committees of this City
and delineating the duties thereof,
NOW, THEREFORE, BE IT AND IT HEREBY IS ORDAINED BY THE CITY
COUNCIL OF THE CITY OF CANTON, ILLINOIS AS FOLLOWS:
1. APPOINTMENT OF COMMITTEES: It shall be the duty of the
riayor, by and with the consent of the Council, at the first regular
meeting of the Council in May of each year, or as soon thereafter
as may be possible, to appoint eight (8) standing committees of
the City Council, which shall be as follows:

ES OF COMMITTEES: The specific duties of
be, gas follows
(A) COMMITTEE ON FINANCE:
1. The Committee on Finance may prescribe the manner
in which the books and accounts of all officers
of the City shall be kept, in order to establish
uniformity therein. Said Committee shall from
time to time examine said books, and also the
accounts of all the City officers, and see that
they are regularly and neatly kept and preserved,
and that the books and papers belonging to the
various departments and officers are secure from
loss by fire or otherwise. They shall report to
the City Council any neglect or failure of any
officer to keep and maintain his books and accounts
properly, or to preserve the papers pertaining
to his off ice.
2. The Committee on Finance shall prepare and present
to the City Council, during the months within which
said report may be required by law, an estimate
of the probable receipts and expenditures of the City
for the ensuing year, and a table of appropriations
to be recommended to the City Council, said estimates
and table of appropriations shall be published with.
the City Council proceedings.

of money, issuing bonds, preparation of ordinances
for the appropriation and levy of takes, make
arrangement for the payment of debts maturing
against the City, see that the sinking fund i;s
properly maintained, and shall be charged with
all matters pertaining to the finances of the
city. •
4. The Committee on Finance shall advertise for and
let, with the direction of the City Council,
and in accordance with law, except as otherwise
provided, all bids; and in the letting of all bids
and contracts where bonds are required they shall
see to the sufficiency of said bonds. Said
Committee shall also be charged with the duty
of seeing that bonds taken from parties for license
from the City, or for any other purpose, are good
and sufficient for the purpose taken.
5. The Committee on Finance shall review all purchase
orders for approval. In addition, all purchase
orders in excess of one hundred fifty dollars ($150.00)
must be authorized by the Committee on Finance
prior to purchase. Each Department Head may
authorize purchases up to the one hundred fifty
dollar ($150.00) limitation without the authorization
of said Committee. Should an operational necessity
require a purchase over the one hundred fifty dollar
($150.00) limitation before a meeting of said
Committee could be convened then, said purchase may
be authorized by the Mayor.
6. The Committee on Finance shall have, upon the
close of each fiscal year, the reports of all
the officers of the City that may in any way
relate to the finances of the City, examined,
compared, and audited by some certified public
accountant.
(B) COMMITTEE ON STREETS AND GARBAGE:
1. The Committee on Streets and Garbage shall have,
the general supervision of the streets, alleys,
crossings and sidewalks or the City. They, with
the City Engineer, shall prepare .a standard of
grades and file a report thereof in the office
of the City Clerk. They shall take such steps as
they may deem necessary to keep the streets,
alleys, crossings and sidewalks oi: the City in
good, passable and sanitary condition. They
shall report to the Council from time to time
when in their opinion it may be deemed necessary,
such changes, repairs and improvements as
may be required upon the streets of the City and
shall perform such other duties as may be
customary to be performed by said Committee.
2. The Committee on Streets and Garbage shall have
general supervision of the collection and disposal

of garbage, rubbish and ashes within the City.
It shall prepare a schedule setting forth the
time when garbage shall be collected within the
various sections of the City and where .receptacles
containing garbage shall be placed. It shall make
rules and regulations concerning the collection
and disposal of garbage. It shall report to the
Council from time to time when in its op.iriion it
may be deemed necessary to make changes, alterations
or improvements in the collection and disposal of
garbage.
(C) COi~IITTEE ON PUBLIC WORKS, WATER ATJD SEWER:
1. The Committee on Public Works, Water and Sewer
shall have general supervision of the water and
sewer systems, the sewer and drainage systems,
parks, public grounds and public buildings of
the City.
2. The Committee on Public Works, Water and Sewer
shall see that the water and sewer systems
and Department of the City are properly maintained
and properly operated; that the drains and sewers
of the City are maintained in such a condition
as will keep the City in a safe and sanitary
condition.
(D) COMMITTEE ON LEGAL AND ORDINANCE:
1. The Committee on Legal and Ordinance shall see that
the Legal Department of the City is maintained in
proper condition and that the duties of such
Department are properly attended to by the officer
in charge thereof.
2. The Committee on Legal and Ordinance shall have
general supervision of the preparation and revision
of the ordinances of the City. They shall report
to the City Council such ordinances as they may
deem advisable to be passed, and they shall at
times assist the City Attorney in the preparation of
the ordinances required by the City.
3. The Committee on Legal and Ordinance shall have charge
of the printing of the proceedings, ordinances,
resolutions, and other matters pertaining to the
City Council. They shall in general supervise
all printing that may be required by the City and
shall have the right to designate the place
where or the office from which the printing shall
be done.
4. The Committee on Legal and Ordinance shall have
charge of and exercise supervision over all claims
that may be presented against the City, except
when the same may be referred to some other specified
committee. It shall be its duty to look aster all
suits that may be commenced by or against the
City, and to assist the City Attorney, or the proper

officers representing the City as its attorneys,
in the preparation and defense of said suits.
It shall report to t'ne City Council upon such
claims as may be presented against the City,
which in its opinion are doubtful or should be
.rejected. It shall also report in writing to
the City Council such claims as in its opinion
should be allowed. All claims that may be in
litigation against the City shall be referred
to this Committee, and it shall be their duty
at once to thoroughly investigate the same,
and act thereon with the City Attorney, and
report their conclusions, both of law and fact,
to the City Council for its action thereon.
(E) COMMITTEE ON COMMUNITY AND INDUSTRIAL DEVELOPMENT:
1. The Committee on Community and Industrial Develop-
ment shall have the responsibility for the coordination
of community development, both residential and
business. They shall insure proper compliance
with all ordinances that will enhance community
development.
2. The Committee on Community and Industrial Develop-
ment shall actively seek and promote benefical
industrial growth. They shall pursue all avenues
that would be of assistance to recruitment or
viable industries.
3. The Committee on Community and Industrial Develop-
ment shall work with the County, State and Federal
highway departments to assist in the planning and
development of necessary roads and highways. (Ord.

(F) COI~'IlviITTEE ON PUBLIC SAFETY AND TRAFFIC:
1. The Committee on Public Safety and Traffic shall
monitor the interrelated functions of the Police
Department, the Fire Department and the Emergency
Services azid Disaster Agency of the City and
recommend to the City Council policies and
guidelines necessary to ensure the safety of the
citizens of the City under emergency conditions.
2. The Committee on Public Safety and Traffic shall
keep the Disaster Response Plan for the City
current by revising said Plan as needed. It shall
also maintain a list of all departments and
organizations which have copies of the Disaster
Response Plan and inform them of all revisions.
As State and Federal Emergency Services and Disaster
Agencies define and redefine Disaster Response
Procedures, the Committee on Public Safety and
Protection shall incorporate those procedures
into the Municipal Plan.
3. The Committee on Public Safety and Traffic shall
prepare and conduct Disaster Response Simulations
at least once each year.
4. The Committee on Public Safety and Traffic shall

define the mutual use and manning of shared
equipment of the Police Department, the Fire
Department and the Emergency Services and
Disaster Agency atld the training requirements
of the Emergency Services and Disaster Agency
and the volunteers thereof.
5. The Committee on Public Safety and Traffic
shall hear Police, Fire and ESA presentations
of budgets, personnel requests and equipment
needs for safety purposes. After careful study
and revision as deemed necessary, it shall refer
recommendations to the proper committee or
present recommendations to the City Council.

6. The Committee on Pulic Safety and Traffic shall
have general supervision of all problems relating
to the movement of traffic in all streets, alleys
and parking lots of the City; to control the
operation of parking meters, their purchase,
placement and maintenance. They shall make
studies of traffic problems and make recommen-
dations to the Mayor and the City Council on
placement of all signs .affecting the movement
of vehicles, including restrictions on parking
on the public ways or parking lots.
7. The Committee on Public Safety acid Traffic shall
have general supervision of the lighting of the
streets of the City, together with the parks
and public buildings therein. It shall report
to the City Council such changes in the system
of lighting of the City as it may deem necessary.
(G) COMMITTEE ON LAKE, BUILDINGS AND GROUNDS:
1. The Committee on Lake, Buildings and Grounds
shall see that the public buildings, when
necessary, are properly insured, maintained in
a proper state and condition of repair and
shall report to the City Council such improve-
ments as they may deem necessary.
2. The Committee on Lake, Buildings and Grounds
shall have jurisdiction of all recreational and
development .activities on Lake Canton and the
land owned by the City surrounding said Lake.
Said Committee shall have the right to make
reasonable rules and regulations regarding
such activities which shall have the same
effect as ordinances duly enacted by the
City Council.
(H) COMMITTEE ON NEGOTIATION, GRIEVANCE AND PERSONNEL:
1. The Committee on Negotiation, Grievance and Personnel
shall have the responsibility for developing
personnel policies that will enable the City to
employ and retain competent staff to accomplish

the Ci,ty's work and to fulfill the City's respon-
sibility to the community.
2. The Committee on Negotiation, Grievance and Personnel
shall be responsible for keeping abreast of the
changing practices in ttie personnel and industrial
relations field and with related social and economic
trends, as such information could greatly affect
the recruitment, selection, development, work
environment, training, compensation and retention
of staff.
3. The Committee on Negotiation, Grievance and Personnel
may be called upon by the Mayor to confer with
him in exceptional personnel situations not
covered in established personnel policy procedures
(such as reviewing and approving individual plans
for leaves of absence and study).
4. The Committee on Negotiation, Grievance and Personnel
is charged with the duty to hear and resolve
grievances involving all City personnel, subject,
however, to the approval of the Mayor and City
Council.
5. The Committee on Negotiation, Grievance and Personnel
shall negotiate with recognized bargaining units
of City employees, provided, however, that no
final commitments thereto appertaining shall be
made except by formal action of the Mayor and .
City Council; and, provided further, that the
Mayor and City Council shall sit as a committee
of the whole in such negotiations upon advice
and request of said Committee.
3. EFFECTIVE DATE: This Ordinance shall be in full force and effect
upon its passage by the City Council and approval of the Mayor.
4. The provisions of this Ordinance, insofar as applicable, shall
modify, supplant and be incorporated in the Title, Chapter and Section
of the Canton Municipal Code, 1975, as follows: 1-6-8; 1-6-10;
and, 8-11-3.
