DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING THE PURCHASE OF A NEW
GARBAGE TRUCK TO REPLACE A 2014 GARBAGE TRUCK (TRADE IN) ORDINANCE#4223
The proposed purchase of the new garbage truck is included in the FY22 budget. The purchase
will not be made until FY22.
The quote received directly from the dealer is in the amount of$144,385.00 which includes the
$26,000.00 trade-in. The second quote received from Source Well is in the amount of
$147,385.00.

The purchase of the new garbage truck will be for a 2022 Freightliner chassis with a load master
25-yard rear loader garbage truck in the amount of$144,385.00 with the trade-in of the existing
2014 garbage truck.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING AND AUTHORZING THE
EXECUTION OF A REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON AND
FRANK FUSAR DBA ELM STREET CAFÉ- CANTON 2 ROUTE 9 CHESTNUT STREET TAX INCREMENT
FINANCING DISTRIT(2ND READING) ORDINANCE#4224
SRPED Cole McDaniel explained that the owner is wanting to do some updates which will include
new awnings, a new sign and making the front door and restroom doors ADA accessible. A ribbon
cutting ceremony will take place at a later date. The terms of the agreement include
reimbursement of$10,000.00 of eligible expenses. The total project is over$20,000.00.

DISCUSS,CONSIDER AND VOTE ON BIDS RECEIVED(BIDS TO BE OPENED DURING THE MEETING)
FOR REAL ESTATE KNOWS AS OUTLOT 1 WITHIN THE CITY OF CANTON INDUSTRIAL PARK
ALONG ENTERPRISE LANE (PIN #09-08-29-402-009)
Attorney Jump explained that he received one bid to be opened during the meeting. A project
proposal was received from Ben Hendricks Trucking. The proposal includes constructing a 60X54
building for storage for three trucks. A concrete parking lot would be put in with a driving lane.
There would be a certified truck scale onsite. This project would add 4 additional jobs
immediately. The total project budget is between $200,000.00 and $250,000.00. The project
would be complete in less than 2 months.
Attorney Jump explained that the City is selling this property under the TIF act so it does require
a little different process.
The proposal is to purchase Outlot 1 for$5000.00 at the time of closing with a cashiers check. A
proposed TIF application was submitted with the bid. The sale would need to be completed prior
to entering into a TIF agreement. The total project budget is $211,000.00. Attorney Jump said
that he could place a draft a formal ordinance on the May 4, 2021 council meeting if that is what
council determines that they would like to proceed.

have Attorney Jump present the paperwork at the next meeting.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING REZONING OF PROPERTY
LOCATED ON THE CORNER OF EAST WALNUT, SOUTH 2ND AND VAN BUREN FROM AN 1-2 TO A
R-4 ZONING CLASSIFICATION. (1ST READING) (REQUEST FROM BLUEBIRD AVENUE LLC) (1st
READING)
This item went to the planning and zoning commission and it was their recommendation to send
to council for consideration. Attorney Jump explained that this is municipally owned property so
it is still contingent on receipt of getting the money to record the deed and title being vested in
the Bluebird LLC
DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING A LEASE OF MUNIIPALLY
OWNED REAL PROPERTY LOCATED AT 24803 EAST OLD BEACH ROAD, CANTON IL PIN NO 10-
09-30-26-003 (LOT 3)
Attorney Jump explained that lots 2 and 3 are waterfront lots. Lot 10 is a lot that sits off of the
Old Beach Addition. It came to the attention that there is a shed that sits on lot 9. Attorney Jump
said he would like to table these lease items until the May 4, 2021 council meeting. It will need
to be determined if the City will feel that the listing on the lots need to be re-listed. It is not
necessary to make this determination at this point. The City would need to know how to go
forward. The City would also need to make sure that the encroachment issue is resolved. The
bids are due next Friday, April 30 2021.
Nancy Rabel was on the zoom meeting and explained that she represents the developer. Nancy
said that she spoke with Engineer Plavec and emailed Attorney Jump regarding this. Nancy
expressed concerns with taking these items off of the agenda. One concern is the fact that these
are due next Friday, April 30, 2021. If this is the case, developers are going to be putting bids in
on something that might not ultimately be for sale, or putting developers behind the 8 ball in
trying to come up with separate bids. It also causes developers to go to an extra expense to bid
on a property that's going to be pulled. Nancy further explained that she is trying to look out for
her client and do what is economically feasible, but still comply with the City requirements on
April 30, 2021. Nancy Rabel suggested possibly placing these items on a special meeting next
week instead of waiting until the meeting in May. Attorney Jump said that the actual ordinance
would be placed on the May 4, 2021 meeting. The special meeting will be held Monday, April
26th at 7:30pm

DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST AND PARKING LOT CLOSURE
SUBMITTED BY CANTON MAIN STREET FOR ART ON MAIN TO BE HELD JUNE 5TH AND JUNE 6TH

A request was submitted by Canton Main Street for the Art on Main event on June 5th and June
6th 2021. Eric Duffield attended the meeting via zoom and explained that the committee is very
aware of the concerns with the pandemic and extra precautions will be taken to keep everyone
safe during the event.

Alderman Nelson said several citizens have asked him about some of the homes in Canton that
have previously burned from fires and wanted to know if they would be demolished. Attorney
Jump explained that the South Main property-which is on the corner of Hickory and Main Street
had a lawsuit filed and is proceeding forward with the legal process for demolition. Status dates
on this property is coming up and hopefully this will be taken care of soon. The property on
Ingersoll is currently in discussions and steps are being taken to move this property along.
Attorney Jump said he will discuss the property on South 6th with Drake Wilson and Bob
Ackerman to see what the next steps are.

Mayor McDowell thanked everyone for their work with the budget this year.
OLD BUSINESS
NEW BUSINESS
Attorney Jump explained that the City ordinances have provisions for calling special meetings.
Previously the City had regular committee meetings and regular council meetings. Several years
ago, the City stopped having regular committee meetings and just brought everything to council
to help reduce the number of monthly meetings. Committee meetings are now held only as
needed. The City holds budget meetings during the period that budgets are being developed.
The City also holds special meetings for different matters. Special meetings can be called by the
Mayor or three aldermen as stated in the current ordinance. This ordinance was drafted in 1967
and could be updated. Any time an actual special meeting is called by the Mayor or three
aldermen this would trigger the extra pay that the aldermen receive for a special meeting. The
aldermen receive $125.00 for each special meeting. Committee meetings are not defined as a
special meeting. Special meeting pay is only granted to the aldermen that are in attendance of
any special meeting. Previously budget meetings have been paid as special meetings,so they will
continue to be paid as special meetings. Attorney Jump suggested cleaning up the language in
the current ordinance for special meeting pay and placing this on the May 4, 2021 agenda.
