ADDITIONS OR CORRECTIONS TO THE AGENDA
The item listed under lake buildings and ground agenda as "Discuss, Consider and Vote on an
ordinance authorizing the Mayor with consent of the council to enter into a short- term lease
agreement for City owned property on or near the former IH site and not to exceed six months"
will be removed from the agenda. Mayor McDowell explained that this company does not have
a need to lease this property any longer.

A LEASE AGREEMENT FOR NO MORE THAN TWO YEARS FOR CITY OWNED FARM GROUND.

Utility Director Joe Carruthers explained that this item was on the last council meeting agenda.
The City previously received bids on the City owned farm. The bids were rejected. One bid was
too low of a price, the other was not filled out correctly and the other one was late. Joe was
authorized to contact the bidders after the last meeting to discuss the bids and pricing. The City
received three new prices from each bidder. Utility Director Joe Carruthers said he made a
recommendation to Mayor McDowell to go with the high bidder. This bid received was slightly
lower than the current amount the City receives, but is still in line for the type of ground and soil.
The bid was received from Matthew and Angie Holthaus. This area is approximately 54 acres
total. 47 acres are suitable for planting and the remaining 7 acres are not for planting.
Attorney Jump said he updated the lease agreement. The lease includes the price of$140.00 per
acre.
Motion and second were made by Aldermen Mayhew/Lovell to waive the first reading of the
ordinance.

MAYOR COMMUNICATION
Mayor McDowell said a successful vaccination clinic was held the Alice Ingersoll Gym on April 8,
2021 that was conducted by the IDPH, the Fulton County Task Force and the Illinois National
Guard. Approximately 477 individuals received their Johnson and Johnson vaccine at this clinic.
