Treasurer Wilkinson commented that the video gaming taxes seem to be going up and down over
the last few months, but this will hopefully change as businesses are opened back up from the
pandemic.

DISCUSS, CONSIDER AND VOTE ON THE APPOINTMENT OF THE BUDGET DIRECTOR FOR THE
CITY OF CANTON- RESOLUTION# 5306
Comptroller Beka Schultz is currently working with Clifton Larson on the bond that is required.
Attorney Jump explained that for the type of budget that the City passes annually, the city is
required to appoint a budget director. The proposed resolution states that the Mayor will
appoint Clifton Larson Allen as the budget director for the City of Canton. Clifton Larson will be
required to provide a bond. The City will enter into a separate agreement for the compensation
to Clifton Larson Allen.

approving the appointment of the budget director for the City of Canton.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE ADOPTING THE BUDGET FOR ALL
CORPROATE PURPOSES OF THE CITY OF CANTON, FULTON COUNTY ILLINOIS IN LIEU OF AN
APPROPRIATION ORDINANCE, FOR THE FISCAL YEAER BEGINNING MAY 1, 2021 AND ENDING
APRIL 30, 2022 (1ST READING)
DISCUSS, CONSIDER AND VOTE ON A RESOLUTION MAKING THE TENTATIVE BUDGET
AVAILABLE FOR PUBLIC INSEPCTION AND SCHEDULING A PUBLIC HEARING ON THE TENTATIVE
BUDGET-RESOLUTION #5307
Attorney Jump explained that the City is required to make a tentative budget available for public
inspection before the public hearing. The proposed resolution will formally authorize the
tentative budget to be published on the website and to be available at City Hall for 10 days. The
public hearing is scheduled for April 20, 2021 at 6:00pm with the final vote on the ordinance to
take place after the hearing at the regular council meeting.

resolution making the tentative budget available for public inspection and scheduling a public
hearing on the tentative budget.

Attorney Jump explained that the language in this agreement is identical to the language that
was placed in the agreement with the City of Cuba-which was just recently approved.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING AND AUTHORIZING THE
EXECUTION OF A REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON AND
FRANK FUSAJ DBA ELM STREET CAFÉ- CANTON ROUTE 9 CHESTNUT STREET TAX INCREMENT
FINANCING DISTRICT. (1ST READING)
SRPED Cole McDaniel explained that Frank Fusaj is wanting to enhance the property at the Elm
Street Café. Part of this work will include a new awning and a new sign. ADA doors at the front
of the restaurant and the restrooms will also be part of the project.
DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING AND AUTHORIZING THE
EXECUTION OF A REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON AND
JED RHOADES-CANTON 1 DOWNTOWN 5T"AVENUE TAX INCREMENT FINANCING DISTRICT(2ND
READING) ORDINANCE#4220
Attorney Jump explained that additional regulations have recently been placed on Airbnb
locations. Attorney Jump discussed this with Jed Rhoades. A typo was in the draft agreement in
section B1- this should say $20,000.00 instead of$15,000.00. Parking is located in the back of
the building so on street parking would not be used.

ordinance with the correction of changing the $15,000.00 to $20,000.00 and placing it on file.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION FOR A PROJECT SUPPORT JOINT
AGREEMENT BETWEEN THE STATE OF ILLINOIS AND THE CITY OF CANTON FOR THE
INSTALLATION OF TRAFFIC SIGNAL CABINETS, CONTROLLERS, COMMUNICATION EQUIPMENT
AND VIDEO DETECTION SYSTEM-RESOLUTION#5309
IDOT reached out to the City of Canton regarding the agreement. This is a state-wide contract
that is being put together. Each of the communities within district 4 are getting the same request.
The state portion is $600,000.00. The estimated City portion is $5,902.00.
This project will have a bidding process and the project starting later this year. This is budgeted
in next year's budget.
It is the recommendation of Engineer Keith Plavec to approve the resolution.

The proposed resolution goes with the item just discussed and to have the expense paid from
the motor fuel tax funds.

LAKE, BUILDINGS AND GROUNDS

DISCUSS,CONSIDER AND VOTE ON WHETHER TO ACCEPT OR REJECT ANY BIDS REGARDING THE
LEASE OF CITY-OWNED FARM GROUND
Utility Director Joe Carruthers explained that the City opened bids last week for the lease of the
City farm. One bid was extremely low. The second bid received was not filled out correctly. Joe
reached out to the Mayor and Attorney Jump about rejecting the bids and possibly re-bidding.
Attorney Jump explained that the City has the authority to accept or reject all bids. The City really
doesn't need to bid this property- and it's not required to do so. Under state law the City could
authorize a municipal officer to enter into lease agreements not to exceed 2 years. Joe could
finalize the terms for the lease of the farm with the consent of the Mayor. The short-term leases
could come to council or the City could authorize an officer to finalize them outside of council.
They are wanting to get into the fields May 1, so this needs to be finalized before the end of the
month.
Attorney Jump said he would recommend having Joe work out the details of the lease and have
the Mayor execute a lease agreement not to exceed 2 years.
Alderwoman Lingenfelter said she is not in favor of having an officer approving leases outside of
council, but would rather see all leases come to council for approval.
Attorney Jump explained that a special meeting will be held next week and this item could be
placed on the special council meeting agenda for a final vote.
DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF A 52" WALKER MOWER WITH REAR
DISCHARGE/MULCH DECK FOR GREENWOOD CEMETERY
The total cost for the purchase of the 52" walker mower is $12,675.00. This mower will be used
only at Greenwood Cemetery. This mower will replace one currently in use at Greenwood
Cemetery. The existing mower will be sent to the sewer plant.

52"walker mower with a rear discharge/mulch deck for Greenwood Cemetery paid out of capital
from the street department budget.

DISCUSS, CONSIDER AND VOTE ON A PROPOSAL FROM RAMSEY GEOTECHNICAL ENGINEERING
LLC FOR GEOTECHNICAL ENGINEERING SERVICES FOR EAST WALNUT STREET& 2ND AVENUE
Engineer Plavec explained that this area is an extension of the former IH site. A developer is
interested in this property which is in TIF 1. The cost for four soil borings would be $2450.00 and
a report would be generated to reflect what was found from the soil borings. This is a budgeted
expense from fiscal year 22 and is under budget.

Engineering LLC perform the geotechnical engineering services for East Walnut Street and 2nd
Avenue.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION AUTORIZING UTILITY DIRECTOR JOE
CARRUTHERS WITH CONSENT OF THE MAYOR TO ENTER INTO A LEASE AGREEMENT FOR NO
MORE THAN TWO YEARS FOR CITY-OWNED FARM GROUND.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION AUTHORIZING STREET SUPERINTENDENT
RON ROBINSON, WITH CONSENT OF THE MAYOR TO ENTER INTO A SHORT-TERM LEASE
AGREEMENT FOR CITY OWNED PROPERTY ON OR NEAR THE FORMER IH SITE.
City Engineer Keith Plavec explained that the City does not have another area that could be used.
There is not a location at the Industrial Park and it would not be ideal to use area on West Locust
Street. Attorney Jump said he is concerned with leasing property that is already leased to
someone else.
Street Superintendent Ron Robinson said that this proposed lease would only be for the months
of June and July.
Attorney Jump asked if the Cable Contractor's (that currently lease this area) are ok with sharing
the space. Attorney Jump said the City could discuss this with the Cable Contractor and this item
could be brought back to the special council meeting next week.

MAYOR COMMUNICATION
The City received a letter from the State of Illinois regarding the grant for the sewer relining
project. The City was awarded $547,299.00 from the State of Illinois for the project. The City has
received approximately 1.6 million dollars in grant funds this year. Additional grant requests are
awaiting approval.
