ADDITIONS OR CORRECTIONS TO THE AGENDA
Mayor McDowell said he would like to remove item#3 under the Legal and Ordinance Committee
(the redevelopment agreement between the City of Canton ad K&B Holdings LLC and Gabriel
Barton and Mandy Kosowski) is still be modified, so this will be brought to a later meeting.
Attorney Jump explained that the item # 2 under the Legal and Ordinance Committee (Master
services agreement and/or statement of work with Clifton Larson Allen) will be brought back to
a later meeting.
Motion and second were made by Alderman Nelson/Alderwoman Chamberlin to approve
changes to the agenda.

REVENUE REPORT FOR POLICE AND FIRE PENSIONS
Treasurer Wilkinson explained that she prepared a report for everyone to review. The report
reflects the amount of money that was collected and the amount that was paid to the police and
fire pensions.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING TITLE 1, CHAPTER 25 (BUDGET
DIRECTOR)AND APPOINTING A BUDGET OFFICER (1ST READING)
Attorney Jump explained that the current ordinance has the language of a budget director and
this needs to be changed to properly reflect the language of budget officer. The proposed
ordinance will change the title. The ordinance also includes provisions that the Mayor is going to
appoint the City Treasurer to serve in that capacity and Clifton Larson would assist in the budget
duties.
Alderwoman Hale asked if the Treasurer would be receiving extra compensation or if the duties
would be included in her treasurer role. Attorney Jump said the statute allows for additional
compensation. This is an exception to the typical rule that an office holder can't hold more than
one office. The statute specifically allows for it- as far as a budget officer. If it becomes part of
the treasurer duties there would not be additional compensation. Attorney Jump said this would
be a decision for the council. Alderwoman Hale said that during previously discussion, she
thought it was just going to be included in her duties without compensation. Attorney Jump said
that the Mayor doesn't have to appoint the treasurer, but in the event that he does it will fall
under the treasurer duties—which is the way the ordinance is drafted- explained Attorney Jump.
Alderwoman Lingenfelter asked if there is any conflict of interest if the treasurer is appointed as
budget officer since they would be reviewing the same individuals work. Attorney Jump said that
the statute states that an elected official can be appointed to the position. The budget officer
would report to the Mayor. Alderwoman Lingenfelter said the proposed ordinance has language
regarding "assistants". Attorney Jump said that this language was put in as it would refer to
Clifton Larson.
Attorney Jump said that the only changes are really changing the language from budget director
to budget officer. The area referring to the assistants was slightly changed by adding in
contractors- the intention is that Clifton Larson would assist the budget officer in the duties.
Clifton Larson would still be paid for the budget services they provide in assisting in the duties.
Alderwoman Lingenfelter explained that Treasurer Wilkinson previously stated that she would
do the duties of budget officer for free.
Attorney Jump said that really the only reason for doing this is because the City does a budget
method- and wants to use a budget method for budgeting. Due to this- the City should be
appointing a budget officer as part of that process.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE,ANNEXING LAKE CANTON (1sT READING)
Attorney Jump explained that a draft map along with a legal description has been created.
Engineer Plavec is making a couple of adjustments to it and has sent it back to Ron Cloninger to
adjust. Once the amended map is received, it will be sent out for review.
Attorney Jump said that he believes the council will vote on this item in June. There are a couple
of notices that Attorney Jump will be sending out before it is voted upon.
DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE1AMENDING TITLE 6, CHAPTER 18 (UNSAFE
OR DANGEROUS BUILDINGS) ORDINANCE#4236
Attorney Jump explained that he is updating the unsafe and dangerous buildings ordinance. The
Mayor has been having him work on a few properties that are unsafe and dangers and wanting
to move these along in the process. There are changes that will help simplify the process.
Attorney Jump asked to waive the first reading of the ordinance.

MAYOR COMMUNICATION
Mayor McDowell explained that June 1, 2021 the department head meeting will be in the training
room at City Hall and the council meeting will be held at the depot. The City is setting up
equipment so the meeting can also be held via zoom for the public or if anyone on the council
feels the necessity to zoom. Signs are being prepared and will be placed at locations that masks
will be required for all un-vaccinated participants- which will include all of the public and
employees.
