DISCUSS,CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE
CITY OF CANTON AND THE ILLINOIS COUNTY RISK MANAGEMENT TRUST QCRMT) FOR THE CITY
PROPERTY/CASUALTY INSURANCE FOR THE PERIOD OF DECEMBER 1, 2020 TO DECEMBER 1,
2021- RESOLUTION #5285
Dan Kiesewetter (agent for the City) explained that the Council already approved the IPRF
workers compensation policy at the last meeting. This policy is for the property/casualty
insurance for the City. The proposed policy is an increase of only$214.00. This is a great success
because insurance premiums have risen in several areas. The renewal premium is $423,102.00
which is still substantially lower than when the City left the MICA pool on May 1, 2017.

LEGAL AND ORDINANCE
ALDERMAN CRAIG WEST, CHAIRMAN
DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A LEASE WITH MISSISSIPPI
VALLEY REGIONAL BLOOD CENTER FOR USE OF THE HISTORIC DEPOT—RESOLUTION#5286
The new lease has a reduction in the number of days that Mississippi Valley was wanting to use
the depot. Previously they wanted 28 days, but this was lowered to 24 days. A couple of other
minor changes was made in the lease by Attorney Jump.A provision was also added to the
lease that would allow the Mayor to close the depot in the event of an emergency. The new
lease would be from January 1, 2021-December 31, 2021.
Motion and second were made by Alderwoman West/Lovell to approve the resolution and allow
Attorney Jump to make any corrections to the lease as discussed.

DISCUSS,CONSIDER AND VOTE ON A RESOLUTION APPROVING A LEASE RENEWAL AGREEMENT
BETWEEN THE CITY OF CANTON AND CENTRAL CABLE CONTRACTORS FOR SPACE AT THE IH SITE
Attorney Jump said it is his understanding that Central Cable Contractors is approaching the end
of their current work within the City, but they may have additional work they will be doing.
Attorney Jump recently met with Mid Century and they were interested in moving them to the
place they use to be at. Attorney Jump said he will change the lease to move them back to the
South side of Maple. The same lease amount discussed will be included in the revised lease.
Attorney Jump just wants to discuss moving them to the other parcel. Once Attorney Jump gets
the additional information this will be brought back to Council.

Tomorrow morning at 12:01am the newest mitigation starts from the Governor's last executive
order.
There were over 250 COVID-19 tests performed at the drive thru site at the high school in
Canton and approximately 150 tests performed in Lewistown today. Mayor McDowell thanked
everyone that worked together to bring the testing to the community.
