DISCUSS, CONSIDER AND VOTE ON LEVYING AND ASSESSING TAXES FOR CORPORATE
PURPOSE, OR ESTIMATE THEREOF FOR THE CITY OF CANTON FOR FY STARTING MAY 1, 2021
AND ENDING APRIL 30, 2022
Prior discussion took place at the last committee meeting and it was recommended to propose
a 0% increase for the City portion of the levy. The City previously received a request from Parlin
Ingersoll Library to levy funds for them. The total request from the library was a little over
$290,000.00. The amount requested from the library plus the 0% increase from the City would
create a 10.2% increase to the citizens which would require a truth in taxation hearing.
Trygve Meade (President of the Board of Trustees for the Library) was present at the meeting
along with Library Director Kim Bunner.
Comptroller Beka Schultz explained that the auditor previously recommended that the City work
on building their reserve balances—and the City has been building the reserves over the last few
years. This year all funding has been shifted to the pensions (and not adding to the other
balances), since the City is aware that pensions continue to increase. The City would not be
increasing the reserves this year.
Alderman Mayhew said he is very concerned with raising taxes for the citizens. COVID 19 has
created an extra layer of uncertainty for everyone.
Attorney Jump explained that the Library's request is mandated by statute and there is not much
the City can do. The City would be required to levy on behalf of the library. The amount
requested from the library creates a substantial increase in the levy.
Comptroller Schultz explained that the City does not have much say on levying on behalf of the
library, but the City does have the authority to look at the amount that they are going to levy for
the City. In the last few years,the City typically does a 1.5%increase for the levy. The Committee
did recommend a 0% increase for the City portion.
Further discussion took place regarding the library's request and the fact that this will be a
request that will be made in following years as well.
Alderman Mayhew again expressed concerns about having the tax payers paying additional taxes
for the library's request.
Trygve Meade stated that the library did not take this request lightly. The library did make some
improvements to address some safety concerns and meet some of the state standards. The
impact of the minimum wage increase was part of the reason the levy is needed. The library did
reduce staffing and hours to help with the overall budget. The library would be facing a deficit
in their budget and realized that the request for the levy was necessary. The average impact per
household will be $48.00 per year. The library does look for grants; however, this year has been
very difficult. Grants are always a one-time thing and it will not be a long-term fix for the library.
The library currently has 6 full time employees and 7 are part time.
Further discussion took place regarding the trust fund that the library uses. Much of the future
of the trust will be dependent upon the market. The library's budget deficit over the last year
was approximately $19,000.00- which is pretty good considering the library has a $600,000.00
annual budget. This is the same projected deficit after the minimum wage increase.
Attorney Jump said he does think it is important for the Council to consider potential reductions
in revenue coming into the City for the next year.
Mayor McDowell said the Council will need to decide if they are going to have a 0% increase for
the City this year. There would be a truth in taxation hearing unless the City would make further
cuts.
The City is currently 35%funded for the fire pension and 75% funded for the police pensions.
Alderman Mayhew said he is concerned with the underfunding of the fire pension fund.

Attorney Jump is working on some final revisions to the agreement with Central Cable
Contractors and is also waiting on the legal description to include in the lease.

DISCUSS, CONSIDER AND VOTE ON ORDERING A SURVEY NECESSARY FOR ANNEXATION OF
CITY OWNED PROPERTY(CANTON LAKE)
Engineer Plavec explained that the City discussed the portion of the Lake at Old Beach Addition
having annexed into the City as part of possible land purchase. There are four parcels before
you get to the piece of land. Engineer Plavec wanted to reach out to Ron Cloninger to get a
price for the survey compared to Maurer and Stutz. The preliminary estimate from Ron
Cloninger for this project is $7,000.00 and would include all of the research at the courthouse,
field work and preparing a plat with the required descriptions. The project would be started
the last part of November with plans to complete in December. Ron requested a meeting to
confirm final costs.
No lake lot leases are within this proposed annexation area discussed until you get to the Old
Beach Addition—and this would ultimately be brought in.
The lake fund currently has $82,000.00 as of the end of October. The intention is to reimburse
the cost of the survey after the sale.

necessary for annexation of City owned property at Canton Lake.
