ANNUAL TREASURER'S REPORT The City Treasurer is required to prepare an annual treasurer's report by October 30 of each year. This report is to be published in the local newspaper and posted on the City website. Motion and second were made by Alderwoman Chamberlin/Nelson to approve the annual treasurer's report. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING THE PURCHASE OF A DUMP TRUCK WITH SPREADER, PLOW AND HITCH FROM TRUCK CENTERS INC. (MORTON IL) Mayor McDowell said originally, he was told that the City had to purchase the truck, but now they are saying that the City can get a loan for it and still have the grant. Mayor McDowell suggested tabling this item until clarification can be received. Attorney Jump recommends sending this item to committee for further discussion about the grant and financing options. This will be further discussed at the October 27, 2020 finance committee at 5:30pm. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE ESTABLISHING COMPENSATION OF CERTAIN ELECTED OFFICIALS OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS EFFECTIVE MAY 4, 2021 (2ND READING) ORDINANCE#4204 The social security administration annually publishes the COLA number based upon the index- utilizing the index for urban wage earners and clerical worker's. The City would use the most recently published index that comes out in October—and would then become effective the following May. This cost of living adjustment would apply to the Clerk and the Treasurer's salaries. Further discussion took place about the Aldermen' salaries and it was determined that the Aldermen salaries would not be changed with the new salary ordinance. The Mayor's salary would also remain the same with the new salary ordinance. Alderman Nelson said that the ordinance presented does not have the additional $125.00 for special meetings for the Aldermen that was in the current ordinance. This will be corrected to properly reflect this additional amount for special meetings. The salary ordinance needs to be approved at least 180 days prior to the beginning of the next term. Motion and second were made by Alderwoman West/Hale to approve the ordinance with the correction in section 2 (a) for the aldermen's salary to properly reflect $3600.00 annually. The wording on the COLA will be based on the annually published by the Social Security Administration will be changed in the final ordinance. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING THE CITY OF CANTON, FULTON COUNTY ILLINOIS TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM. (Vt READING) ORDINANCE#4205 Attorney Jump explained that this item went to the finance committee meeting and the City will re-pass an ordinance that was presented. This ordinance will reference that the prior ordinance will be repealed and replaced. Attorney Jump said he thought it would be best to run this item through committee and council. Motion and second were made by Alderwoman West/Nelson to waive the first reading of the ordinance. RESOLUTION #5284 This item was discussed in the finance committee meeting. It was determined at that time to keep the funds more liquid since it is emergency funds. A money market account at the Bank of Farmington is a better option than splitting up the funds to put in a CD. The total amount for the reimbursement for the materials used is $1007.03 from the gaming/sidewalk repair fund. The work performed was a cost savings to the City. Motion and second were made by Alderman Fritz/Mayhew to reimburse William Hebb for the cost of the concrete in the amount of$1,007.03 from the gaming sidewalk/repair fund.
