TREASURER'S REPORT Treasurer Wilkinson discussed the estimated tax revenue comparison from the report. The local governmental distribution fund (which is the share that the City receives per capita on the state sales tax) is up approximately 6%—which is good news. The City's sales tax for the month of August is also up. Treasurer Wilkinson said the month of September is not yet closed out, however we can all use a feel- good moment. The video gaming tax was received in September in the amount of $12,130.00. This money helps support demotion, sidewalks and the cemetery. September is showing that the City Sales tax is up by an additional $115,520.00-which is one of the largest amounts the Treasurer has seen. As of September, all of the property taxes have been collected and some smaller distributions will be received during the month of November/December due to the tax sales. The State of Illinois did catch up their payments for past due bills, and Treasurer Wilkinson will keep an eye on their account to make sure they are staying current. COMPTROLLER'S REPORT Comptroller Beka Schultz distributed the comptroller's report for everyone's review. Kencor is the largest receivable listed in DECCA. Fuller Jewelry is still making regular payments to the City. Sarah's Friendly Hardware has not made payments for over 2 years. There was rumor that they were going to or that they had filed bankruptcy. Treasurer Wilkinson said the City did receive a notice from them on their bankruptcy. Attorney Jump will check the status. Alderman Fritz asked for a correction on the report. The report inaccurately reflects Fuller Hardware and this should be changed to Fuller Jewelry. Motion and second were made by Alderwoman Chamberlin/Lovell to approve the Comptroller's Report. Amended Motion and second were made by Alderwoman Chamberlin/Love) to approve the Comptroller's Report with the correction to change the wording for Fuller Hardware to Fuller Jewelry on the report. DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF A DUMP TRUCK WITH SPREADER, PLOW AND PLOW HITCH FROM TRUCK CENTERS INC (MORTON IL) Engineer Plavec explained that the City previously purchased a dump truck in 2020 and the City is on a payment plan for the truck. The City had three trucks they wanted to replace. The USDA Rural Development had a grant that the City could receive that would be up to $50,000.00. The City applied for the grant, and notification was received that the City will be awarded $50,000.00. The City needs to complete a few more steps to have the final dollars. The City will also need to purchase the truck. The grant can't be applied toward the truck already purchased, but instead would need to apply it toward this truck. Engineer Plavec asked if the Council is wanting to proceed in purchasing another truck and utilize the $50,000.00 grant toward the truck. The money would be reimbursed to the City after the purchase. If the City made the new purchase the City was told the truck would not be ready until March or April 2021. Engineer Plavec proposes to pay the initial $50,000.00 and then have a loan to pay the remainder where the payment could be spread out. The purchase of this vehicle would replace a 1992 dump truck. Attorney Jump further explained that he would be talking to the grant administrator on some questions regarding the title and the loan. Attorney Jump wants to know if the Council wants to move forward. There will be another vote to do the actual purchase, tonight will just determine if the Council wants to proceed with the process. Alderman Mayhew explained that he has been down to the City garage to look at the vehicles. The City needs to replace some old vehicles, and if the City can get a grant to help pay for a portion it would be beneficial for the City to proceed. Motion and second were made by Alderwoman West/Mayhew to move forward with purchasing the dump truck. Discussion: Alderman Fritz stated that he is in support of moving forward, but noticed in the documents provided that there seemed to be a mis-calculation in the numbers by approximately $36.00 in the amount of the purchase price, minus the grant funds and the final amount of the loan. Treasurer Wilkinson stated that it was an error on her part, as she did not include a discount that would be provided and a correction will be made. Attorney Jump explained that after direction from the Council to move forward, he would review a purchase agreement. The council would then later approve by resolution the purchase agreement and the financing of the truck. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND THE ILLINOIS PUBLIC RISK FUND FOR WORKERS COMPENSATION INSURANCE FOR THE PERIOD OF DECEMBER 1, 2020 TO DECEMBER 1, 2021. RESOLUTION #5279 City Clerk Diana Pavley Rock explained that the City currently has their workers compensation insurance with the Illinois Pubic Risk Fund and it is set to expire December 1, 2020. Dan Kiesewetter from Kiesewetter Insurance is the agent for the City for the workers compensation and liability insurance. Dan negotiated the renewal and the renewing premium came in $11,882.00 lower than the expiring premium. The City receives a grant from the Illinois Public Risk Fund each year. The grant for the 2020 calendar year was $11,694.00. This grant will need to be used before December 1, 2020. The Illinois Public Risk Fund is offering a $20,022.00 grant as part of the renewal for 2021. Diana further explained that Dan Kiesewetter did an excellent job with the renewal and is very excited about the grants that is offered by the Illinois Public Risk Fund. Dan Kiesewetter explained that he was very happy with the renewal. Dan received an additional bid from the Illinois County Risk Management Trust-which is the same company that provides all of the rest of the (liability) insurance coverages for the City. They did come in lower than the Illinois Public Risk fund by $1,692.00, but Illinois County Risk Management Trust does not offer any of the other grant funds for workers compensation. Dan recommends staying with the Illinois Public Risk Fund for the City's workers compensation insurance. Illinois Public Risk Fund has provided some training to the City for the OSHA required classes. City Clerk Diana Pavley Rock thanked Dan Kiesewetter for all that he does for the City of Canton. City Clerk Diana Pavley Rock said she thinks it is very important for everyone to understand that the City has been very proactive with training for City staff. OSHA does require training on various topics and the City has been very good about making sure staff receives the training needed to keep employees safe. The proactive approach by the City to do what they can to keep employees safe and keep premiums as low as possible is crucial. When the Covid pandemic hit, the City immediately used some grant funds available to purchase technology that would enable the City to continue to offer training to employees virtually. Typically, employees would meet in a classroom style setting, but due to Covid, the City had to be a little more creative and look for ways to continue to provide this essential training. Motion and second were made by Alderwoman Chamberlin/West to approve the resolution approving an agreement between the City of Canton and the Illinois Public Risk Fund for workers compensation insurance for the period of December 1, 2020 to December 1, 2021. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A GRANT AMENDMENT BETWEEN THE CITY OF CANTON AND TRI-COUNTY REGIONAL PLANNINNG COMMISSION FOR THE 2020 CENSUS GRANT PROGRAM. RESOLUTION #5280 City Clerk Diana Pavley Rock explained that this resolution is just for an amendment that was made to a previously adopted grant agreement with Tri-County Regional Planning Commission. The City previously received a $15,000.00 grant for the census outreach. Part of this grant was used to purchase some tablets for the census committee members to use in assisting others in completing their census. These tablets could then be used by the City for devices for the Aldermen. The City applied for a second grant in the amount of $5,000.00. This grant was awarded. Tri-County announced that they had additional grant funds, so City Clerk Diana Pavley Rock applied for another $3000.00 to be combined to the $5,000.00 grant for a total amended second grant in the amount of$8000.00 The grant is a reimbursable grant, so the City does pay the invoices as they are received, and then the City is reimbursed with the grant funds. The$8000.00 grant was used to have people in the community become involved with the census outreach. This group of individuals (that received payment) setup in front of local businesses to assist people in completing their census. Diana further explained that it was great to engage citizens in the community and have them partner with the City in the census outreach efforts. Mayor Kent McDowell thanked City Clerk Diana Pavley Rock for the work that she did and also wanted to extend the thank you to all of the committee members that helped out with this census outreach effort. Motion and second were made by Alderwoman Fritz/Lingenfelter to approve the resolution approving a grant amendment between the City of Canton and Tri-County Regional Planning Commission for the 2020 Census grant program. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION FOR A BANK ACCOUNT FOR THE GENERAL FUND RESERVES Treasurer Wilkinson explained that as of September the City has met the goal of the first $250,000.00 for this year of the .5% of the sales tax increase—which is good news and is actually earlier than expected. It's a good time for the City to move the money into more productive accounts. The Council could make half of the funds liquid by putting it into a premier money market and then do a 24- month CD at Mid America at a .5% interest rate. The Council would just need to select the banks to use. Alderman Fritz suggested using the Bank of Farmington money market account since it is around a .5% interest- which is the same amount that Mid America is offering for a 24- month CD and then there wouldn't be any restrictions on taking out the money if needed. Attorney Jump suggested to table this item until the next finance committee meeting to allow revisions to the resolution and further discussion. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A BANK ACCOUNT AT IPAVA STATE BANK FOR CANNABIS FUNDS. RESOLUTION #5281 Treasurer Wilkinson explained that Ipava State Bank was the only banking institution that was willing to take this account, but they do not provide any interest for this fund. A cannabis fund is typically charged $1250.00 per year to hold their funds. This fee is being waived. They will be pledging assets for it. The City would deposit the amount that was paid for the cannabis license fee into this account. The funds received from the cannabis sales would be deposited monthly into this account. It is estimated that the City will receive between $7,000.00-$10,000.00 monthly. Attorney Jump explained that he would like to make a revision to the resolution presented and take out any reference that this was presented to the finance committee. Motion and second were made by Alderwoman West/Lovell to approve the resolution approving a bank account at Ipava State Bank for cannabis funds with corrections by Attorney Jump. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE ESTABLISHING SALARIES FOR ELECTED OFFICIALS OF THE MUNICIPALITY WHO WILL ASSUME OFFICE MAY 4, 2021 (1sT READING) Attorney Jump explained that a draft ordinance was sent out for everyone's review. Some guidance will need to be provided by the council for exhibit A. This is something that needs to be passed at least 180 days before the beginning of the next term. Attorney Jump suggested setting a financing committee meeting to further discuss the compensation of the Mayor, Clerk, Treasurer and Aldermen that are up for election. Attorney Jump suggested reaching out to Alderwoman Chamberlin with any thoughts or comments prior to the next finance committee meeting. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING, DIRECTING AND SETTING THE DATE FOR THE SALE AT PUBLIC AUCTION OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF CANTON AND NO LONGER NEEDED FOR CITY PURPOSE (1ST READING) ORDINANCE#4203 Attorney Jump explained that Gorsuch Realty and Auction Services would be doing the City Auction online for items no longer needed. The auction would be held on October 25-November 15, 2020. A list of items to be included in the auction is included for everyone's review. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JUSTIN NELSON, CHAIRMAN DISCUSS, CONSIDER AND VOTE TO ANSWER A GRIEVANCE FILED BY THE CANTON POLICE DEPARTMENT UNION PB&PA#52 This item was tabled. COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN UPDATE FROM SPOON RIVER PARTNERSHIP FOR ECONOMIC DEVELOPMENT-COLE MCDANIEL SRPED Cole McDaniel gave an update on the Downstate Small Business Stabilization Program. Treasurer Crystal Wilkinson has also been working very closely with him on the grant funds. Grant funds should be received this week. Cole has been in contact with the two business that were approved with the first round-and they are aware on what is going on. Three additional businesses were approved for the second round of grant funds. Cole has been in contact with everyone that was approved as well as those not approved. Cole has discussed this with DCEO and is hoping to get these funds a little sooner. An answer should be received on the last round of grant applications around mid to late October. Treasurer Wilkinson explained that she was able to get in contact with the Illinois Comptroller's office and they said a check did go out the end of last week—so this should be received any day now. These funds will be sent directly to the business owners once the City receives the funds. Cole further explained that he has been working with a couple of developers on the former IH site. One of the developers flew in from Dallas last week and a good conversation took place regarding the development. They are currently working on plans and designs and once completed, this will be presented to the Council. Two current businesses in the City are currently working on expansion projects and are in the planning stages. A new revolving loan fund application was approved. The Partnership applied for additional revolving loan funds thru USDA and they were awarded approximately $90,000.00. This will be used for expansion and renovation of an already existing business. The goal is to have the $90,000.00 distributed within a year for suitable projects. Cole continues to work with businesses on the BIG (Business Interruption Grant)application. This has been a much easier process than the Downstate Small Business Stabilization Grant. This grant is funded directly to the businesses rather than to the City. Several business owners have completed the application. It is important to keep the businesses in Canton and to keep them open. The Canton Locker plant is working on their finalized version of their business plan and financial projections and will be seeking commercial financing in the near future. On the website is an area for the comprehensive building inventory. Intersect Illinois is funded by the State and works closely with DCEO. Cole would like to show the new platform for building inventory and data related to the City of Canton. The organization Intersect Illinois is also the main point of contact for site selectors when inquiring about development locations for large industry expansions throughout the State of Illinois. Mayor McDowell said he received some very positive feedback on the canoe trip that recently took place around the lake. Cole explained that the partnership did a canoe and kayak guided trip. Amanda Woodruff and Kevin Stephenson led a trip on Canton lake. This was a good opportunity to showcase Canton Lake and all of the improvements that have taken place. Cole said the partnership will keep promoting outdoor entertainment. DISCUSS, CONSIDER AND VOTE ON THE ANNUAL TURKEY TROT TO BE HELD ON NOVEMBER 26, 2020 AT THE CANTON FAMILY YMCA This is a repeat event and a map of the route is included. TRICK OR TREAT/HALLOWEEN Mayor McDowell encourages everyone to use good judgement. If you want to participate in Trick or Treating it is suggested to have the porch light on and to use good judgement in maintaining social distancing and using face masks. Costume Masks are not sufficient as face masks. Individual wrapped candy should be left in a basket rather than handing out pieces to children. Everyone should wash their hands before consuming candy or before/after passing out candy. Trick or Treating would be held on October 31, 2020. This information is on the City website.
