DISCUSS, CONSIDER AND VOTE ON THE APPROVAL OF THE INVOICE TO BE PAID FROM THE
ETSB FUND.
Director Fairburn explained that the City will be receiving a $50,000.00 per year payment from
the 911 board. This will be used to defray dispatch costs and other public safety items. The
one thing that the City is obligated to pay out of this is the annual maintenance bill for Tyler
Technology for some software. This is the first payment. The City decided to leave this money
as a backup and have the council individually approve any payment that comes out of it.

to be paid from the ETSB fund.

DISCUSS, CONSIDER AND VOTE ON THE BID RESULTS FOR THE 2020 MFT PROPOSAL FOR THE
VINE STREET BRIDGE REPAIR 20-00000-06-GM
The City received 3 bids for the project. The amount received is 46.9% over the engineer's
estimate. It is recommended to take the low bid from Laverdiere Construction in the amount of
$128,800.00.
Engineer Plavec explained that it is common practice to put together an engineer's estimate.
Certain factors can affect the cost. Complexity and the timeframe are both factors that can
impact the cost. The bridge is considered to be a complex project. The substructure to the
bridge includes work to be done to prevent corrosion which also adds to the cost. These
improvements came up from the previous bridge inspection.
Engineer Plavec said the reason they recommend moving forward is due to the fact that they
do not see costs getting any cheaper, but rather will continue to increase each year. The City
budgeted between $600,000.00-$650,000.00 for the MFT program this year. Even with the
proposed cost and what has already been completed this year, the City will still be between
these numbers.
Engineer Plavec said he does believe the three bids received were competitive and believes the
City should move forward with this project.
Motion and second were made by Alderman Fritz/Nelson to award the work to Laverdiere
Construction for the low bid in the amount of $128.800.00 to do the bridge/erosion repair to
the Vine Street bridge.
Discussion:
Alderman Nelson asked if the City is still on hold with the Alder Street improvements and if the
City could use some of these funds. Engineer Plavec said the Alder Street was budgeted for this
program year, but this project did not get completed because of issues within IDOT.
If the City approves the Vine Street bridge tonight, it is anticipated to have a start date of
around October.

LAKE, BUILDINGS AND GROUNDS
ALDERMAN QUIN MAYHEW, CHAIRMAN
DISCUSS, CONSIDER AND VOTE ON A RECOMMENDATION TO THE CITY COUNCIL REGARDING
A REQUEST FOR A NEW BOAT DOCK LOCATED AT CANTON LAKE
A request was submitted for a new boat dock. The committee reviewed the information and
recommended sending it to Council for consideration. The plans are to replace the existing
dock and add a 4FT wide X 8 FT long walkway out to a 12 FT wide X 20 FT long dock. The total
will be 28 feet. This is approximately 2 feet larger than the existing dock. The size of the newly
requested dock is smaller than was has been previously approved by council. The proposed
dock is John and Gloria Davis' lot off of Old Beach Road.
Attorney Jump asked for some direction on what should be included in the lease amendment.
Motion and second were made by Aldermen Quin Mayhew/Nelson allowing the Davis' to have
a dock and to extend it to 28 feet -altering the lease from 15 feet. This also includes having
lights on the end of the dock.

DISCUSS, CONSIDER AND VOTE ON A RECOMMENDATION TO THE CITY COUNCIL REGARDING
THE ANNEXATION OF CERTAIN LANDS ON AND/OR SURROUNDING CANTON LAKE.
This item went to the committee and it was their recommendation to send it to Council for
consideration.
Engineer Keith Plavec displayed a map that illustrates the area that is being considered for the
annexation. There would be added costs involved if parcels were divided for the annexation.
The Old Beach Addition consists of 11.5 acres that is being considered. Any developer that
looks at this area will want to have lake access. The lots would be extended over toward the
lake to make them larger. The distance to the dam is approximately 434 feet.
Further discussion took place regarding two lots in this area that has a garage shed on the
property.
Alderman Mayhew said that the item being discussed tonight is only the annexation, and does
not include and sale of land or development of property. The idea is to take this just one step
at a time and address just the annexation.
Youth Acres would be pulled into the City if the entire parcel discussed is annexed. It would just
need to be determined which parcel (s) would be annexed.
Attorney Jump said it is important to know if the lots with structures on them would be
annexed with the other lots.
Attorney Jump said he would want to know if hunting takes place at Youth Acres- since you
can't fire a firearm within City limits. Attorney Jump said he will review the ordinance.
Mayor McDowell said he believes Attorney Jump and Engineer Plavec just needs permission to
look at different options at annexation.
Motion and second were made by Aldermen Mayhew/Nelson to have Attorney Jump and
Engineer Plavec work on options to present to Council on annexing in property around Canton
Lake.

MAYOR COMMUNICATION
PROCLAMATION- CANTON AREA CHAMBER OF COMMERCE 101ST ANNIVERSARY — CHAMBER
OF COMMERCE WEEK
Canton Area Chamber of Commerce will be celebrated September 14, 2020-September 18,
2020
FORMER CITY EMPLOYEE CONNIE GLAD-FUNERAL
Connie Glad was a former City employee at the water department. Services will be held at Oak
Hines September 2, 2020 starting at 4:00pm. The funeral will be at 6:00pm
COVID 19 UPDATE
The COVID 19 numbers in the area has increased. There have not been any fatalities or
hospitalizations at this time in our area. Testing is now available for anyone with or without
symptoms.
MOSQUITO SPRAYING
The City is currently doing the mosquito spraying- which follows the schedule of the garbage
route.
