HomeMy WebLinkAboutResolution #1162- r f # 1162 COUNCIL RESOLUTION WHEREAS, the Congress of the United States is presently considering various budget proposals for fiscal 1987, which include consideration of funding programs of great importance to local governments; and WHEREAS, the City/7~1~4~14 of Canton like many other economically hard-pressed communities throughout Illinois and the Midwest, has applied federal dollars to fund programs vital to maintaining quality public services and to promoting economic recovery; WHEREAS, cities/~~l~g~~c like Canton cannot reasonably be expected to raise local taxes continuously in the face of federal cutbacks and still be competitive in attracting new residents and industries to locate here; and WHEREAS, various alternatives have been proposed for reducing the federal deficit, which would be less costly to our national economic well-being then the elimination of programs aimed at public services and economic recovery. THEREFORE, BE IT RESOLVED, that the Canton Clty Council/Xidi~e ~iii?~ strongly opposes elimination of the General Revenue S aring Program; (the Community Development Block .Grant program and support to low and moderate Income housing). ' BE IT FURTHER RESOLVED, that the council/%bi4g~dc encourage the citizens of ~ n,~,~~ to inform themselves of the position of their Congressional delegation on these is' sues that could directly affect their local tax burden. BE IT FURTHER RESOLVED, that in the interest of reducing the federal deficit, alternatives such as a spending freeze or reduction of defense and entitlement programs be considered. FINALLY, BE IT RESOLVED, that the Mayor/}~i~l~g~ X~ir~~i1~~~R~( of the Clty/~VXI of Canton be directed to convey the foregoing Resolution to members of the Illinois Congressional delegation, including Senators Dixon and Simon, Congressman Lane Evans and the President. ~~ (OVER) f PETITION TO CONGRESS We, as leaders of organizations, as ordinary citizens or as officers and employees of the City/Village of join with the Mayors in the State of Ulinois to petition the Congress of the United States for a fair return of our federal tax dollars to our cities. We ask Congress specifically to maintain General Revenue Sharing (Community Development Block Grants, Urban Development Action Grants, support to low and moderate income housing and Urban Mass Transit funds). Strong cities are necessary for us to control our own lives. Our federal tax dollars returned to us through General Revenue Sharing (and other programs) has (have) helped us to build strong communities, to maintain essential services and to improve our infrastructure. Federal income taxes are a fairer form of taxation than the local property and sales taxes that would replace them. We ask the Conference Committee on the Congressional Budget Resolution to restore to our cities their fair share of national resources.
