Public Hearing Minutes-CDBG PI Grant
August 18,2020, 6:00 p.m.

The public hearing was called to order at 6:00 p.m.by Mayor Kent McDowell,who briefly
explained that the purpose of this meeting is to complete the requirements of an application for
funding to line and repair existing sanitary sewer lines. The meeting was then turned over to
Joshua Mercer of the Western Illinois Regional Council, the agency the city has chosen to prepare
the application. Mr. Mercer explained that the City of Canton is submitting a public
infrastructure construction grant application to the Department of Commerce and Economic
Opportunity.
Topics covered were:
-The fact that grant applications are due on September 30, 2020, and that up to
$550,000 may be requested in one application for construction, with a total of$15
million available statewide on a competitive basis for non-metropolitan areas for
Public Infrastructure Construction;
-Under CDBG PI Construction, the funding priority for this component is for water
and sanitary/storm sewer system projects. Acquisition, construction, reconstruction,
rehabilitation, demolition or installation of public infrastructure and improvements are
eligible activities.Project areas must be primarily residential in nature;
--That to be eligible, an applicant must document that at least 51% of the persons to
benefit from the project is of low-to-moderate income. In this project, this was
documented by HUD Census Tract data;
-That the City of Canton, as the grant applicant,will have to minimize displacement
of any low-to-moderate income individuals as a result of this project,no displacement
is expected;
-A copy of the CDBG records can be accessed at the WIRC office at 223 South
Randolph, Macomb, IL, Monday through Friday, 8:00 am to 4:00 pm and Canton
City Hall at 2 N. Main St, Canton, IL; and
-That a detailed listing of other community development and housing needs must be
developed at this public hearing.
It was explained that this grant would be used to line approximately 4,570 feet of sanitary
sewer along with point repairs and manhole lining. The CDBG grant funds can be used for
construction and activity delivery and will cover the entire $547,299. The city will be required to
pay all engineering fees.
At this time, questions were asked for from the attendees. Hearing none, Mr. Mercer asked what
other community development needs were solicited from attendees and the City Council. The list is
as follows:
