USDA RURAL DEVELOPMENT DUMP TRUCK GRANT APPLICATION
The Public Hearing was called to order by Mayor Kent McDowell at 6:15pm. The
meeting was held at 2 North Main Street, Canton Illinois 61520 (City Hall) via zoom.
The purpose of the meeting was for a public hearing for the USDA Rural Development
Dump Truck Grant Application.
Mayor McDowell called the meeting to order.

PUBLIC COMMENTS:
Mayor McDowell asked for any public comment:

PURPOSE OF PUBLIC MEETING:
City is applying for a United States Department of Agriculture (USDA) Community
Facilities (CF) Grant
As part of this process, a Public Meeting is required to discuss the project and answer any
questions.
The City has submitted initial information to USDA Rural Development and has obtained
a Notice of Application Review Action(dated May 1, 2020) inviting the City to submit a
formal application for a community facility grant of$50,000 but not to exceed 35% of the
eligible project cost to purchase a new dump truck with accessories
The project is subject to the availability of funding.under the 2019 Disaster Relief Act
and Supplemental CF Grant Funds.
City is looking to replace a 1997 International Harvester dump truck with 138,633 miles
that is currently being used by the Streets and Garbage Department.
The cost to purchase a new dump truck with truck box, plow hitch, snow plow and
spreader is $168,690.
If the City were to obtain the $50,000 grant from USDA, they would be responsible for
the remaining $118,690.
Grant funds are a reimbursement not an advance.
PUBLIC QUESTIONS OR COMMENTS:
Attorney Jump asked if the amount that is stated in the public hearing is the correct
amount. City Engineer Keith Plavec confirmed that the amount stated is correct which
is$168,690.00. The grant amount to be deducted is$50,000.00, which will leave the
amount of$118,690.00 that the City would be responsible for.
