A regular meeting of the Canton City Council was held on February 4 (6:30pm) in the Council
Chambers,The Donald E. Edwards Way-50 North 4th Avenue, Canton, Illinois 61520.

ADDITIONS OR CORRECTIONS TO THE AGENDA
Mayor McDowell stated that a correction will,be made to the agenda. The resolution listed
under streets and garbage (resolution approving an intergovernmental agreement'between the .
City of Canton and The village of St. David for the use of the City of Canton's street sweeper)
will be tabled.The City is waiting to hear from the village of St. David before further action.
Mayor McDowell asked to move the proclamation under the Mayor's communication to the
beginning of the meeting.
Motion and second were made by Aldermen Nelson/Lingenfelter to approve the corrections to
the agenda.
The motion carried by voice vote and was unanimous.
MAYOR COMMUNICATION
PROCLAMATION FOR JOHN R BARCLAY .
Whereas,John R. Barclay was born on January 25, 1917 in Royalton, Illinois,the seventh of
eleven children, and
Whereas,John learned the art of cooking from an early age by helping his mother feed their
large family, and
Whereas, in June of 1941,John was drafted into the US Army, 33d Armored Regiment, a part of
the 3rd Armored Division, and
Whereas, he applied his cooking skills to support with mess operations but was soon shipped to
England to prep for the Normandy invasion, and his regiment surged into France in June of
1944, and
Whereas, Barclay eventually became Staff Sergeant and didn't shy from the call of duty as
regiment ventured into the Battle of the Hurtgen Forest,the Battle of the Bulge, and finally
celebrated V-J Day6 in Germany as the world learned of the war's end, and
Whereas,John returned home to marry his pen pal sweetheart on October 23, 1945, Leila Hoyt,
and together they enjoyed more than 50 years of marriage, and
Whereas,John utilized his cooking skills to operate a diner in Lewistown for years, and later a
rooming house in Canton for women attending Spoon River College, and
Whereas,John has just recently celebrated his 103'd birthday, and he enjoyed frequent visits
from his many grand and great-grandchildren.
Now,Therefore, be it proclaimed that on January 25, and every day of the year,we honor John
R. Barclay, who served his country so fully and honorably, and that we remember his memories
for future generations.

The lease begins April 1, 2020 and ends March 31, 2021.

DISCUSS,CONSIDER AND VOTE ON A RESOLUTION APPROVING A LEASE AGREEMENT
BETWEEN BRENDA NUTTALL AND THE CITY OF CANTON AND DIRECTING THE MAYOR AND
CITY CLERK TO EXCUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON,
ILLINOIS. RESOLUTION#5223
The proposed lease is for the property known as Blooming Crazy.
Attorney Jump stated that he would abstain from discussion due to the owner being a pervious
client of Attorney Jump.
Motion and second were made by Aldermen West/Hale to approve the resolution and place it
on file with the corrections to the typo on the resolution.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING THE ZONING REGULATIONS
TO PERMIT CRAFT GROWERS IN THE CITY OF CANTON,ILLINOIS(1St READING).
Attorney Jump explained that on February 14, 2020 the application process will open in the
State of Illinois with the department of the agriculture. This application process is different
than the others. The application will close in the middle of March 2020.
The City has received some interest in having craft growers in the City of Canton. The cannabis
regulations previously passed do not deal with craft growing.
Attorney Jump said he would like some direction in preparing the application, and having
applicants that are interested on the next agenda. This is an opportunity for the City. Currently
zoning ordinances would need to be modified if craft growers would be allowed. Craft growers
would be in the industrial zone, perhaps at Enterprise Park.
Attorney Jump said that he believes it would be best to eventually have a comprehensive
zoning change to discuss all of the potential permits related to marijuana.
Craft growers would create employment opportunitys and this would also allow ease to
distribution of the cannabis. Attorney Jump will get the application and bring it back to the
next meeting.
Attorney Jump asked that any suggestions be sent to him prior to the next meeting.
DISCUSS,CONSIDER AND VOTE ON A RESOLUTION APPROVING A MASTER SERVICE
AGREEMENT WITH CALL ONE INC. REGARDING TELECOMMUNICATIONS SERVICES.
Call One is the provider of the phone system at the city building and throughout the city. The
one-year contract expired in March 2019. Call One is currently operating on a month to month
basis and the rate recently increased. The master service agreement was for three years.
Attorney Jump said he was not sure the City should sign a three-year master service agreement
if the City is not currently happy with them. The city is currently looking at other companies as
an option for better pricing.
This Item will be tabled to allow time to further review the agreements.

COMMUNITY AND INDUSTRIAL DEVELOPMENT
ALDERMAN JOHN LOVELL, CHAIRMAN
UPDATE FROM SPRED MISSY TOWERY
Annual business institute will be February 28, 2020. Breakfast begins at 7:30am and the
keynote speaker begins at 8:OOam. There will be several different business topics during the
Institute. If anyone is interested in attending,they should contact Andrea Barbknecht at Spoon
River College. The cost to attend the institute is$25.00.
$7000.00 was raised in Glacial Golf this year. This was the largest profit received from the
event. 103 teams participated in the Glacial Golf event this year.
Alderman Nelson provided a lead for a trampoline company. Missy is currently discussing this
with the owners.
Missy stated that her last day with the Spoon River Partnership will be this Friday. Missy will be
taking a new position with Mid Century Communications. Missy has been employed with the
partnership since 2007.
PUBLIC WORKS,WATER AND SEWER
ALDERWOMAN ANGIE LINGENFELTER,CHAIRMAN
DISCUSS,CONSIDER AND VOTE ON THE PURCHASE OF TWO TURBIDIMETERS FROM GEORGE E
BOOTH CO INC IN THE AMOUNT OF$8698.00.
The City currently has eight meters all together with only four functioning properly.The
purchase will allow the City to have all eight working meters.
Motion and second were made by Aldermen Lingenfelter/Hale to approve the purchase of the
two turbidimeters from George E Booth Co Inc in the amount of$8,698.00.
