Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. ADDITIONS OR CORRECTIONS TO THE AGENDA CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD FEBRUARY 4, 2020 BILL LIST DISBURSEMENT REPORT TREASURER'S REPORT COMPTROLLER'S REPORT POLICE REPORT FIRE REPORT PUBLIC WORKS REPORT Motion and second were made by Aldermen West/Lovell to approve the consent agenda. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN LEGAL AND ORDINANCE. ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING THE ZONING REGULATIONS TO PERMIT CRAFT GROWERS IN THE CITY OF CANTON, ILLINOIS (2ND READING) #4180 The proposed ordinance amends the zoning regulations by adding 1-2 which would be for heavy industrial. This would allow for the craft grower in the Industrial park. A question was asked at the last meeting about the 3.0%tax. Attorney Jump said he does not believe the tax will apply to craft growers. Attorney Jump is further reviewing, but at this time feels the 3% applies more to retail. The craft growers are required to pay 7% cultivation tax that goes to the state. This amount does not come to the City. A conditional use permit fee for craft growers would need to be determined by the Council. The Council previously decided to have the dispensary pay a $10,000.00 conditional use permit fee to the City-which was based on 10% of the state license fee. The license fee for the state is $40,000.00 based upon a pro-rated year, and then the fee would be$40,000.00 annually with the state. The proposed ordinance was drafted with a 10% conditional use permit fee for the City. The $4,000.00 would be pro-rated upon the date of issuance (for 2020 only) and then would be$4,000.00 annually. The license would be issued by July 1, 2020. Certain regulations are in place that only certain people are allowed in the facility. It is structured so there must be a minimum distance from a residential property line or from a school. The craft grower could not be within 1500 feet from another craft grower. Attorney Jump explained that the council needs to look at all of.the zoning provisions with cannabis. The application date opened on February 14, 2020 for craft growers. The last day is around March 16, 2020 for applications. The applications are scored on a point system. This point system is how the state determines if they will issue the license. Part of the application asks if zoning approval is already granted. The proposed ordinance limits craft growers to 3 conditional use permits within the City. Motion and second were made by Aldermen West/Lovell to approve the ordinance and place it on file. Further discussion took place about pro-rating the license. Alderman Fritz mentioned that the City does not allow for pro-rating of any other City license and does not believe pro-rating should be allowed for this particular license. After further discussion it was determined that pro-rating the license would be allowed only for the initial license as the approval process is taking place with the state. DISCUSS,,CONSIDER AND VOTE ON APPROVAL OF CONDITIONAL USE PERMIT FOR A CRAFT GROWER. Motion and second were made by Aldermen West/Fritz to approve the conditional use permit for craft grower upon approval from licensing from the State. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JUSTIN NELSON, CHAIRMAN DISCUSS, CONSIDER AN VOTE ON THE HIRING OF A NEW POLICE OFFICER Sergeant Keith Grant retired from the police department: The hiring of the new police officer would replace his position. The City currently has one,name on the eligibility list. The Police .and fire commission is accepting applications until March 6, 2020. Once a new officer is hired it would take 6-8 weeks of field training before the new officer would be out on his own. Motion and second were made by Aldermen Nelson/Hale to approve the hiring of a new police officer. DISCUSS, CONSIDER AND VOTE ON PROMOTING A SERGEANT DUE TO THE RETIREMENT OF SERGEANT KEITH GRANT Alderman Nelson explained that the city currently has 19 officers and believes the City could save some money by not promoting a sergeant at this time. The City would have 7 supervisors to 12 subordinates. Alderman Nelson said he believes it would be too heavy on the number of supervisors. Alderman Fritz said that he believes the first line of supervisors is the most important. Alderman Fritz said he would be in favor of promoting a sergeant. Alderman Ryan Mayhew said he agrees that we could see how the department runs without replacing a supervisor role. Further discussion took place about the case load within the department and the staffing within the department. Motion and second were made by Aldermen Nelson/Lovell to promote a sergeant due to the retirement of Sergeant Keith Grant. Congratulations to Dillion Grigsby- ranked #1 in the State in high school wrestling. Dillion and Jacob Woscow made it to the state tournament. Mayor McDowell thanked the public works department on the roads during the recent snow storm.
