Alderman Lovell stated that he noticed the arrests were up from this time last year and wanted
to know if this is attributed to the meth arrests.
Public Safety Director Richard Fairburn said that the majority of the arrests are warrants for drug
cases where individuals don't show up for court. Fairburn further explained that meth has
become more of a problem over the last year. One of the officers were recently assigned part
time to a state drug task force to allow for a larger focus on this problem. The City has been able
to reduce the number of heroin incidents drastically however meth is something that is becoming
more of an issue than in the past.
Alderman Lovell said that he is looking into options of getting the community more involved in.
the fight against drug abuse.
FIRE REPORT
PUBLIC WORKS REPORT
Mayor McDowell stated that the City has doubled the amount of revenue coming in from the
campground compared to last year's revenue because of the expansion and the boat slips. The
staff at the campground are doing a fantastic job in the overall improvements at the Fake.
Motion and second were made by Aldermen Nelson/Hale to approve the consent agenda.
The motion carried by voice vote and was unanimous.
Mayor McDowell stated that the reason the City Clerk Diana Pavley Rock is not at the meeting is
because she received a scholarship from the International Institute of Municipal Clerks to go
toward her Master's in Municipal Clerk-which is the highest designation for municipal clerk.
Diana is currently attending the academy in Springfield which is being taught by Eastern Illinois
University.

READING) ORDINANCE#4169
The City will be increasing the rate from $16.00 to $17.50 which will start November 1, 2019.

and place it,on file.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE TO APPROPRIATE FEES INTO A
DEPRECIATION ACCOUNT. (2ND READING) ORDINANCE#4170
This ordinance will designate $1.50 from the increase to go into a special account. This fund is
titled the depreciation fund of the public works department.
Attorney Jump further explained that the only way the City can do this at this time is to have
funds that were not available for appropriation at the time the annual appropriation ordinance
was passed. - This should be re-addressed at the next budget meeting.

ordinance and place it on file.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING AND AUTHORIZING THE
EXECUTION OF A TIF DISTRICT REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF
CANTON AND MIDAMERICA NATIONAL BANK-CANTON TAX INCREMENT FINANCING DISTRICT
3 (1sT READING)
DISCUSS. CONSIDER AND VOTE ON THE JONES PARK CLOCK FINAL REPAIRS
The total amount for the repairs to the Jones Park clock is $5,750.00 and will be paid from the
TIF 1 bond fund. The repairs will include work to the gears and drive rods in the clock.
Motion and second were made by Alderman Ryan Mayhew/Nelson to approve the expense to
fix the clock in the amount of$5,750.00 and will paid from the TIF 1 bond fund.

LEGAL AND ORDINANCE
ALDERMAN CRAIG WEST, CHAIRMAN
DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING ZONING PROVISIONS FOR
THE DISTRIBUTION AND SALE OF MEDICAL AND RECREATIONAL CANNABIS IN THE CITY OF
CANTON ILLINOIS (1ST READING) ORDINANCE#4171
Attorney Jump explained that the prior ordinance that the council approved authorized the sale
of recreation cannabis and medical marijuana within the City. This was a change to the
business zoning ordinances. The Illinois statute authorizes the City to grant conditional use
permits- not licenses. The main change in this ordinance is changing the word from license to
conditional use permits. The ordinance also changes the due date of the permit. The new due
date will be January 1, 2020. The city council will be required to review the application and it
will require a council vote to approve a conditional use permit.
Motion and second were made by Alderman West/Nelson to waive the rules for two readings
so it can be passed on the first reading.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A CONDITIONAL USE PERMIT
FOR THE DISTRIBUTION AND SALE OF MEDICAL AND RECREATIONAL CANNABIS IN THE CITY OF
CANTON ILLINOIS BY SALVEO HEALTH AND WELLNESS EFFECTIVE JANUARY 1, 2020
Attorney Jump explained that the City can hold off on approving this resolution so the Council
can have an opportunity to review the application from Salveo Health and Wellness and vote on
it. This will be brought back to the next council meeting.

SANTA PARADE
A special event and road closure request were submitted for the annual Santa Parade to be
held December 2, 2019 at 6:OOpm. The parade will start at the depot, go down Elm and around
the square. This route will not include closure of a state route.

closure for the Santa Parade to be held December 2, 2019.

Mayor McDowell thanked Aaron and Veanna Thum at Crawford's for donating the paint used on
the gazebo in the park.
The City will begin the leaf pickup program starting Monday November 4th through the first week
of December. Please place leaves on the terrace. Do not put the leaves in the streets or along
the curb. Once the route is completed the City will start over by picking up leaves until the first
snow. The leaf pickup program will end once the first snowfall takes place.
If your garbage pickup is Monday—then the leaf pickup will be November 4t1-November 8th
Tuesday garbage pickup will be November 11-November 1511
Wednesday garbage pickup will be November 18th-November 22nd
Thursday garbage pickup will be November 25th-29th
Friday garbage pickup will be December 2nd-December 6th

The City still has garbage totes for sale. Anyone interested can contact the City for further details.
