DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING THE ISSUANCE OF
GENERAL OBLIGATION REFUNDING BONDS (ALTERNATE REVENUE SOURCE), SERIES 2019 OF
THE CITY OF CANTON, FULTON COUNTY, ILLINOIS IN THE AGGREGATE PRINCPAL AMOUNT
NOT TO EXCEED $5,110,000 FOR THE PURPOSE OF REFUNDING OUTSTANDING DEBT
CERTIFICATES OF THE CITY AND PAYING FOR COSTS RELATED THERETO. (2ND READING)
ORDINANCE#4166
The refinancing of the bonds would save the City approximately $680,000.00. The City could
look at the water/sewer bonds later.
Attorney Jump explained that he spoke to the bond counsel -Jim Snyder.to confirm that if rates
change before the process is finalized the City can vote to cancel this process.
Motion and second were made by Alderman Ryan Mayhew/Nelson to approve the ordinance
authorizing the issuance of the general obligation refunding bonds, series 2019 in the amount
not to exceed $5,110,000

DISCUSS CONSIDER AND VOTE ON GRANTING APPROVAL FOR MAYOR MCDOWELL TO SIGN A
CONTRACT FOR BIDS OBTAINED BY DACOTT ENERGY FOR ELECTRICAL SUPPLY
The approval is for the municipal electrical supply and not for residential supply. Mayor
McDowell explained that he spoke to George Hall and was informed that the rates are starting
to decline.
Motion and second were made by Alderman Ryan Mayhew/Quin Mayhew to grant approval for
Mayor McDowell to sign a contract for bids obtained by Dacott Energy for electrical municipal
supply.

Attorney Jump explained that this agenda item is to simply clean up language that appeared on
the last council agenda.

AGREEMENT BETWEEN THE CITY OF CANTON AND SUZETTE LEFLER FOR PROPERTY LOCATED

System Maintenance Superintendent Dash Wilson explained that he went to this property
today. There is a 4-inch water main that the City can tap into.

DISCUSS. CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT BETWEEN
THE CITY OF CANTON AND ATTORNEY NATHAN COLLINS FOR THE PURPOSES OF AN
ARBITRATION HEARING INVOLVING THE CITY OF CANTON AND AFSCME 1372. RESOLUTION #
5206
Attorney Jump explained that due to him serving on council during the time of this issue he
feels the City should use another attorney for the purpose of arbitration. Nathan Collins is
currently the City Attorney for the City of Lewistown. Attorney Collins provided a legal services
agreement with the resolution.

and place it on file.

Mayor McDowell congratulated the City employees and public works at the work at Canton
Lake. A Special congratulations was also made to the police department-for the several arrests
on drugs and weapons.
