ADDITIONS OR CORRECTIONS TO THE AGENDA Mayor McDowell said he would like to move up the proclamation listed under Mayor Communications to the beginning of the meeting. PROCLAMATION 2020 CENSUS Whereas,the 2020 Decennial Census is quickly approaching and The City of Canton and other local governments need to ensure a maximum response rate: and Whereas,The City of Canton must count every resident in order to be fully represented in both the Illinois General Assembly and the United States Congress; and Whereas, The City of Canton needs to maximize Census response rates among households in the community, as low response rates can result in undercounts of the.population and affect Congressional apportionment and funding levels for local programs; and Whereas, local preparations for the 2020 Census will include the formation of a Complete Count Committee, a group of local elected officials and community:leaders tasked to encourage all households to participate in the Census; and Now,Therefore, Be It Resolved,that The City of Canton supports the Complete Count Committee, who will be engaging in publicity, outreach and education efforts with community leaders in an effort to overcome cultural, economic and linguistic barriers regarding participation in the Census; and Be It Further Resolved by The City of Canton who urges all local governments and citizens to fully prepare for and participate in planning for the 2020 Census. Caryl Riley from the US Census Bureau explained that the City will have a complete count committee and City Clerk Diana Pavley Rock will be acting as the liaison for the committee. It is very important to the City and to the State to get a complete and accurate count of everyone living in the City. One of the main purposes of the committee is to help ensure that the City receives a complete and accurate count for the 2020 census which will help make sure the City receives the funds from the state and federal level to support programming throughout the City. CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD AUGUST 20, 2019 BILL LIST DISBURSEMENT REPORT TREASURER'S REPORT Motion and second were made by Aldermen Lingenfelter/Hale to approve the consent agenda The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND MARACON LLC FOR THE DEVELOPMENT OF THE GASB 74/75 HEALTH CARE ACTUARIAL STUDY FOR THE CITY OF CANTON—RESOLUTION #5203 City Clerk Diana Pavley Rock explained that the City is required to conduct a healthcare actuarial study for the City. The City has utilized Maracon during the last several years for the study. Diana would like to see if BCBS would be able to provide the information for the study directly. If BCBS is unable to provide the study then the recommendation would be to have Maracon LLC provide the healthcare actuarial study. Motion and second were made by Alderman Ryan Mayhew/Quin Mayhew to approve the agreement for the healthcare actuarial study with Maracon for$4,000.00 if we are unable to negotiate directly with BCBS for the information. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION REFUNDING BONDS (ALTERNATE REVENUE SOURCE) SERIES 2019 OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS IN THE AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $5,110,000 FOR THE PURPOSE OF REFUNDING OUTSTANDING DEBT CERTIFICATES OF THE CITY OF CANTON AND PAYING FOR COSTS RELATED THERETO. 1sT READING Kevin Wills (member of the public finance team) with Bernardi Securities and Jim Snyder from Ice Miller (team that prepares the ordinance) was at the meeting and gave a brief overview of the general obligation bonds. Bernardi was in contact with the City going back to April 2018 about potentially refinancing some old debt that the City has on the books. The debt certificate (installment loan) was taken out back in 2011/2012 timeframe. When the original debt certificate was put together there was a provision in that allows the City to potentially refinance or restructure the remaining payments on or after a certain date. The date is December 1, 2019. Bernardi has helped bring the City into compliance with some federal reporting requirements that you must do when you enter into a bond transaction. Information was presented to show what a potential refinance would look like for the City. Bernardi is a leading specialist in the Midwest relating to the municipal bond process. Bernardi works with the local market to see if the best rates would be available before moving on to other investors. The item on the agenda is the first step in a multi-step process. The debt certificates on the books are approximately 5.5 million dollars with a rate of 4.25%. If the City does not do anything with the debt certificates, the City will continue to pay 4.25% through out the term of the financing. The current debt certificate would mature in 2028. During the refinancing period the proposal is to get rid of the old debt on the books and issuing new general obligation refunding bonds. The proceeds would be used to pay off the debt certificates that are on the higher rate on December 1, 2019 (call date) The proposal is to reduce the 4.25 % on the current bonds down to approximately 2.0%. This will help smooth out escalating debt service payments in the current debt certificate structure. The City has debt service payments that will go from $600,000.00 up to $820,000.00 if the City does not do anything over the next 10 years. Because the rate market is much lower today- this will level out the debt service. Instead of the payments going from $600,000.00 up to $820,000.00—the payment will now go from $600,000.00 up to approximately$630,000.00 through the life of the financing. This will also generate $675,000.00 in interest savings: -The rate can't be locked in until the proper steps are taken---which includes a public hearing. Taking action on this agenda item and then holding a public hearing, does not obligate the City to do anything. The City has some water/sewer bonds outstanding as well—series 2012/2013 in the amount of 7 million dollars. If the City determines they want to lock in a rate — then the water/sewer bonds will also be looked into. The fees for the refinancing process are approximately 1.7% of the amount borrowed. The information will be reviewed and brought back to the next council meeting. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A FIRST AMENDMENT TO THE TAX INCREMENT FINANCING (TIF) DISTRICT REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND STINAUER FAMILY DENTISTERY INC(2ND READING) ORDINANCE#4164 Motion and second were made by Alderman West/Lovell to approve the ordinance and place it on file. (2ND READING) ORDINANCE#4165 Attorney Jump explained that he spoke to Nick Nelson (the attorney with Kline that helped draft the ordinance) A portion of this will be coming from the sales tax that is going toward this project. There is an additional requirement of an affidavit from the developer attesting to equity financing of not less than 10% of the project costs or providing a letter of financial strength. from a financial institution. UPDATE FROM SRPED MISSY TOWERY GENERAL ECONOMIC DEVELOPMENT POINTS • Planned for and attended the Legislative Breakfast with Senator Koehler and Representative Unes. • Working with the City & County to get the Enterprise Zone Amendment Application turned into Springfield. • Duck Creek closure—helped with venue, invited groups to attend, followed up with the DCEO Employment and Training department representative and had a discussion with Vistra reps about future development opportunities. • Fulton County Outdoors - The Facebook page went live. Amanda and I did radio at both WBYS and Q98.1. • Attended Workforce meeting in Pekin. • Presented at a Rural Partners meeting and then provided a bus tour for them of our downtown. • Attended Chamber Coffee for the 2020 Census presentation. • Worked on information gather for the IEDC Site Selector tables and I am now working with IIRA on the completion of the tables. • Worked with Amanda to gather the correct updated information for the Unique Shopping and Dining Guide. BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT • Attended Billy's Tap 1St and Second TIF RDA council meetings: • Attended Big Cat's Bowls first reading and communications with Jason Coulter after that. Worked with Steve Kline and Nic Nelson to communicate Jason's assignment options. • Updated available property for the lot at 5t" and Chestnut. • Shared property information to a person wanting their own brick and mortar to expand their current business. • Worked with Jimmy John's owners to provide a marketing schedule for their"Jimmy John's Want to Buy You a House"promotion and are doing this as a partnership with Canton Main Street and the Chamber. • Provided a referral to Brad Watson at Vistra of Elam Private Detective for a potential security contact at Dan Taylor's request. • Researched 8 different options for shoe stores and sent out recruitment packets to those that were appropriate.
