A RESOLUTION PETITIONING THE GOVERNOR AND GENERAL ASSEMBLY OF
ILLINOIS TO ESTABLISH REASONABLE POLICIES ON CLEAN AIR ACT
COMPLIANCE
WHEREAS, the federal Clean Air Act Amendments of 1990
include provisions at Title IV which require rapid and dramatic
reductions of sulfur dioxide and nitric oxide emissions to be made
by electric utility companies which use Illinois Basin coal as a
source of fuel; and,
WHEREAS,Electric utility companies are given no directive or
real incentive in that federal law to continue use of Illinois
Basin coal, and may elect any suitable method to comply with new
Clean Air Act requirements, including curtailment or elimination
of the use of Illinois Basin coal; and,
WHEREAS, these policies have been instituted despite the
fact that it is both readily feasible and comparatively efficient
to generate electric power in an environmentally acceptable manner
using Illinois Basin coal; and,
WHEREAS, many electric utility companies outside the State
of Illinois, which together comprise nearly two-thirds of the
market demand for Illinois coal, may be forced by uncertain
regulatory conditions or the lack of sound state energy policies
to curtail or eliminate use of Illinois Basin coal; and,
WHEREAS, if, for similar reasons, electric utility companies
in the State of Illinois fail to continue use of Illinois Basin
coal, nearly one-third of coal production in the State would
cease; and,
WHEREAS, the economic well being of hundreds of communities
and tens of thousands of families in the State depends on the
continued and increased production of Illinois Basin coal; and,
WHEREAS, may of those communities, including the City of
Canton, already suffer from years of high unemployment and
economic hardship among the families of coal miners and many
others; and,
WHEREAS, significant deterioration of the Central and
Southern Illinois economies and widespread hardship and suffering
are certain to result if Illinois electric utility companies
curtail or eliminate the use of Illinois Basin coal; and,
WHEREAS, it is within the powers of the Governor and General
Assembly to establish economic, energy, and regulatory policies to
prevent such economic adversity and to spare communities and
families such hardship and suffering;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CANTON, Fulton County, Illinois as follows:
1. That the Canton City Council hereby implores the
Governor and the General Assembly of Illinois to use every means
at their disposal to ensure that electric utility companies do not
curtail or eliminate, but rather continue and increase, the use of
Illinois Basin coal in an environmentally acceptable manner now
and in the future; and,
2. That the Canton City Council will work with local and
State elected officials to further the aims and ends sought by
this Resolution; and,
3. That suitable copies of this Resolution be sent to the
Governor of the State of Illinois, to the President of the
Illinois Senate, to the Speaker of the Illinois House of
Representatives, and to the State Senators and Representatives who
represent the citizens of Canton, Illinois.
4. That this Resolution shall be in full force and effect
immediately upon its passage by the City Council of the City of
Canton, Illinois.
PASSED by the City Council of the City of Canton, Fulton
County, Illinois at a regular meeting this 19Th day of ,February
1991, upon a roll call vote as follows:
AYES: Aldermen C~apr~an, May, Bohler, Meade, Sarff, Steck.
NAYS: None.
ABSENT: A1~~ Kovachevich. One resided.
