DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF TASER ELECTRONIC CONTROL DEVICES
FOR THE POLICE DEPARTMENT
The approximate cost for the purchase of the 19 taser devices is $63,399.77 over the life of a
five- year contract. The price is currently being negotiated. The funds will come from the
police budget. The deadline will be 2-3 months. The current tasers are approximately 12-13
years old. A trade-in allowance will be given on the old tasers.
Motion and second were made by Aldermen Ryan Mayhew /Lovell to approve approximately
$63,399.77 for a five-year contract for the purchase of the taser electronic control devices.

DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF AN AIR CONDITIONER AND FURNACE
FOR THE HISTORIC DEPOT
The air conditioner and furnace are a TIF1 eligible expense in the amount of $9,650.00. The
purchase of the air conditioner and furnace includes the duct work that will help reduce the
noise level inside the depot while the air and furnace is running.
Further discussion took place regarding the depot being a historic building. Engineer Plavec
said he would look more into the type of work being done on a historic building.
Motion and second were made by Aldermen Ryan Mayhew/Lingenfelter to approve the
purchase of an air conditioner and furnace for the historic depot from GM with the funds from
TIF1 pending information being received regarding the historic register.

HEARING FOR THE FIRST AMENDMENT TO THE CANTON TAX INCREMENT FINANCING

The public hearing is set or August 6, 2019 at 5:30pm. During discussion with Steve Kline (TIF
administrator he asked if the City could waive the first reading of this,ordinance.

SOUTHEAST CORNER OF 57 NORTH 5T" AVENUE AND 526 EAST CHESTNUT STREET FROM A R-

This item did go before the planning and zoning commission and it was their recommendation
to approve the ordinance.

NEGOTIATIONS, GRIEVANCE & PERSONNEL
ALDERMAN JUSTIN NELSON, CHAIRMAN (Quin Mayhew-Acting Chair)
DISCUSS, CONSIDER AND VOTE ON A GRIEVANCE FILED BY AFSCME REGARDING PART TIME
POSITIONS
Attorney Lane explained that the City discussed the grievance with the union during a previous
executive session. The City is still attempting to resolve the issue by agreement. The
committee recommended to deny the grievance. The City agreed through the union to hold off
on any further time limits and to try to resolve this by agreement.
Motion and second were made by Quin Mayhew/Ryan Mayhew to deny the grievance filed by
AFSCME regarding part time positions.

COMMUNITY& INDUSTRIAL DEVELOPMENT

UPDATE FROM SRPED MISSY TOWERY
GENERAL ECONOMIC DEVELOPMENT POINTS
• Attended DCEO Grant Workshop in Peoria.
• Submitted Workforce Development Committee comments for the meeting that I was unable
to attend. Prior
to the meeting I checked in with the State Treasurer's office to ask for a grant update on our
Charitable Trust
Workforce Development grant submission.
• Canton/Fulton County Enterprise Zone work to assist with finalization of the amendment
application.
• Worked with Attorney Lane to address access agreements for the Brownfield's Assessment
Grant and
shared his response with the Dave King(Prairie Hills) and Dave Holmes (Stantec).
• Updated our SAM.gov registration.
• Worked on a comparison of visitcantonil.org and cantonillinois.org to ensure that information
that appears
on the visit site that would not be on the Fulton County Outdoor site is present on the
cantonillinois site,
because when fultoncountyoutdoor.org goes live we intend to shut down the visit site.
Shared my
comments with Amanda Woodruff.
• Sent available property link to person interested in office/storage space and discussed
potential options.
• Working on updating the IEDC Site Selection Tables for Canton.
BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT
• Attended meeting at the Duck Creek plant with several others regarding ways that we can be
supportive of
their workforce moving forward.
• Check in with small part manufacturer's builder on their interest at the IH Site and emailed
them both the
RFP that was in the paper in case they hadn't seen it.
• Attended Public Meeting for proposed expansion of TIF 3 (MANB Project)s
• Communication with Royal Hospitality representative on updating him on the agreement
work(courtesy of
an update from Curtis), shared RP Lumber referral and provided a list of local mowers for the
property.
• Continuing to work with downtown business owner exploring the potential purchase of a
downtown
building for a new location.
• KenCor Ethnic Foods—Received communication from Morgan that they had received USDA
inspection
approval and as soon as they send them an inspector,they will start hiring,training and
production.
• Continuing to work with downtown business on potential expansion project.
• Received word that the company interested in former ethanol site is now looking to locate in
Galva, IL as
they felt that Pacific Ethanol (property owners) were not cooperative to their request in order
to make the site
selection.
• Met with a business on Main Street interested in redoing her lot and sidewalk. I answered her
TIF questions
and then sent her the TIF application. Mayor McDowell shared that he and Ronnie went to
look at the lot.
• Working with Snowman's Reindeer Farm on their Hotel/Motel Grant Application
submission.
• Alexander Lumber communication on mowing exchange request for a business on 5th and
price request.
• Conversation with downtown business owner upset about something with Art on Main—
discussed ways to
compromise.
• Discussion with person interested in purchasing Jim's Tire Service and how the TIF may
work in the
scenario he was presenting.

Marketing&Tourism
• Continued the design and production of the Fulton County Outdoor website. Collected a few Call
for Information forms from Outdoor Attractions. Coordinated and held Fulton County Outdoor
Committee meeting on May 9'. Set up an email and a Facebook Page to use for promotion of the
website during its launch and after.
• Attended the Fulton County Economic Development&Tourism meeting on May 6th.
• Continued to schedule and post Tuesday"Tourism"and Thursday"Positives"posts on the
Canton, Illinois Community Facebook Page.
• Delivered brochures,booklets and books of Tourism information to the Hotels.Discussed the
potential of getting brochure racks to display Tourism information at each Hotel.
• Added Bike Share Program Page to the Cantonillinois.org website.Page is to help promote the
program.
• Communicated with the Peoria City Administrator for Team Rubicon. Forwarded a quote to the
Administrator from Jed Rhoades for the potential use of the Venue for their training.
• Met with a family that was originally from Canton. They are holding a family reunion in July.
They requested 20 packets of tourism information for Canton.The whole family is coming to stay
at the Harvester Inn and will occupy 15 rooms. The family wanted each packet to be given to
each family member who is staying at the Harvester Inn. I communicated with the Harvester Inn
about the tourism packets, assembled the packets and delivered them to the Hotel.
• Communicated with ExplorePeoria.com about adding our Canton events to their website
calendar. Posted Farmers Market,Art on Main and the Cruise-In on their calendar. .
• Attended the Fulton County Tourism Council meeting on May 2°d. Showed them examples of
other Visitors Guides from around Illinois. Discussed with them ways to re-design the guide.
• Communicated with Illinois River Road about changes to our Canton Page on their website.I was
able to add all the Hotels to our page and a few more locations. Will be updating more,to the page
once I have updated photos and information for some shops,restaurants, and tourist locations.
• Communicated with Loyalty Publishing in Bartonville about free Canton Maps they print. They
will be sending some to us.
Canton Main Street
• Attended CMS monthly board meeting on April 30th and recorded the minutes of the meeting.
• Collected information produced and sent out the May CMS Newsletter.
• Teisha Buskirk and I spent the morning of April 23rd visiting some more downtown businesses to
introduce ourselves,talk with them about CMS membership, give them our downtown events
pamphlet, and speak with them about Advertising in the Scenic Drive Book.
• Met with Teisha Buskirk and Missy about the potential for Erika Davis to become a Canton Main
Street Board Member.
• Updated Canton Main Street Directional Sign file to include labels for some new businesses.
• Continued to work with Carol Kohler for art work to be painted on Electrical Box in Jones Park.
Purchased supplies for the artists to start painting the Electrical Box.
• Attended Canton Main Street's Promotions Committee meeting on May 8m
• Art on Main: Communicated with PJ Star to list show in Arts Plus section and red letter Calendar
Dates. Created and emailed Ad to the Fulton Democrat and ExplorePeoria.com. Set up radio
spots for Committee Co-chair be interviewed about the show on Q98.1 and WBYS.
Communicated with Spoon River Eclectic to have the show promoted in their May newsletter.
Set up time with HOI News Morning show for myself and Committee Co-chair Eric Dufflield to
appear live on the air to promote the show. Communicated with Central Illinois Buzz about
writing and article to promote the show. Sent Ad to the South Fulton Argus to promote the show.
Sent out press release for the show to all media contacts. Coordinated information, design and
selection of the volunteer T-shirts for the show. Created Poster with sponsors name on them and
coordinated with Dave Lewis Studios to get them printed. Once printed assisted the committee
with the distribution of the posters. Created Program Booklet for the show and coordinated the
printing of the booklets with Havana Printing. Communicated with a new artists to the show,who
are replacing and artists that cancelled. Created and printed artist booth space markers,name tags
and booth labels. Created sponsor sign boards to display in the park during the show. Created a
sign to director visitors to the show to get Ice Cream at the Sweet Shoppe. Coordinated other
misc.task for the show.
• Spoon River Drive: Attended Spoon River Drive Representatives meeting on May 15th. Created
Guide Book Ads for Banjovi,Hawkins&Anne and the Canton Area Heritage Center.
Communicated with a potential vendor about registration fees. Created an Ad to be placed in
Antique Explorer for their July/August and September/October for a call for vendors and general
promotion of the event in Jones Park. Sent communication to CMS businesses about Guide Book
deadline for Advertising in the book.
• Farmers' Market: Communicated with Q98.1 about advertising. Communication with Carol
Kohler about Farmers' Market Intern. Carol and I held an interview and offered the position to
them and they accepted. Sent Spoon River Electric information about the Farmers' Market to be
placed in their June Newsletter. Created Advertising pieces to use on Facebook. Communicated
with a potential vendor. Sent out press release to all media contacts. Created Farmers Market
Opening Day flyer with list of sponsors on it.
• Heritage Days: Attended two Heritage Day planning meetings on April 22"d and April 17th.
Created an Ad to be placed in the Summer Travel Guide that Gatehouse Media Produces.Also
created a save the dates card and a half page flyer for promotion of the event. Created and placed
ad with Antique Explorer for their July/August issue.Communicated with The Treasure Map to
place Ad in their July/August issue and on their website.
• Kid's Fest: Created standard logo and themed logo for this year's event. Began creating a flyer to
promote the event.
• Music in the Park: Began creating a flyer to promote the event.
• CMS Facebook page: Posted Farmer's Market and Art on Main Promotions. Posted May CMS
newsletter. Also shared some of our main street business member posted to the CMS page.

• Posted May CMS Newsletter on the CMS webpage.
• Updated the list of Canton Main Street members on the CMS web page.
• Also did other updates that are listed throughout this report.
PUBLIC WORKS, WATER AND SEWER

Alderwoman Lingenfelter thanked the public works staff for their work during the recent heavy
rains. She also reminded everyone not to blow their grass.clippings into the City streets.

Engineer Plavec explained that he looked at this area. The city has this area scheduled for the
mill and overlay. The City may want to put in a concrete depressed curve to help move the
water flow. The entire north end has a high-water table level which is a problem in the City. A
quote will be obtained and further information will be brought back. Engineer Plavec is looking
into various options to help resolve the water issue in the north end.

The City will be handling the demolition of the garage at this property in-house. Title work has
been completed and notice will be made.
