A regular meeting of the Canton City Council was held on January 2, 2019 (6:30pm) in the
Council Chambers, The Donald E. Edwards Way-50 North 4`"Avenue, Canton, Illinois 61520.

City Clerk Diana Pavley Rock administered the Oath of Office to Jacob Chenoweth and Logan
Fults as new firefighters for the City of Canton. Jacob and Logan's first day with the City will be
January 7, 2019.

under the consent agenda so they could be voted upon separately.

UPDATE FROM SPRED MISSY TOWERY
GENERAL ECONOMIC DEVELOPMENT POINTS
• E-mailed all large employers a Business, Retention and Expansion update and shared
information about our
Workforce initiative in 2019. Received responses and shared at the Recruitment of Business
meeting.
• Prepared for and attended the Quarterly Recruitment of Business Committee meeting. Sent
out second
quarter update for the action plans.
• Reviewed the letter of support for the US Route 24 expansion finalized by Transportation
Committee chair
Chris Jump and provided comments received. Clint Drury from the WCIB&CT's shared he
was also
submitting this project as part of his involvement in Governor Pritzker's Capital &
Infrastructure Transition
Team. Phone conversation with Senator Koehler on his support for US Route 24 expansion—
he
communicated this was his number one project to support.
• Began work on the Glacial Golf fundraiser that will support the Canton Main Street Micro
Grant program.
• Work on the 2019 Business Institute to secure speakers.
• Updated Available Properties Inventory on cantonillinois.org by taking down properties that
are no longer
available and worked with Amanda Woodruff and Dana Smith to post a new property at 409
North Main.
BUSINESS DEVELOPMENT, ATTRACTION AND SUPPORT
• Met with person interested in buying a downtown building to open a business—Discussed the
new Bank
Participation Loan program and other incentives. Worked with their realtor to provide
property owner
contact information.
• Attended City Council for first and second readings in support of The Venue's TIF
Forgivable loan request.
• Attended City Council for first and second readings in support of B-Designed's TIF
Forgivable loan request.
• Canton Fulton County Enterprise Zone Amendment Process
o Attended Orion Township meeting to receive their signed support for the amendment.
o Attended Village of Banner and Buckheart Township meetings to receive their signed
support for the
amendment.
c Discussion with Attorney Lane to address Canton School Board member's question
about jobs falling
below the matrix. Sent the information to Superintendent Rolf Siversten and Board
President
Leonard Barnard to share ahead of the next meeting. Attended Canton School Board
meeting to
receive their signed support for the amendment.
o Asked Mike Hitchock and Ken Sidwell to work with the Assessor's office in order to
help us with the
Economic Impact example for the amendment application. Conversation with
Hitchcock's attorney
Ron Weber to explain what we are asking of the assessor's office.
o Shared the updates with Mayor McDowell and Attorney Lane.
• Meetings with person opening a business on the square to discuss possible assistance with the
SRPED
Revolving Loan.
• Provided Jean Enowmbitang of Kencor Ethnic Foods, Inc. information concerning areas to
post their
upcoming job openings. We also discussed an in person meeting after the first of the year to
discuss their
workforce needs in 2019.
• Provided State Incentive information on the Advantage Illinois Program to person interested
in bringing
their small manufacturing facility to Canton and possibly locating at the former IH Site.
Addressed his
sprinkler question with Bob Ackerman.
• Followed up with company representative interested in developing a gas station on the east
side. Provided
TIF application for review and another possible property for him to submit.
• Helped arrange the Jimmy John's (JJ) interview with the Canton Daily Ledger . Worked with
Amanda
Atchley to help produce a map for JJ. Invited to do a private tasting prior to opening.
• Voted on and approved MTZ Fitness to receive the first Canton Main Street Micro Grant—
Called Cara
Strode to let her know it was approved.
• Followed up with person who is exploring an expansion project to see if they were continuing
to make
progress in their efforts. They shared they should know more after the first of the year.

DISCUSS, CONSIDER AND VOTE ON BIDS FOR 10-12 BOAT SLIPS FOR CANTON LAKE
Attorney Lane said the City would have the ability to waive bids. Technical issue- it would waive
the requirements as well.
Alderman Putrich said he is not sure the City would receive more than 1 bid.
Mayor McDowell said he was approached about putting slips at the lake. The framing would be
started first with a completion date of approx. May 1. The life expectancy is 40-50 years. The
floats have a 10 year guarantee.
Motion and second were made by Aldermen Putrich/Lingenfelter to bid out the 12 boat slips...
if no response it will then be re-addressed.

MAYOR COMMUNICATION
Mayor McDowell announced that the leaf program will stop at the end of this week.
The lake gates at Canton Lake are closed for campground and road maintenance until April 1,
2019
