A regular meeting of the Canton City Council was held on November 6, 2018 (6:30pm) in the
Council Chambers, The Donald E. Edwards Way-50 North 4th Avenue, Canton, Illinois 61520.

CONSENT AGENDA
Mayor McDowell requested to move the Finance Committee agenda to the end of the meeting.
Motion and second were made by Aldermen Nelson/Hale to accept the amendments to the
agenda.
The motion carried by voice vote and was unanimous.
APPROVAL OF THE COUNCIL MEETING MINUTES HELD OCTOBER 16, 2018
BILL LIST
ANNUAL REPORT FOR THE POLICE/FIRE PENSION FUNDS
The police and fire pension reports have both been submitted to the Illinois Department of
Insurance.
Motion and second were made by Aldermen Nelson/West to approve the consent agenda.
The motion carried by voice vote and was unanimous.
MAYOR COMMUNICATION
RETIREMENT OF WTP SUPERINTEDENT GREG POLLITT
Mayor McDowell presented WWTP Superintendent Greg Pollitt with a plaque for his years of
service with the City of Canton. Greg worked with the City of Canton for 28 years and retired
after being the water treatment plant superintendent. Greg was appointed October 23, 1990
and retired October 27, 2018. Greg thanked the Mayor, Council and staff for their work over
his years with the City.
SCHOOL BOARD MEMBERS DAY- NOVEMBER 15, 2018
Mayor McDowell presented a proclamation to Superintendent Rolf Siversten for the School
Board Members Day being recognized as of November 15, 2018.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN INSURANCE RENEWAL
BETWEEN THE CITY OF CANTON AND KIESEWETTER INSURANCE AGENCY TO SERVE AS THE
AGENT FOR THE CITYS WORKERS COMPENSATION AND LIABILITY INSURANCE FOR THE POLICY
YEARS DECEMBER 1, 2018 TO DECEMBER 1, 2021 RESOLUTON#5169
Dan Kiesewetter explained that he is currently working on the upcoming renewal for the City.
He will be negotiating the lowest prices for the City.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT BETWEEN
THE MISSISSIPPI VALLEY REGIONAL BLOOD CENTER AND THE CITY OF CANTON FOR RENTAL
OF THE HISTORIC DEPOT FOR 2019 RESOLUTON#5170
The City receives approximately$700.00 per year in rental from the depot. This is an annual
renewal.
Motion and second were made by Aldermen West/Nelson to approve the resolution and place
it on file.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING AND AUTHORIZING THE
EXECUTION OF A TIF REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON
FULTON COUNTY ILLINOIS AND DIANE BELL D/B/A DI'S BOUTIQUE (15T READING)
Attorney Lane explained that this is a standard TIF re-development agreement.
DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING AND AUTHORIZING THE
EXECUTION OF A REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON
FULTON COUNTY ILLINOIS AND ALESSANDRA K PULED (1ST READING)
Attorney Lane explained that the agreement will include a reimbursement up to $15,000.00.
There is also a requirement that a time period be adhered to for the completion. The
agreement allows for the time period to be until the end of next year; however they have
informed the City that they will be completed by the end of this year.

• Attended IDOT's Fall Planning Conference
• Prepared for and taught three INCubator program (Market Sharing) classes at CHS

• Two meetings with a person interested in doing a housing development project
• Mayor McDowell, Keith Plavec and myself had a conference call with the reps responsible

• Shared with Attorney Lane and Mayor McDowell that Kert Huber let us know that the Opera

• Working with Crystal Wilkinson to host TIF 101 Session with Steve Kline
BUSINESS DEVELOPMENT, ATTRACTION AND SUPPORT
• Posted Available Property Inventory information for the former Fastenal, Yummy Buffet and
Christian
Service Program spaces
• Linked person interested in the former Thai Restaurant property to the person making the
improvements in
order for them to do a walk through
• Met with person looking to take over an existing downtown business to discuss
incentive/program options.
• Conversations with Chance Simpson from The Grind to discuss last steps before opening his
facility and
attended the Open House
• Attended SRC board meeting for the Canton Fulton County Enterprise Zone and continued
with on the
amendment process with Attorney Lane and Mayor McDowell
• Worked with Diane Bell on Di's Boutique TIF Application for Benefits
• Working on TIF Redevelopment Agreement with person opening business in the downtown
• Presented and working with Canton Main Street for an adoption of a micro grant program

Marketing& Tourism
• Reviewed and edited fundraising letter to previous contributors to the Partnership inviting them to
renew their investment.
• Designed flyer encouraging entrepreneurs to take advantage of two-month holiday leases available
from COOK for properties on the square and in Jones Park. Helped to distribute the information to
Art on Main exhibitors and Scenic Drive vendors.
• Created a detailed report on Comcast Spotlight Fulton County Commercial for presentation at the
Partnership Board.
• Updated and printed Shopping and Dining Guides and Self-Guided Walking Tour brochures for
distribution to hotels prior to 2018.Scenic Drive.
• Produced agendas and coordinated two meetings of the SRPED Outdoor Recreation Committee on
October 17 and 31 to continue development of a Spring 2019 campaign. Followed up with action
items and meeting notes distributed to the committee.
Canton Main Street
• Attended planning meeting for the Art on Main on Monday, October 22,to continue organizing the
2019 event on June 1-2.
• Attended the monthly Canton Main Street Board meeting on Tuesday, October 31.
• Ordered Scenic Drive directional signage and met with Tracy Snowman at Snowman Studios to help
finish and assemble. Distributed signs at key entry points to help Scenic Drive visitors find Jines Park
in Downtown.
• Shared a guest spot on the WBYS Morning Show with Carla Bobell to promote the Drive.
• Coordinated set-up and entertainment,managed information booth, responded to requests, and
supervised take-down for both weekends, October 6-7, 13-14.

• In October, www.cantonillinois.org had 65,172 views. There were 30,068 unique IP addresses.
• In October, www.visitcantonil.org had 5,324 views. There were 4,083 unique IP addresses.
PUBLIC WORKS, WATER AND SEWER

DISCUSS, CONSIDER AND VOTE ON LAVERDIERE CONSTRUCTION TO REPAIR THE SOUTH
WATER MAIN LINE AT THE CANTON LAKE TREATMENT PLANT
A leak occurred around October 26th at the WTP that required some extensive repairs. Various
options were discussed and reviewed to determine the best way to repair the leak. Laverdiere
Construction said they could remove some of the old areas and put in new pipes. The City
received the quote from Laverdiere.
Motion and second were made by Aldermen Lingenfelter/Putrich to approve the quote for the
materials and repairs in the amount of$15,534.00

FINANCE
ALDERMAN RYAN MAYHEW, CHAIRMAN
DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A PROMISSORY INSTALLMENT
LOAN AGREEMENT WITH MORGRAN ENOWBITANG, D/B/A KENCOR ETHNIC FOODS AND THE
CITY OF CANTON AND DIRECTING THE MAYOR TO EXECUTE AND DELIVER SAID AGREEMENT
ON BEHALF OF THE CITY OF CANTON, ILLINOIS
Attorney Lane explained that he is the chairman of the revolving loan committee. The City
received an application for funds that was presented to the revolving loan committee. The
committee met Monday evening, but they did not feel they had sufficient information to make
a determination at the time of the meeting. The City has now received the information
requested. A meeting with the revolving loan committee will take place next Monday to review
the additional information. A recommendation will be made after that meeting. The company
is in the Ethnic food market. The plans would be to export their product (Asian Carp) to
Southeast Asia. This will be brought back to the next Council meeting for further discussion.
MAYOR COMMUNICATION
Mayor McDowell explained that he attended a crime lab dedication for William McCamey at
Western University in Macomb. This will be a great asset to the university and the community.
The lake will be lowered again this year. Some boring will take place at the back end of the lake
to be able to send some samples to the EPA. The hopes is to make the back end of the lake
deeper for boating and fishing.
The leaf program has started , but there will not be leaf pickup on Veterans Day.
Mayor McDowell recognized the Canton Fire Department for their participation in the Breast
Cancer Awareness with their Pink Ribbon campaign.
