A RESOLUTION APPROVING A LETTER OF UNDERSTANDING BETWEEN THE CITY
OF CANTON AND THE POLICEMEN'S BENEVOLENT LABOR COMMITTEE
AUTHORIZING AND DIRECTING THE MAYOR, OR HIS DESIGNEE, TO EXECUTE
SAID LETTER OF UNDERSTANDING ON BEHALF OF THE CITY OF CANTON,
ILLINOIS AND AMENDING COLLECTIVE BARGAINING AGREEMENT AND
RESOLUTION
WHEREAS, the City of Canton has a collective bargaining agreement with the Policemen's
Benevolent Labor Committee that is effective from May 1, 2014 through April 30, 2017; and
WHEREAS, the City of Canton entered into negotiations with the Policemen's Benevolent
Labor Committee relative to a modification of the job duties of the Code Enforcement
Officer/Animal Control Officer, which shall now be known as the Community Service Officer
position within the City of Canton Police Department; and
WHEREAS, the City Council of the City of Canton, Illinois has reviewed the terms of the
proposed letter of understanding, a copy of which is attached hereto and incorporated herein, as
Exhibit A; and
WHEREAS, the City Council of the City of Canton, Illinois has determined that it is
necessary and in the best interests of the City to approve said letter of understanding.
NOW THEREFORE, be it resolved by the City Council of the City of Canton, Fulton
County, Illinois, as follows:
1. That the letter of understanding between the City of Canton and the Policemen's
Benevolent Labor Committee, a copy of which is attached hereto and incorporated
herein as Exhibit A, is hereby approved.
2. That the Mayor, or his designee, is hereby authorized and directed to execute and
deliver said letter of understanding on behalf of the City of Canton.
3. That this Resolution shall be in full force and effect immediately upon its passage by
the City Council of the City of Canton, Fulton County, Illinois and approval by the
Mayor thereof.

meeting this 2nd day of January, 2018, upon a roll call vote as follows:

LETTER OF UNDERSTANDING BETWEEN THE CITY OF CANTON AND POLICE
BENEVOLENT LABOR COMMITTEE
The City of Canton and the Police Benevolent Labor Committee met and discussed the
City's desire, due to the retirement of a managerial employee, to amend the current Community
Service Officer's position and terms and conditions of the position that would be covered under
the Collective Bargaining Agreement between the City of Canton and the Police Benevolent Labor
Committee. The following was agreed to:
1. That the Community Service Officer position currently held by Drake Wilson is hereby
modified as seen in Exhibit A attached hereto. That this position is also known as the Code
Enforcement Officer/Animal Control Officer.
2. That the position shall continue to be covered under the current Collective Bargaining
Agreement between the City of Canton and the Police Benevolent Labor Committee, and
the eventual successor Bargaining Agreement currently being negotiated.
3. That the starting salary range will be between $40,236.32 and $48,165.29.
4. That Mr. Wilson shall be provided an increase in his annual salary at $4.00/hr or roughly
$8,320.00 per year for same.
5. That the parties hereto have caused their duly authorized agents to sign this Letter of

scale.
