WHEREAS, the Sixty-eighth General Assembly of the
State of Illinois enacted certain legislation Which was
approved by the Governor raising minimum salaries of police-
men and firemen, which is unfair, unjust and inequitable to
the Cities in this State and to the persons residing in said
Cities;
AND WHEREAS, by reason of the increase in the
salaries of policemen and firemen it has become necessary
for Cities to raise salaries of officers and employees in
the same wage brackets as policemen and firemen;
AND WHEREAS, the said General Assembly did not
provide adequate relief for said Cities to meet these in-
creases in salaries but permit Cities to enact Ordinances
placing the burden upon car owners, small merchants, and
cigarette smokers, of whom are now heavily taxed and most
of whom are the least able to pay said taxes;
AND WHEREAS, such legislation leaves the City with
but two alternatives, either taxing those Who are now heavily
taxed and are least able to pay or the discharging of police-
men and firemen and as a result increasing fire insurance and
burglary insurance rates;
AND WHEREAS, such legislation approved by the
Governor has taken home rule away from the Cities and its
electors and arrogantly dictated to the needs of citizens
and their elected representatives.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF CANTON, ILLINOIS: That the Legislature return
"home rule" to the Cities of this State by repealing those
statutes establishing minimum salaries for policemen and fire-
men and that said Legislature also remedy the critical fin-
ancial plight of said Cities by permitting them to receive
a portion of the Retailers' Occupation Tax.
That the Clerk of this City send a copy of this
Resolution to Governor William G. Stratton, Senator Albert
Scott, and Representatives Reed F. Cutler, A. W. Ray and
Richard R. Larson.
Passed by an Aye and Nay vote of the City Council
of the CiZ of Canton, Illinois at a regular meeting, held
on the r4E day of October A. D. 1953.
