A RESOLUTION APPROVING A LETTER OF UNDERSTANDING BETWEEN THE
CITY OF CANTON AND AFSCME'S LOCAL 1372 AUTHORIZING AND DIRECTING
THE MAYOR, OR HIS DESIGNEE,TO EXECUTE SAID LETTER OF
UNDERSTANDING ON BEHALF OF THE CITY OF CANTON, ILLINOIS
WHEREAS, the City of Canton has a collective bargaining agreement with AFSCME
Local 1372 that is effective from May 1,2017 through April 30,2021; and
WHEREAS, the City of Canton entered into negotiations with AFSCME Local 1372
relative to the establishment of a new administrative position in the City of Canton Public Works
Department; and
WHEREAS, the City Council of the City of Canton, Illinois has reviewed the terms of
the
proposed letter of understanding, a copy of which is attached hereto and incorporated herein, as
Exhibit A; and
WHEREAS, the City Council of the City of Canton, Illinois has determined that it is
necessary and in the best interests of the City to approve said letter of understanding.
NOW THEREFORE, be it resolved by the City Council of the City of Canton, Fulton
County, Illinois, as follows:
1. That the letter of understanding between the City of Canton and AFSCME Local
1372, a copy of which is attached hereto and incorporated herein as Exhibit A, is
hereby approved.
2. That the Mayor, or his designee, is hereby authorized and directed to execute and
deliver said letter of understanding on behalf of the City of Canton.
3. That this Resolution shall be in full force and effect immediately upon its passage
by the City Council of the City of Canton, Fulton County, Illinois and approval by
the Mayor thereof.
PASSED by the City Council of the City of Canton, Fulton County, Illinois, at a regular
meeting this 2°d day of January, 2018, upon a roll call vote as follows:

LETTER OF UNDERSTANDING BETWEEN THE CITY OF CANTON AND
AMERICAN FEDERATION OF STATE. COUNTY AND MUNICIPAL EMPLOYEES,
AFL-CIO COUNCIL 31/LOCAL NO. 1372
The City of Canton and the American Federation of State, County and Municipal
Employees, AFL-CIO Council 3I/Local No. 1372 met and discussed the City's desire, due to the
retirement of a managerial employee,to modify current administrative staff positions in the Canton
Public Works Department that would be covered under the Collective Bargaining Agreement
between the City of Canton and the American Federation of State, County and Municipal
Employees, AFL-CIO Council 31/Local No. 1372. The following was agreed to:
1. That the pbsition of Administrative Operations Coordinator was created.
2. That the position shall be covered under the current Collective Bargaining Agreement
between the City of Canton and the American Federation of State, County and Municipal
Employees, AFL-CIO Council 31/Local No. 1372, and effective May 1, 2017 through
April 30, 2021.
3. That the starting salary range will be between $37,500.00 - $47,834.12.
4. That currently the employee named, Nancy Mackey, shall be placed in this position
effective January 2, 2018, and shall be provided the annual salary based upon the 10th
through 141h year pay range making her annual salary pay rate to total $44,213.00.
5. That the parties hereto have caused their duly authorized agents to sign this Letter of
Understanding this /a d day of January, 2018, with an effective date of January 2,
2018.

Administrative Operations Coordinator
Public Works, Planning&Zoning and System Maintenance
We are looking for an Administrative Operations Coordinator to organize and coordinate Public
Works,Garbage, Building and Grounds,Cemetery and Planning&Zoning department
operations and procedures in order to ensure organizational effectiveness, efficiency and
safety.The Ideal candidate will be experienced In handling a wide range of administrative and
executive support related tasks and will be able to work independently with little or no
supervision.This person must be exceedingly well organized,flexible and enjoy the
administrative challenges of supporting an office of diverse people.
Duties Include but not limited to:
• Collect time cards and report hours worked for Bi-Weekly payroll for dB Street
Department,Garbage, Building&Grounds, Cemetery and System Maintenance
department employees.
• Maintain copies of departmental time cards and payroll hours
• Maintain departmental copies of billing records and prepares purchase orders.
• Maintains files for all capital equipment, including purchase date,warranties, repair
manuals and vouchers.
• Reviews monthly budget reports and reconciles budget variances.
• Orders all office supplies.
• Scheduling of appointments
• Retrieve,sort and distribute mall to all City of Canton departments
• Assist with FOIA
• Assist in budget preparation
• Oversee department administrative personnel
• Assist Department heads of Street,Garbage,System Maintenance and Planning and
Zoning in daily operations
• Attend Department Head, Committee, Council, and Joint Planning and Zoning
Commission meetings as requested or required.
• Receive all requests from residents for Zoning, Public Works and System Maintenance
Department services. Notify the proper Department Head of the request and follow up
as needed.
• Coordinate training.
• Act as a liaison between property owners, contractors, developers, inspectors and code
reviewers and the City of Canton
• Coordinate with City Engineer regarding planning, zoning and development issues.
• Issue permits for roofing licenses, curb cut permits and right of way occupancy permits,
fence permits and pool permits on behalf of the City.
• Maintain permanent records/database of administration and enforcement and provide
monthly updates to the city Clerk, Public Works Director, Fire Chief,Code Enforcement
Officer and Township Assessment Office
• Coordinate all zoning complaints including Investigations,written notices, and maintain
a log with the status of each complaint.

• Receives payments from residents for miscellaneous fees and permits. Posts permits In
billing system and reconciles monies received.
• Other Items as directed or requested by the City.
