Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE LEVYING AND ASSESSING TAXES FOR CORPORATE PURPOSES OF THE CITY OF CANTON, ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1,2017 AND ENDING APRIL 30 2018 The City previously discussed a zero percent increase for the tax levy. Further discussion about the number of police and firefighters retiring could increase the pensions being levied. A 1% increase could help the workers compensation and the other funds that are still in the negative. This is the first reading of the ordinance. Treasurer Wilkinson said that the actuarial should be back next week which could give the City some information in helping to determine the amount to levy. The ordinance needs to be filed with the County Clerk by the last Tuesday of December. Alderman Mayhew said he would recommend a 1% increase. Alderman Putrich said he agrees with the 1% increase. The City previously did not levy enough which caused funds to become in a negative figure. A 1% increase would be a very small impact for the homeowners. Mayor McDowell said that he is opposed to the increase, but respects everyone's opinion. DISCUSS AND CONSIDER PLACING A REFERENDUM ON THE NEXT ELECTION BALLOT FOR AN INCREASE IN NON HOME RULE SALES TAX If the City wants to place a referendum on the next election ballot the City must certify the ordinance to the County Clerk no later than January 11. The City would need to adopt an ordinance directing a referendum to be presented on the ballot by January 2. If the City wants the sales tax to be on the next ballot the City would only have two meetings to discuss it. The municipality is non home rule, so a municipality may adopt up to a 1% non home rule tax. The City is currently at .50%. The tax could be adopted in 1/4% increments . The City would need to put it on the referendum. This tax does not apply to the sale of any tangible personal property that is titled or registered. It would not apply to a boat, car, food or medicine. The rate in Canton currently is 8.25%. Of the 8.25% % % is county public safety tax, 1% is county school facility tax and .50% is the non home rule tax, and the state tax portion is 6.25%. The City receives a portion of the 6.25% in addition to the non home rule sales tax. The County is also looking at an increase in their county public safety tax and putting this on the referendum this Spring. Lou Ann Armstrong looked at a few communities nearby to compare sales tax amounts. Treasurer Wilkinson stated that we get a 1% share of the taxes that go to the State. Treasurer Wilkinson explained that if the City increased the tax by 1/4% we would see an increase of approximate $295,444.70. If the City increased the tax by .50% we would see an increase of approximately $590,889.48. It is important for the City to start to look at putting some money into reserves. Mayor McDowell said he would rather see a sales tax increase than a property tax increase. A resolution would need to be adopted by January 2nd to get on the March 20th ballot. If it would pass in March it would go into effect July 1. This will be brought back to the next meeting for further discussion. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AMENDMENT TO THE RENEWAL OF THE LIABILITY INSURANCE WITH ICRMT FOR THE PERIOD OF DECEMBER 1, 2017 AND ENDING DECEMBER 1, 2018. Dan Kiesewetter was at the meeting to discuss the K-9, Cyber Liability and the Sexual Abuse, uninsured and underinsured motorist increases. The sales tax interruption is coverage that smaller municipalities do not buy. Larger communities buy this to cover tornado, hail damage or explosions that could occur. The previous carrier provided this coverage. There is a 30 day deductible. In most cases small businesses will be back in business within 30 days. Alderman Mayhew said he agrees that the City should give Dan Kiesewetter authorization to go to underwriting for coverage amounts. Motion and second were made by Aldermen Jump/Hale to authorize Dan Kiesewetter to get the underwriting numbers including sales tax and the K-9 policy in the amount of$800.00 added to the package. DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF NEW TIRES FOR THE FIRE DEPARTMENT ENGINE#1 FROM KC SALES The City received a quote from KC Sales for the amount of$2679.16 at state bid price. This will be paid out of the vehicle maintenance fund. Motion and second were made by Aldermen Mayhew/Putrich to approve the expenditure. DISCUSS, CONSIDER AND VOTE ON A FINAL PAYMENT TO ILLINOIS VALLEY GLASS COIN THE AMOUNT OF 58.325.00 FOR WINDOW REPLACEMENT AND REPAIR AT CITY HALL. The funds for the window replacement and repair at City Hall will be reimbursed from the insurance claim from last year's explosion. Motion and second were made by Aldermen Mayhew/West to approve the final payment of $8,325.00 to Illinois Valley Glass. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN NEGOTIATIONS, GRIEVANCE& PERSONNEL ALDERMAN CHRIS JUMP, CHAIRMAN DISCUSS, CONSIDER AND APPROVE THE CHANGES TO THE JOB TITLES, DUTIES AND RATE OF PAY FOR THE PUBLIC WORKS SECRETARY, THE DIRECTOR OF PLANNING AND ZONING AND THE CODE ENFORCEMENT AND ANIMAL CONTROL POSITIONS. Prior discussion took place regarding the job titles, duties and rate of pay, but this will need to go to the union for their final approval. Attorney Lane explained that the intention is to modify the duties with the recent retirement of the planning and zoning director. The code enforcement and the director of planning and zoning and the public works secretary will handle the duties and take on some additional duties. Attorney Lane said this is a modification of the current position and does not create brand new positions. Nancy Mackey's position will allow her to continue to do her basic job duties... and she was already doing much of the paperwork already. The union has not objected to any of it. The union wanted to make sure that additional compensation would be made for the additional duties. Drake would continue to do his duties as code enforcement and animal control, but will assume some additional duties. These are not new positions,they will still be doing their basic duties. Alderman Mayhew said that he is concerned with the changes that could put the City in a position where the City could not fill the position on what Nancy Mackey is currently doing. If the position is vacant and the City can't fill the position, the City would not place anyone in the position and the City could create a position for the applicant pool. Attorney Lane explained that he will be meeting again with Randy Lynch at AFSCME regarding the positions before it is finalized. The proposal's including wages and job descriptions will be made to the union reps for Nancy Mackey and Drake Wilson. Motion and second were made by Aldermen Jump/Mayhew to give Attorney Lane the authority to make a proposal to the union according to the job description along with the rate of pay that was discussed in executive session. DISCUSS, CONSIDER AND VOTE ON A GRIEVANCE BY AMERICAN FEDERATION OF STATE COUNTY AND MUNICIPAL EMPLOYEES AFL-CIO COUNCIL 31/LOCAL NO 1372 (AFSCME1 The committee's recommendation was to deny the grievances filed by AFSCME. Attorney Lane will be authorized to issue a letter to the AFSCME union from the Negotiations, Grievance and Personnel Committee denying the grievance. Motion and second were made by Aldermen Jump/ Mayhew to accept the recommendation of the Negotiations, Grievance and Personnel Committee discussed in executive session and agreed to in the open session for the grievances filed and to direct Attorney Lane to issue a letter on behalf of the committee to the union in accordance to the collective bargaining agreement. COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN UPDATE FROM SRPED MISSY TOWERY GENERAL ECONOMIC DEVELOPMENT POINTS • Incubator Coaching at Canton High School • Directed a few interested parties who inquired about the bid documents on Canton Lake to the homepage of cantonillinois.org • Attended the Governor's Cup Awards presentation in Springfield • Hosted a TIF 101 Session with Steve Kline presenting at Graham Hospital • Attended quarterly LEAP meeting • Started planning for the 2018 Business Institute in partnership with Spoon River College Community Outreach Center and the Canton Area Chamber of Commerce • Continuing to work on a potential residential development with an interested developer and property owner. • Sat in on a Illinois Hunting Works.com conference call with Canton Park District • Updated and sent in our regional CORE strategy document to DCEO • Working on an updated IH Site Marketing piece • Received notice from a property owner that they just had office space come open on North Main Street BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT • Continuing work with national franchise on location/incentives • Reached out an additional time to Stage Stores (Goody's, Peebles, Sierra Trading Company) with some updated marketing materials because they were a retailer we did not get a response from. Their VP of for Real Estate sent the following response, "Thanks for the information. However, we are not expanding at this time."
