CONSENT APPROVAL OF THE COUNCIL MEETING MINUTES HELD NOVEMBER 7 2017 BILL LIST MONTHLY DISBURSEMENT TREASURE COMPTROLLER'S REPORT Comptroller Lou Ann Armstrong reported that the City is at the six month mark in our budget and there is not anything significant standing out. All of the revenues and expenses significant payment are on budget. The City has received almost all of the property taxes. The City receiveda payment in the water/sewer fund this month from the Illinois Correctional Center. The of water correctional has historically run 2-3 months behind on their w terlbills. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AND AUTHORIZING THE EXPENDITURE OF TIF FUNDS FOR JOB TRAINING THROUGH SPOON RIVER COLLEGE#5124 Andrea Barbknecht from Spoon River College was at the meeting to discuss their request for expenditures. The College has trained over 1900 local people for the jobs at Cook and they have tested over 900. Cook currently employs over 170 people. 7 new hourly positions are being filled by December. A facility maintenance specialist and an HR generalist will be filled between now and December. The pre-employment process for Cook requires an applicant to go to Spoon River College at the Community Outreach Department to be signed up for P-Training-which is an ACT program. This program allows applicants to go online to have training to prepare for the work-keys test. Cook uses the work keys test scores to determine eligibility for jobs. Applied math, looking for information and reading for information scores are determined after the testing. This testing is open to not only Cook but other companies as well. Cook is the only company that has taken advantage of the training. Alderwoman Lingenfelter asked if Career Link originally offered this training that was performed by grant funds received by the Department of Commerce and Economic Opportunity. Andrea confirmed that it was originally performed by the Department of Commerce and Economic Opportunity but the grant has not been available since 2012. Spoon River College does not receive any profit. The money received is used to pay the expenses to ACT. Each test costs $8.00 and the City is reimbursing Spoon $8.00 per test from the TIF. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING THE RENEWAL OF LIABILITY INSURANCE WITH ILLINOIS COUNTIES RISK MANAGEMENT TRUST IICRMT) FOR THE PERIOD OF DECEMBER 1, 2017-DECEMBER 1, 2018#5125 A renewal was provided by Kiesewetter Insurance for the period of December 1, 2017- December 1, 2018. The renewal was$41.00 less than current policy. Dan Kiesewetter explained that the expiring premium was $209,613.00. The renewal premium is $209,572.00 which is a difference of $41.00. One of the most significant changes since Kiesewetter Agency took over was completing a formal asset valuation of all City owned property at no charge to the City. The City equipment and vehicle schedules were also updated. Loss control and safety is a very important part of the insurance program. If the City has claims insurance premiums go up. Focusing on loss control and safety will help manage premiums. Consideration should be made regarding increasing cyber liability coverage from $50,000 to $1,000,000. Increasing sexual abuse general liability coverage from $100,000 to $1,000,000. Increasing uninsured & underinsured motorist liability from $100,000 to$1,000,000. Requirements-- A list should be submitted showing each business name and their location that we want covered for the sales tax interruption coverage. The current coverage limit of $2,000,000 has an annual premium cost of$2,500 and it's a waste of money if we don't get the locations schedule and calculate an accurate blanket coverage amount. The City can lock into the renewal and make any necessary amendments if any of the considerations or requirements are provided after the renewal. DISCUSS AND CONSIDER THE TAX LEVY FOR 2017/2018 Lou Ann Armstrong explained that the tax levy is for the budget that was approved last April. The budget is for fiscal year 2017/2018. The City will receive the money in fiscal year 2019. In the past several funds were negative-- or the City was behind on. The fact that the City was behind on these funds was really driving the tax levy in the past. The City started to levy in a manner where these funds could be recovered. The City used up all of the reserves in the general fund to offset the deficits in these funds. The Workers Compensation, Social Security, IMRF, Liability and State Unemployment were all funds with a prior negative balance. The City has projected where we will be on these funds at the end of this fiscal year. The City will still be negative on Workers Compensation and Social Security. Liability, IMRF and State Unemployment will become positive. When the City received quotes on the liability and workers compensation insurance last year the quote came back lower than what was originally planned. This savings was used to help offset the negative amount and brought the fund back into a positive amount. The City has a levy of$2,723,000. The City can go up to a 5% increase in the tax levy without having a truth in taxation hearing. At a 5% increase it would generate $136,152.00. Last year the City took a 2.5% levy which was approximately $70,000.00. If the City decided on a 1% increase it would be approximately a $30,000.00 increase. If the City remains flat this year with no increase, the City could watch the funds and then possibly look at an increase next year. Alderman Nelson said he would not be opposed to a slight increase to help rebuild the staff at the Police Department. Alderman Nelson said the department is getting stressed with the amount of overtime they are working. Mayor McDowell said that the population has decreased and the staff study shows that the City is right on target with the amount of staff within the department. Lou Ann Armstrong explained that with police protection and fire protection the City is capped on the amount we can collect from our tax levy. We have a maximum rate of .075 and we are currently at .059. We are not able to go significantly above this number. Lou Ann further explained that discussion took place about bringing to Council a proposed sales tax increase on the ballot next spring. Most of the tax levy goes to the dedicated funds. We typically do not get much from the tax levy for the police or the fire operations. Alderman Putrich said that the City previously got into trouble because prior administrations didn't want to increase taxes. Eventually tax increases need to take place to make up for prior years. It's easier to increase taxes in small increments rather than trying to make up larger increases that were not made over a period of years. Using sales taxes is the fairest way to try to raise additional revenue. We need to be careful not to overprice our sales tax in comparison to surrounding communities. Mayor McDowell said he is just tired of property tax increases and would like to see the City come up with other alternatives. This will be placed on the next agenda for further discussion. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN (ABSENT) ALDERMAN CHRIS JUMP ACTING CHAIR DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A LEASE AGREEMENT BETWEEN HITCHCOCK SCRAPYARD INC, AN ILLINOIS CORPORATION AND THE CITY OF CANTON AND DIRECTING THE MAYOR AND THE CITY CLERK TO EXECUTE AND DELIVER SAID LEASE AGREEMENT ON BEHALF OF THE CITY OF CANTON, ILLINOIS.#5126 This was previously approved by Council. This brings a resolution to go along with the lease agreement. Motion and second were made by Aldermen Putrich/Hale to approve the resolution approving a lease agreement between Hitchcock Scrapyard Inc. an Illinois Corporation and the City of Canton and directing the Mayor and the City Clerk to execute and deliver said lease agreement on behalf of the City of Canton, Illinois. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN ENGAGEMENT LETTER BETWEEN THE CITY OF CANTON AND LAUTERBACH & AMEN LLP TO PREPARE THE TAX LEVY ACTURIAL REPORT FOR THE CITY OF CANTON FOR FISCAL YEAR ENDING APRIL 30, 2017 THROUGH APRIL 30, 2019.#5127 Treasurer Wilkinson explained that she attended a training with the Illinois Treasurer's Institute with the pension clerks. The City auditor recommended that the City have an actuarial performed. The City had several people retire this year so there will bean increase next year. Treasurer Wilkinson explained that the actuarial study should be completed within a week. The City could use the information obtained from the actuarial study in the next Council meetings discussion on the tax levy. The pension funds can do their own actuarial and then the City can get another actuarial. The auditor recommends having the pensions do their own actuarial and the City doing their own. The City's last actuarial report was done 4-5 years ago. Motion and second were made by Aldermen Nelson/Hale to approve the resolution and place it on file.
