ADDITIONS OR CORRECTIONS TO THE AGENDA
Mayor McDowell requested the following changes to the agenda
Legal and Ordinance Committee item #1 should be a 1999 Crown Victoria instead of a 2005
Crown Victoria
Legal and Ordinance Committee item #5 should be 38 acres instead of the 5.25 acres listed.
Legal and Ordinance Committee item #2 has a date change from November 4, 2017 to
November 18, 2017.
Legal and Ordinance Committee item #7 and#8 should be moved to the Finance Committee.
Mayor Communication items#1 and #2 will be moved up prior to the consent agenda.

MAYOR COMMUNICATION
RECOGNITION OF THE INGERSOLL MIDDLE SCHOOL GIRLS SOFTBALL 4th PLACE AT STATE
FINALS
Mayor McDowell gave a proclamation to the Ingersoll Middle School Girls Softball for their 4th
place at the state finals.
Team members from the Ingersoll Middle School Softball league were individually introduced.
APPOINTMENT OF GREG GOSSETT TO THE CANTON FIRE AND POLICE COMMISSION
Mayor McDowell requested the appointment of Greg Gossett to the Canton Fire and Police
Commission.
Motion and second were made by Aldermen Mayhew/Jump to approve the appointment.

CONSENT AGENDA
APPROVAL OF THE COUNCIL MEETING MINUTES HELD SEPTEMBER 19, 2017
BILL LIST
COMPTROLLER'S REPORT
Comptroller Dan Bender reported that the City has been receiving the property tax installments
which puts the City in a good cash position. Most of the other fund revenues and expenses are
in line with the budget. Dan reported that "everything is running smooth".
Alderman Justin Nelson asked if the City has started to put the money back that was taken from
the garbage depreciation fund for the purchase of the street sweeper.
Lou Armstrong explained that the City makes a deposit to the garbage depreciation fund in the
amount of $1.00 per every dollar that is collected, but the City has not started to put in any
extra money. Dan explained that the payments for the loan to the street sweeper just started
with a payment made in the amount of$31,000.00. The loan is for a five year period.

COMMITTEE REPORTS:

DISCUSS, CONSIDER AND VOTE ON APPROVAL OF A NEW BANK ACCOUNT FOR THE STATE
HOUSING GRANT
Western Illinois Regional Council applied for a housing grant to make improvements on certain
residential homes. The City will hold the money as they are requested by Western Illinois
Regional Council in a bank account and then distribute them as requested by Western Illinois
Regional Council when documentation for an expenditure is provided and approved.
The City received bids from the following:
Ipava State Bank 1.% interest rate No account service fees $38.00 cost for checks
Bank of Farmington .55% interest rate No account service fees no cost for checks
MidAmerica various rates based on balances
CEFCU .10%/.25% rates Monthly fees
Treasurer Wilkinson explained that once the account is setup money will be deposited into it.
The accounts will be opened for a period of two years.
It was the recommendation of Treasurer Wilkinson to open the account with Ipava State Bank.
Motion and second were made by Aldermen Mayhew/Hale to accept Ipava State Bank's
proposal.

DISCUSS, CONSIDER AND VOTE ON USING TIF 1 BOND FUNDS TO REIMBURSE TIF 1 FOR
ILLINOIS EPA PAYMENTS IN THE AMOUNT OF$201,338.00
The City currently has three revolving loan payments dating back to December 31, 2014 in the
amount of $65,000.00, the 2nd for December 31, 2015 in the amount of $65,000.00, and the
3rd on December 31, 2016 in the amount of$71,338.00.
The City previously discussed money that was spent out of the TIF 1 could have had money
utilized from the bond fund. This proposal would put the money back into TIF 1.
Engineer Keith Plavec asked if IEPA was going to request additional funds in the future.
Alderman Jump explained that he would be in favor of trying to pay down some of the
obligations. If the City could reimburse the TIF 1 for some of the TEPA expenses, it will
ultimately provide relief to some of the other funds. Alderman Jump further explained that he
likes the idea of being able to free up some of the money in the TIF's, but still having money left
to do some of the projects discussed.
Motion and second were made by Aldermen Mayhew/Nelson to use TIF 1 bond funds in the
amount of$201,338.00 to reimburse the TIF 1 account for the Illinois TEPA loans.

DISCUSS, CONSIDER AND VOTE ON PROJECTS FUNDED BY REMAINING TIF 1 BOND FUNDS.
City Engineer Keith Plavec worked with System Maintenance Superintendent Dash Wilson and
Street Superintendent Ron Robinson to come up with a list of priorities for projects funded by
the TIF 1 bond funds
The City owned parking lot is currently gravel and needs to be paved. The plan is to utilize city
crews where possible and bid out the asphalt cost. The estimated cost for the asphalt is
$53,000.00.
Chestnut Street and Avenue A would have striping completed.
The Main Street sidewalk would be completed from Chestnut to the Harvester Hotel. This
project would also utilize city crews.
The lighting project on Elm Street from 1st Avenue to 2nd Avenue would be completed.
The total amount of the above projects would total between $150,000.00-$160,000.00.
Motion and second were made by Aldermen Mayhew/Nelson to use the TIF 1 bond funds for
the project on Chestnut and Avenue A- city parking lot in the amount of $53.000.00 and the
Chesnut Street and Avenue A city parking lot in the amount of$4,000.00, the city parking lot at
$1500.00,the Canton Harvester Inn concrete sidewalk and curb along Main, the lighting project
going down Elm Street from 1st to 2nd Avenue. These total approximately $159,000.00 and
will include Keith's expertise.
Engineer Keith Plavec explained that the City will seek bids on the paving. The City is asking
permission to purchase material for the parking lot. The City will seek bids to do the pavement
markings for the parking lot. The City is asking permission to purchase material for the
concrete and the ADA ramps for the sidewalk on Main Street. The City will ultimately design
and seek bids for the street lighting project on Elm, between 1st and 2nd Avenue.

LEGAL AND ORDINANCE

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN
PERSONAL PROPERTY OWNED BY THE CITY OF CANTON -1999 FORD CROWN VICTORIA AND
1993 FORD F 15011ST READING)
The 1999 Ford Crown Victoria and the 1993 Ford F150 is not in operation and the proposed
ordinance would allow the City to scrap the vehicles. The City has auctioned vehicles in the
past, but Attorney Lane thought it would be most beneficial to scrap the vehicles since the
vehicles do not run
DISCUSS, CONSIDER AND VOTE ON A CLASS F SPECIAL EVENT LIQUOR LICENSE FOR THE
BISTRO 101 FOR THE ANNUAL YWCA FUNDRAISER TO BE HELD NOVEMBER 18, 2017.
An application was submitted by the Bistro 101 for a Class F special event license for the
YWCA's annual fundraiser. This is the 2nd year that the Bistro will be providing alcohol at the
event. A certificate of insurance is on file for the event.

event license for the YWCA's annual fundraiser to be held November 18, 2017.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE PROVIDING FOR AND APPROVING THE
FOURTH AMENDMENT TO THE CANTON 2 ROUTE 9/CHESTNUT STREET TIF DISTRICT
REDEVELOPMENT PROJECT AREA, PLAN AND PROJECTS. (1ST READING)
A de-annexation petition was filed by Attorney Nancy Schell relative to the property described
in the above TIF area. The first step to de-annex the property would be to remove it from the
TIF area. The documents provided have been provided by Steve Kline (TIF administrator)
The parties that filed for the de-annexation wants to be able to shoot firearms, but if property
is inside the City you are unable to shoot firearms.
DISCUSS, CONSIDER AND VOTE ON WHETHER TO ALLOW FOR LEASING PROPERTY AT THE IH
SITE
This will be brought back to the next council meeting.
DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE TO ALLOW FOR PUBLICATION FOR
BIDDING PURSUANT TO 65 ILCS 5/11-7602 FOR POTENTIAL SALE OF REAL ESTATE DEFINED AS
APPROXIMATELY 38 ACRES THAT IS PART OF A 276.2 ACRE TRACT ON CANTON LAKE. (1ST
READING}
Attorney Lane said this will allow the publication notice to begin the process.
DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING PROVISIONS, 3-8-1, 3-8-4
AND 3-8-11 PERTAINING TO LIQUOR LICENSES IN THE CITY OF CANTON, ILLINOIS. (2ND
READING)64085
The proposed ordinance would prohibit gaming Parlor's in the City.
Motion and second were made by Aldermen Putrich/Lovell to approve the ordinance (as
drafted) amending provisions 3-8-1, 3-8-4 and 3-8-11 pertaining to liquor licenses in the City of
Canton, Illinois
Discussion:
Alderman Putrich said he wanted to address the letter received from Logan Walter.
Alderman Putrich explained that he did research with other municipalities. O'Fallon voted no
on video gaming parlors citing problems with addictions to gambling, Sterling voted no to
increasing the number of license for gaming parlors. Currently the state of Illinois has one
terminal for every 481 residents. Illinois currently has 26,589 machines in 6600 places. Decatur
recently had an article in the newspaper explaining that they are too saturated with video
gaming machines. Canton currently has approximately 70 gaming machines in existing
businesses. Canton has a population of 12,500- which indicates that Canton has 1 machine for
every 178 residents. These figures include people under the age of 21.
Alderman Putrich said we have enough places in Canton for people to gamble. Alderman
Putrich further explained that in Decatur the only thing the video gaming parlors did was cut
into the existing businesses profits.
Alderman Lovell and Alderwoman Hale also supports Alderman Putrich's research.

The final business retention and expansion report for this round of interviews can be found on
the website at www.cantonillinois.org/economic development
The Opera House brick's fundraiser for the Majestic Theater project is starting very strong.
People can order bricks by calling the office of Spoon River Economic Development.
The proposed hotel development is waiting on their final feasibility study. The report should be
available in a week.
Missy Towery is currently working with Aldi's on a possible expansion project.
A meeting is scheduled with a solar developer about doing solar on City owned property.
A national franchise is looking at property and is definitely coming to Canton; however they are
not yet ready to go public. Once the property is purchased the City can disclose who the
franchise is.
DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT AND ROAD CLOSURE FOR THE ANNUAL
YMCA TURKEY TROT TO BE HELD NOVEMBER 23, 2017.
An application was submitted by the Canton Family YMCA for the annual turkey trot to be held
on November 23, 2017. The event includes road closures between 7:30am-10:OOam on the
same route as previously used.

and road closure on November 23, 2017.

TASTE OF CANTON
The Taste of Canton was held last weekend and was a great success. Mayor McDowell
congratulated all of the volunteers. Any suggestions or recommendations can be send to
Amanda Atchley at the Chamber.
WATER METER BATTERIES
Superintendent Greg Pollitt explained that the radio transmitters on the water meters are
beginning to die out. These were all changed between 2000-2003. They had a 10-12 year life
expectancy. The new ones will have a life expectancy of 20 years. The new system was
previously vote on. A letter is sent to the customer when the units are replaced. The cost to
the customer is $100.00 as a onetime payment. The payment could be broken down to four
payments of$25.00 or 6 payments of$17.50.
The City previously (2000) did not charge the onetime fee to the customer, but instead
increased the water rates to cover the costs.
This time the City decided to give a onetime fee instead of raising rates.
