Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE Mayor Kent McDowell, City Attorney Curtis Lane, City Clerk Diana Pavley-Rock, Treasurer Crystal Wilkinson, Fire Chief Tom Shubert, WTP Superintendent Greg Pollitt, WWTP Superintendent Joe Carruthers, System Maintenance Superintendent Dash Wilson, Ron Robinson-Street Superintendent MEDIA IN ATTENDANCE: Daily Ledger, Fulton Democrat VIDEO SERVICES BY JOE GINGER PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION— Lt. CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD JULY 5, 2017 AND THE CLERICAL COMMITTEE MEETING HELD JULY 10, 2017 BILL LIST Treasurer Wilkinson reported that the most recent bill list that was sent out has an item to TEPA in the amount of$23,000.00 for the permit fees due annually. This is a budgeted expense. TREASURER'S REPORT MONTHLY DISBURSEMENT REPORT POLICE REPORT FIRE REPORT GREENWOOD CEMETERY REPORT Motion and second were made by Aldermen Hale/Putrich to approve the consent agenda. Discussion: Alderman Putrich asked if the expense to Reed's Auto body for hail damage was submitted to the insurance company. Treasurer Wilkinson reported that it was turned into the insurance company and the City received payment from the insurance company. Alderman Putrich stated that he does not recall approving the expenditure for the mower for the cemetery reflected in the bill list in the amount of $9,380.00. Mayor McDowell explained that this was a budgeted expense and he approved the purchase. Alderman Lovell asked what the limit is on purchases before it has to be approved by the Council. Treasurer Wilkinson explained that the limit that the Mayor can approve before items have to be approved by the Council is $10,000.00. The Mayor also has the ability to further approve expenses for emergency situations. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW- DISCUSS, CONSIDER AND VOTE TO AUTHORIZE THE HIRING OF ONE POLICE OFFICER A recent study of the police department staff took place. This staff study used the population for Canton to compare with the number of officers needed. The upcoming retirement of one of the police officers will bring the department down to 17 officers. The City will need to hire one officer to bring this number up to 18 officers. Motion and second were made by Aldermen Mayhew/Lingenfelter to hire one additional officer. Alderman Putrich stated that this was approved under the last administration. Alderman Mayhew/Lingenfelter withdrew their motion. This item will be tabled to allow Attorney Lane time to review the prior minutes. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN EMPLOYMENT AGREEMENT BETWEEN THE CITY OF CANTON AND RICHARD E FAIRBURN FOR THE POSITION OF A PUBLIC SAFETY DIRECTOR. Attorney Lane explained that an issue was received regarding the pension plan for Richard Fairburn. The City just received the information needed to confirm the retirement plan for Richard yesterday so an employment agreement has not yet been finalized. The appointment could take place at tonight's meeting and then the employment agreement will be on the next council agenda. MOTION and second were made by Aldermen West/Lovell to approve the appointment subject to the execution of the employment agreement to be approved by Council. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING THE LEASE OF MUNICIPALLY OWNED REAL PROPERTY 24784 OLD BEACH ROAD CANTON ILLINOIS.#4083 John and Gloria Davis is purchasing a home on the lot from Jack and Mary Pollitt. The transfer has been properly advertised. MOTION and second were made by Aldermen Putrich/Mayhew to waive the first reading of the ordinance. NEGOTIATIONS, GRIEVANCE& PERSONNEL ALDERMAN CHRIS JUMP, CHAIRMAN COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL,CHAIRMAN Alderman John Lovell said he wanted to congratulate everyone involved in helping with bringing the new theater to Canton. Alderman Lovell said this will be a great addition to Canton and is looking forward to it. PUBLIC WORKS,WATER AND SEWER ALDERWOMAN ANGIE LINGENFELTER, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN STREETS AND GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN LAKES, BUILDINGS AND GROUNDS ALDERMAN TAD PUTRICH, CHAIRMAN MAYOR COMMUNICATION DOWNTOWN THEATER Mayor McDowell said it is nice to have the theater project moving forward. The City will have a media release on August 15th at 11:00am in Jones Park regarding the theater project. BOY SCOUT/CANTON LAKE The area boy scout troops have been volunteering at Canton Lake to help clean up the property. OATH OF OFFICE- PUBLIC SAFETY DIRECTOR RICHARD FAIRBURN City Clerk Diana Pavley-Rock gave the oath of office to Public Safety Director Richard Fairburn OLD BUSINESS Alderman Chris Jump explained that he will have a separation agreement for Fire Chief Tom Shubert on the next Council agenda. NEW BUSINESS ADJOURNMENT MOTION and second were made by Aldermen Nelson/Hale to adjourn without the need for executive session. The motion carried by voice vote and was unanimous.
