THE CLERICAL COMMITTEE MEETING RE-CONVENED ON JUNE 13, 2017 AT 9:25PM Negotiations, Grievance& Personnel Alderman Chris Jump, Chairman DISCUSS AND CONSIDER AN ORDINANCE REGARDING A DIRECTOR OF PUBLIC SAFETY AND REVIEW OF THE JOB DESCRIPTION FOR THE PUBLIC SAFETY DIRECTOR Alderman Jump explained that the previous administration had a public safety director position in the city code, but the ordinance was repealed when the police department changed from the public safety director back to a police chief. The council will need to review the job description for qualifications. Once the job description is established an ordinance will be prepared creating the position of a public safety director. Alderwoman Lingenfelter said she thinks the probationary period should be addressed in the new job description along with the residency requirements. The job description should also include language about the nature of the position---if it is appointed by the Mayor annually, if it is a full time position etc. Alderwoman Lingenfelter thought the following areas should also be addressed in the public safety director's job description * Attend all City Council Meetings and various departmental meetings. * Oversee the daily operations, training and discipline for both the fire and police department * Maintain all vehicles in the fleet Attorney Lane said he will get with Alderwoman Lingenfelter to review her list prior to completing the ordinance. The draft job description includes information about firefighting experience and certification. The minimum qualifications for the fire chief listed could be incorporated in the new job description; however the minimum qualifications listed under the current police chief and fire chief job descriptions may not be required in the public safety director's position. Attorney Lane will bring the ordinance to the next council meeting and then Alderman Jump will create a job description for the public safety director. This position will be a Mayoral appointment. Mayor McDowell said that this person would need to be well rounded to be able to supervisor both the fire department and the police department. Attorney Lane stated that there would be applications submitted and interviews would be performed to determine who would be the most qualified candidate. Alderman Jump explained that the council will ensure that the public safety director will provide the services required by the City and will prove to be a cost savings for the community. A copy of the job description and ordinance will be brought to the next council meeting for consideration. DISCUSS AND CONSIDER A RESOLUTION APPROVING A RETIREMENT AGREEMENT BETWEEN THE CITY OF CANTON AND FIRE CHIEF TOM SHUBERT Alderman Jump explained that Fire Chief Tom Shubert will be retiring this year. An agreement will be prepared that will be very similar to the retirement agreement that was prepared for Police Chief Rick Nichols who just recently retired. Chief Shubert is planning on retiring December 4, 2017 to allow adequate time to find a new public safety director and have them become acclimated to their new position. Chief Shubert has agreed that if the public safety director is hired it could result in an earlier retirement date. Mayor McDowell said he appreciates Chief Shubert's willingness to stay and help the City until a new public safety director is hired. A draft retirement agreement will be brought back to the next council meeting for consideration. DISCUSS AND CONSIDER AN ORDINANCE TO APPOINT AN INTERIM CONSULTANT FOR THE POLICE DEPARTMENT Mayor McDowell said he feels confident that we will be able to work with the police department budget until a new public safety director is hired and not take any action on this agenda item. DISCUSS AND CONSIDER THE COLLECTIVE BARAINING AGREEMENT BETWEEN THE CITY OF CANTON AND THE POLICE BENEVOLENT AND PROTECTIVE ASSOCIATION AND THE FIRE FIGHTERS LOCAL 1897 Alderman Jump explained that the City is beginning the negotiations with the police and fire unions for their new contract and will have them completed as quickly as possible. ADJOURNMENT Motion and second were made by Aldermen Mayhew/Lingenfelter to adjourn. The motion carried by voice vote and was unanimous. The Clerical Committee Meeting adjourned at 9:52pm.
