Kim Scott was previously the ESDA coordinator for the City of Canton. Kim received a plaque
from the City for her services. Kim wanted to thank Jason Strandberg and Alderman John Lovell
for the work they did on the plaque she received. Kim explained that she would still like to offer
any services that the City needs.

ADDITIONS OR CORRECTIONS TO THE AGENDA
Alderman Mayhew asked to table the item listed on the agenda under the Finance committee
agenda.
Alderman Craig West asked to delete item #6 listed on the Legal and Ordinance committee
agenda. Alderman Craig West asked to delete the name "Gary" listed under item #5 on the
Legal and Ordinance committee agenda.
Mayor McDowell said he would like to amend agenda item #2 under the Public Safety and
Traffic Committee to read Avenue F instead of Avenue H.

Comptroller Lou Ann Armstrong explained the comptroller's report in detail since the City has
new members on the Council. Lou Ann further explained that they prepare the comptrollers
report on a quarterly basis for the City. The report presented at this meeting covers the period
ending April 30 2017.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING PROVISIONS 3-8-11
PERTAINING TO LIQUOR LICENSE IN THE CITY OF CANTON, ILLINOIS. (1st Reading)
Alderman Lovell said he is in favor of the packaged liquor license reduction, but is not in favor
of reducing the number of tavern license within the City limits. Alderman Lovell said he thinks
reducing the number of tavern license is just eliminating the chance for opportunity for a
business to come to town.
DISCUSS, CONSIDER AND VOTE ON A BEER GARDEN LICENSE FOR BREW N CUE
The liquor commission met to discuss the beer garden request by Brew N Cue. It was the
recommendation of the liquor commission to approve the beer garden license. Brew N Cue is
planning on building a beer garden on the East side of their building. This will be a second beer
garden for the establishment. City Engineer Keith Plavec and the Zoning Director Steve Widmer
worked with Brew N Cue with the design.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN ENGAGEMENT LETTER
WITH CLIFTON LARSON ALLEN FOR COMPTROLLER SERVICES.
RESOLUTION#5111
Alderman Chris Jump asked what the fee was last year for Clifton Larson's outsourced
comptroller services. Comptroller Lou Ann Armstrong replied that the fee was $6,000.00 per
month.
The proposal is to increase this amount by 2.5%for the new agreement. The increase is due to
additional work being required from the establishment of the TIF 3 and the union contract
negotiations.

NEGOTIATIONS, GRIEVANCE & PERSONNEL
ALDERMAN CHRIS JUMP, CHAIRMAN
DISCUSS. CONSIDER AND VOTE ON RE-ESTABLISHING COMMITTEE MEETINGS.
Alderman Jump explained that his committee has several items that will need to be addressed
within the next few months. We have police and fire negotiations and the hiring of a new
public safety director. He would like to have additional committee meetings to be able to
handle these items on a timely basis. Alderman Jump would like to schedule a meeting next
Tuesday for discussing negotiations,grievance and personnel committee.
COMMUNITY AND INDUSTRIAL DEVELOPMENT
ALDERMAN JOHN LOVELL, CHAIRMAN
DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST FOR BREW N CUE
Brew N Cue submitted two requests for special events. The first event will be held on June 17,
2017 from 11:00am to 11:00pm. The second event will be held June 24, 2017 from 12:00 noon
to midnight. The event on June 17, 2017 will include a bags tournament. The event on June
24, 2017 will be for a celebration of life. This event will include live music. Both of the events
will take place on their own property where the future beer garden will be located. Mark
Anderson explained that since the beer garden is not yet constructed he will be renting fencing
so the beer garden area will be fenced in. Mark will put the fencing up prior to the event on
June 17, 2017 and he will leave this up for the event that is scheduled for June 24, 2017. This
event will have 10 bands playing during the day/night for the event.

DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT AND ROAD CLOSURE REQUEST FOR
MOORE'S PUB TO BE HELD JUNE 17,2017
A request was submitted by Moore's Pub to be held on June 17, 2017 from 2:00pm to 8:00pm.
This request includes a road closure on Elm Street from Van Buren down to 2nd Avenue. This
event will include a bags tournament.

DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT AND ROAD CLOSURE REQUEST FOR THE
UNDERGROUND FASHION SHOW TO BE HELD SEPTEMBER 16,2017 AT JONES PARK
A request was submitted for the Underground Fashion Show to be held on September 16, 2017
from 5:00pm to 9:00pm. The request includes a road closure including the east side of the
square from Chestnut to Elm Street. Lilly Scalf explained that the runway would be setup in the
street from JC Penney to the old CEFCU location. The event will include various vendors setup
in the street and will also have live music. The revenue from the event would be used to start
an art center for kids within the community.

UPDATE FROM SRPED MISSY TOWERY
GENERAL ECONOMIC DEVELOPMENT POINTS
• Working on efforts to save a portion of the Opera House Professional Building.
• Received word from Mayor McDowell that the City did receive the block grant for housing
rehabilitation for $315,900. This is the grant that the partnership paid for the administration of
the grant application to the Western Illinois Regional Council. Provided comments about
SRPED's involvement with the grant to Canton Daily Ledger and to the Fulton Democrat.
• Residential Housing Committee meeting with developer Kirk Sorenson.
• Prepared for and attended the Grand Re-Opening Celebration for the downtown.
• Sat in on webinar from Retail Strategies—Apparel's Future
• Meeting with IL State Treasurers' representative Rob Baron to discuss our Workforce
Development grant application.
BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT
• Continuing to move forward with theater project efforts. Currently working on a possible
agreement between the group and SRPED.
• In person meetings, phone calls and e-mails with a non-profit organization looking for office
space.
• Follow up communications from retailers concerning the JCPenney property, communicated
those to CFC Properties and recent discussion about our retail efforts moving forward.
• Continuing with the Business, Retention and Expansion interviews.
• Phone conversations with Pete Hosch of Ily-Vee concerning the open liquor license.
• Sent property available property information to current Peoria business who is interested in
opening a spa.
• Phone call and in person meeting with a couple of local businessmen to address our vision for
the Opera House and whether or not they would have any interest in doing something at that
location.
• In person meeting with person working on feasibility study for the proposed hotel project.
• In person meeting with a person who is interested in doing a project in the downtown. She
and her partner have a successful project in another area of Fulton County and are very interested
in doing something in Canton.
OTHER

DISCUSS, CONSIDER AND VOTE ON NO OVERNIGHT PARKING ON THE SQUARE
Attorney Lane explained that previous discussion took place regarding the no overnight parking
on the square. Attorney Lane suggested working with the Public Works Department on the
specific roads and then come back with a revision to the current ordinance. Mayor McDowell
said he would like to include some of the main streets that lead into the downtown area with
no parking to help with snow removal. Attorney Lane explained that this will be on the next
council agenda for further discussion.
DISCUSS, CONSIDER AND VOTE ON PLACING A STOP SIGN AT WEST CHESTNUT STREET AND
AVENUE F-WEST BOUND
Mayor McDowell explained that he has received several phone calls regarding the safety of the
new trail on West Chestnut Street and Avenue F. People using the new trail must enter the
roadway when crossing Chestnut Street on Avenue F. To protect the people using the trail the
City could install a stop sign at the intersection of West Chestnut Street and Avenue F. The City
could also place a sign warning people of the crossing. The stop sign would only be used for the
westbound traffic.
Further discussion took place about a stop sign not being placed on the eastbound traffic.
Mayor McDowell said that eastbound traffic is very visible. Alderman Putrich said he thinks not
having a stop sign on the eastbound side could cause accidents. Alderman Hale suggested
putting in a 4 way stop to eliminate any confusion and the risk of accidents. This item will be
tabled until the next Council meeting.

Mayor McDowell said he would like to appoint Dash Wilson to the position of System
Maintenance Superintendent.

APPOINTMENT OF SUPERINTENDENT TO STREETS/GARBAGE/BUILDINGS AND GROUNDS
Mayor McDowell said he would like to appoint Ron Robinson to the position of superintendent
of streets and garbage/building and grounds.
Cole Atchley currently was filling the position of interim superintendent of streets, garbage and
building/grounds; however after careful consideration, Cole decided that he was not wanting to
take the position on a permanent basis.

Mayor McDowell thanked Sexton-Kyle Jansen for the work he does out to Greenwood
Cemetery.
Mayor McDowell thanked Carol Kohler for the work that she does at Jones Park. Chuck Jarvis
and John Hardin also does a great job in keepingJones Park looking nice.
The dumpster days will be held from June 19, 2017 to June 24, 2017. The City will have
dumpsters setup at the City garage from 7:30am to 5:00pm Monday-Friday. People bringing
items will need to have identification to show that they are a resident of Canton.
