r R E S O L U T I O N
WHEREAS, the
C . S . H . S . Student Sena~s sponsoring a
parade
in the
(:i t'.v of Canton , which event constitutes a public purpose;
WHEREAS, this parade will require the temporary closure of Il Route 9
& 78 a state highway in the City of Canton from E , Locust Street
at lst Ay~o
WHEREAS, Section 4-408 of the Illinois Highway Code authorizes the Department
of Transportation to issue permits to local authorities to temporarily close portions
of state highways for such public purposes;
NOW, THEREFORE, BE IT RESOLVED by the Canton City Council
of the City of Canton
that permission to close Il Route 9
& 78 from East Locust Street to
1 s t Avenue as above
designated, be requested of the Department of Transportation.
BE IT FURTHER RESOLVED that this closure shall occur during the approximate time
period between 3:30 p,mand 4:30 p.nbn September 29th
19 95 .
BE IT FURTHER RESOLVED that this closure is for the public purpose of a
parade
BE IT FURTHER RESOLVED that traffic from that closed portion of highway shall
be detoured over routes with an ali weather surface that can accept the anticipated
traffic, which will be maintained to the satisfaction of the Department and which is
conspicuously marked for the benefit of traffic diverted from the state highway.
(The parking of vehicles shall be prohibited on the detour routes to allow an uninter-
rupted flow of two-way traffic.)*
*To be used when appropriate.
The detour route shall be as follows:
BE IT FURTHER RESOLVED that the C ty assumes full responsibility for the
direction, protection and regulation of the traffic during the time the detour is in
effect.

BE IT FURTHER RESOLVED that police officers or authorized flaggers shall, at
the expense of the City lie positioned at each end of the closed section and
at other points (such as intersections) as may 6e necessary to assist in directing
traffic through the detour.
BE IT FURTHER RESOLVED that police officers, flaggers and officials shall
permit emergency vehicles in emergency situations to pass through. the closed area as
swiftly as is safe for all concerned.
BE IT FURTHER RESOLVED that all debris shall be removed by the C ity
prior to reopening the state highways.
BE IT FURTHER RESOLVED that such signs, flags, barricades, etc., shall be used
by the City as may be approved by the Illinois Department of Transportation.
These items shall be provided and installed by the City
BE IT FURTHER RESOLVED that the closure and detour shall be marked according
to the Illinois Manual on Traffic Control Devices.
BE IT FURTHER RESOLVED that an occasional break shall be made in the proces-
sion so that traffic may pass through. In~any event, adequate provisions will be
made for traffic on intersecting highways pursuant to conditions noted above.
(NOTE: This paragraph is applicable when the RESOLUTION pertains to a ap tads or
when no detour is required.)
BE IT FURTHER RESOLVED that the City hereby agrees to assume all liabilities
and pay all claims for any damage which shall be occasioned by the closing described
above.
BE IT FURTHER RESOLVED that the City shall provide a comprehensive general
liability insurance policy or a;. additional insured endorsement in the amount of
$100,000 per person and $500,000 aggregate which has the Illinois Department of
Transportation and its officials, employees and agents as insureds and which protects
them from all claims arising from the requested road closing.

As per our phone conversation of September 12th, I am requesting the City
Council's approval of the time and route of the Canton High School Homecoming
Parade. Ray Riekena has forwarded to you a certificate of insurance. By this
certificate Canton District #66 agrees to assume any liabilities and pay any claims
that may arise from the road closings necessitated by the parade to be held on Friday,
September 29, 1995, commencing at 3:30 P.M.

Gentlemen:
In accordance with your request and in reliance upon conditions noted in your
"facsimile" RESOLUTION dated September 19, 1995, the Department of
Transportation grants the City of Canton, permission, subject to the aforesaid
conditions, to temporarily close a portion of astate-maintained highway as
specified in this RESOLUTION from 3:30 p.m. and 4:30 p.m. on Friday,
September 29, 1995, for a public event.
If requested, signs for the temporary closure are available on a loan basis
from the Department's Traffic Operations Section Sign Shop located at
5826 North Knoxville Avenue, Peoria. Arrangements may be made by calling
Mr. Fred Armentrout of that office at 693-5175 or 693-5178 weekdays
between 7:30 a.m. and 4:00 p.m. It will be the responsibility of the borrowing
agency to ensure that all materials are returned in good condition to the
location from which they were obtained.

The following is information for your files for a resolution on
the Homecoming Parade.
A blank resolution is for your use for next year. I am sending
a copy of this year's so you will have instructions to follow.
Contact the School Superintendent's office for a letter on
insurance obligation that must accompany the resolution.
Mail the completed resolution and letter of insurance to Nancy
Whites, City Clerk, 210 East Chestnut Street, Canton, Illinois
61520.
Nancy will place the resolution on the city council agenda. We
meet the 1st and 3rd Tuesdays of the month.
After the resolution is passed by the city council, Nancy will
forward the resolution to IDOT officials where they give
permission for the parade to cross a state-maintained highway.
Harold, if the Student Senate has any questions please call me
at the above number. If you do not have anyone who can type the
information for the resolution, please let me know, I will gladly
offer my assitance. DO NOT CHANGE THE RESOLUTION IN ANY WAY, JUST
FILL IN THE BLANKS.
