Treasurer Wilkinson explained that the last page of the bill list should reflect a correction with
one of the vendors. The vendor listed as Brenntag should be Hawkins in the amount of
$5,037.80.

2016 AUDIT PRESENTATION
Aaron Phillips from Phillips Salami and Associates distributed the audited financial statements
for the year ending April 30, 2016 and the supplemental financial information. All of the
reports that needed to be filed for April 2016 have been filed with the County, State and
Pension Boards-this satisfies all of the filing requirements for 2016.
Aaron said that the City has a good system in place. Treasurer Crystal Wilkinson, City Clerk
Diana Pavley, Attorney Rabe! and Public Works Administrative Assistant Nancy Mackey all
contributed to helping with this year's audit. Aaron thanked each for their assistance. Aaron
also said he wanted to give thanks to Lou Ann Armstrong and Dan Bender with Clifton Larson
for their prep and analysis with the audit and the budget work they do.The City has a good
process in place and information being presented from the finance department is accurate.
Aaron further said he believes everyone is doing a good job.
There were a few journal entries (adjustments)to the books, but nothing that causes concern.
2015 from a budget or a revenue standpoint was a rough year. 2016 was a much better year
than 2015. There is still concerns about fund balances and where the cash levels are across the
board. (including the general fund, water/sewer fund and TIF funds) Aaron explained that the
City needs to focus on having a balanced budget and not exceeding expenditures.
The supplemental financial statement included years 2011-2016. The report reflects the
revenues and expenditures for each year. In 2011 revenues exceeded expenditures. In 2012,
2013, 2014 and 2015 expenditures exceeded revenues. It wasn't until 2016 that the revenues
once again exceeded the expenditures. In 2016 there was not much in replacing equipment
which could attribute to the difference in 2016.
In 2011 the cash and investments was 2.6 million dollars in the general fund. In April 2016 this
total has declined to$600,000.00 in cash and investments. Aaron said it is very important with
this figure declining to operate at a balanced budget.
The water and sewer operating fund also reflects a six year trend. Revenue received from
water and sewer billings and the debt service is reflected. The outflows, operation and
maintenance (payroll and operating cost) of the water and sewer services is reflected. Major
repairs and capital improvements are not reflected in the outflows. The City wants the water
and sewer fund to cover its costs. From 2011 to 2016 some of these years have been positive,
but a few have been slightly negative. For the most part the revenues generated are covering
the operation and maintenance and the debt service cost. Aaron said it is concerning that any
improvements or major repairs that would be needed does not have any reserves....or very
little reserves to cover any major repairs or improvements. In 2011 there was a little over 7
million dollars, in 2016 there was a little less than 1 million dollars in reserves. The reserves
were present in 2011 because of the bond issuance in 2005. Aaron said that the fact that the
City has around $900,000.00 in reserves, but the size of the water and sewer operations that
the City has is very large is the biggest concern that he has. If there are improvements that
need to be made the City would need to borrow money to make any major repairs. Aaron said
the debt service falls off the table in 2012/2013, but then the debt service of 2.5 million dollars
of debt service payments each year. The debt is getting paid off relatively quickly. Aaron said
the money will be tight for the next 7 years on making any types of improvements.
Aaron further explained that the payroll and payroll related expenses are the biggest expense.
The personnel cost account for approximately 70%of the operational expense. The total
personnel cost in 2012 was$8,600,000.00. In 2016 this cost was $9,500,000.00. This is an
increase of 10%. This would be an average of a 2.5% increase over the five year period.
The total pensions paid to retired policemen and firemen in 2012 was $1,426,000.00. In 2016
this amount was $1,800.000.00. These increases in pensions paid will put pressure on the levy
requirements for the police and fire pension funds. Aaron said this is another important reason
to have a balanced budget.
The assessed valuation of the property in the City limits has increased from 119 million in 2012
to 126 million in 2016. Property tax rates have moved up over the last five years. The biggest
increase was in 2016 with last year's levy.
Aaron said that the fund balances are a concern, but from a process standpoint the City has a
good team in place.

DISCUSS, CONSIDER AND VOTE ON APPROVING A LETTER OF UNDERSTANDING BETWEEN THE
CITY OF CANTON AND AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL
EMPLOYEES, AFL-CIO COUNCIL 31/LOCAL NO 1372 TO EXECUTE SAID LETTER OF
UNDERSTANDING ON BEHALF OF THE CITY OF CANTON, ILLINOIS AND AMENDING THE
COLLECTIVE BARGAINING AGREEMENT AND RESOLUTION#4038.

The Public Works Director is retiring and leaving on February 24, 2017. The City would like to
move up Dash Wilson and Cole Atchley into the interim superintendents position, but would
remain in the union for now. If they are appointed permanently in May they would leave the
union at that time. These positions would fill the vacancies left by Bill Terry and Danny Dare.
The public works director would not be replaced at this time. The Council can decide after May
how to proceed with the changes.

The City of Canton asked Clark Baird Smith LLP to provide legal representation for the City of
Canton in connection with a legal issue involving a pending pension matter involving a former
police officer.

DISCUSS. CONSIDER AND VOTE ON HIRING TWO POLICE OFFICERS TO REPLACE THE RETIRING
POLICE OFFICERS
Three police officers have put in their notice of retirement for 2017. The City would like to hire
two police officers to initiate the training process for replacing two of the retiring officers. If
the City hires one of the lateral transfer officers currently on the list, he would not need to be
sent to training and could begin working in the FTO program as early as February. This would
be contingent on him passing the remainder of the testing process and the Police and Fire
Commission approving his hire. The second officer would be from the list and would be in need
of the 480 hour Illinois Police Officers Certification which starts in April. It takes a minimum of 6
months for an uncertified officer to complete training needed to function on their own.

police officers.

DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST FOR THE RED DOG RUN TO BE
HELD APRIL 22, 2017.
A request was submitted by the Red Dog Inc to hold a 5K run on April 22, 2017 from 9:00am to
10:00am in the downtown/southwest side of Canton. The request includes use of barricades
and police officers during the event. A certificate of insurance is on file. The primary roads will
be Chestnut Pine, Main and 2nd Avenue are the primary roads for the route. The route will
include partial road closure.

Alderman Lovell said the intersection of Elm and 2nd Avenue near CEFCU may need stop signs.
The traffic has increased in this area after CEFCU moved to this location. This will be placed on
the next agenda for further discussion.
Alderman Nelson mentioned that several street lights are out. Mayor Fritz said that citizens
should let our police department know if street lights are out. The public works secretary can
call Ameren to report street lights that are out. The 3rd shift police department will do a survey
on street lights that are out.
Motion and second were made by Aldermen Nelson/Mayhew to adjourn without the need of
executive session.
The motion carried by voice vote and was unanimous.

A request was submitted by the Red Dog Inc to hold a 5K run on April 22, 2017 from 9:00am to
10:00am in the downtown/southwest side of Canton. The request includes use of barricades
and police officers during the event. A certificate of insurance is on file. The primary roads will
be Chestnut, Pine, Main and 2n°Avenue are the primary roads for the route. The route will
include partial road closure.
MOTION and second were made by Aldermen Lovell/Hale to approve the request for the Red
Dog Run.

Alderman Lovell said the intersection of Elm and 2nd Avenue near CEFCU may need stop signs.
The traffic has increased in this area after CEFCU moved to this location.This will be placed on
the next agenda for further discussion.
Alderman Nelson mentioned that several street lights are out. Mayor Fritz said that citizens
should let our police department know if street lights are out. The public works secretary can
call Ameren to report street lights that are out. The 3'd shift police department will do a survey
on street lights that are out.
Motion and second were made by Aldermen Nelson/Mayhew to adjourn without the need of
executive session.
The motion carried by voice vote and was unanimous.
