FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF AN ECONOMIC INCENTIVE AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY. ILLINOIS AND RP LUMBER CO INC(1ST READING) #4057 The agreement is for the former K-Mart property that has been purchased by RP Lumber for an economic incentive agreement. The agreement outlines that 45% of the sales tax revenues would be refunded up to a certain amount of money--- $195,000.00 or 10 years-whichever would occur first. The City would have access to the sales tax documents. Steve Kline's office would be in charge of enforcing the agreement and making sure the numbers are being met every year. Jason Plumer from RP Lumber was at the meeting and said they would be employing 12-15 people at the beginning but not exceeding 25 employees at any given time. MOTION and second were made by Aldermen West/Ellis to waive the rules for a second reading. CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING LEASE OF MUNICIPALLY OWNED REAL PROPERTY LOCATED AT 24933 EAST OLD BEACH ROAD CANTON ILLINOIS (1ST READING. DISCUSS CONSIDER AND VOTE ON AN AMENDMENT TO AN ORDINANCE LEVYING AND ASSESSING TAXES FOR CORPORATE PURPOSES OF THE CITY OF CANTON ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1, 2016 AND ENDING APRIL 30, 2017. #4058 In the last Council meeting there was a vote to pass the tax levy at a 5.0% increase. The vote was a 4-3 vote. That ordinance was recorded in the County Clerk's office. The ordinance requires 5 votes in order to be passed. The ordinance being presented is to amend the tax levy ordinance to consider for a proper vote and recording. MOTION and second were made by Aldermen Ellis/Lovell to amend the tax levy ordinance at a 5%increase. Attorney Rabel said she wanted to make sure it was clear and everyone understood that the dedicated funds that have been at a negative amount are dedicated funds; however if these accounts are at a negative amount it would impact the general fund. The general fund would have to make up the different for the funds that have not been sufficiently funded to get out of a negative balance. Alderman Putrich explained that if the City would have a 2.5% increase the funds should be out of the negative amount within 2.5 years. Alderman Putrich said he would not support a 5.0% increase Attorney Rabel explained that some of the numbers are projected figures. The insurance is one of these items that is projected. If the insurance comes back higher than budgeted it could have a very significant impact on the budget. Alderman Mayhew explained that in the past the City did not levy enough money. This has caused some negative figures in some of the items that needs to be caught up. Alderman Putrich explained that if the City continues to raises taxes, people will be unable to continue to pay their property taxes and want to move away from Canton. Alderman Mayhew said the dollar amount of the increase for the homeowners would be very minimal with the 5.0% increase in the levy. Attorney Rabel explained that last year during the budget process the City had drastic cuts. The City cut personnel and did not replace some other positions after people retired or left their jobs. The City will be facing another budget year to figure out how to continue the services that is offered with the budget. What is decided with this vote will be something that the City will need to live with for the next year. Alderman Ellis withdrew his motion so the first reading could be waived. Motion and second were made by Aldermen Ellis/Putrich to waive the first reading of the ordinance. Motion and second were made by Aldermen Putrich/Mayhew to amend the ordinance levy assessing taxes for corporate purposes for the City of Canton beginning May 1, 2016 and ending April 30, 2017 at a 2.5% increase. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN TAD PUTRICH, CHAIRMAN COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN UPDATE FROM SRPED MISSY TOWERY GENERAL ECONOMIC DEVELOPMENT POINTS • Canton Disaster Recovery Fund Information o Assisting 27 businesses with a total (so far) $73,505 o Preparing for round 3 (and possibly final round) • Continuing to work with businesses still not opened and/or not operating at full capacity. • Worked with Steve Widmer and Nancy Rabel to prepare a letter from the City and Canton Main Street sharing code information regarding windows. The letter was sent to impacted businesses that have boarded up windows. RETAIL/COMMERCIAL/INDUSTRIAL DEVELOPMENT Submitted letter of support to Dave King at Prairie Hills for the USEPA Brownfields Community-Wide Assessment Grant. Worked with Attorney Nancy Rabel to provide the updated information they needed for the above grant concerning the former IH site. BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT Continuing to work closely with Spoon River College Foundation on their student housing development. Working closely with the business that is moving into the former Kmart property. Met with person interested in starting small cab service. OTHER Prepared for and attended SRPED Executive Committee Meeting. Prepared for and attended SRPED Board Meeting. Attended and helped at Canton Main Street's Old Fashioned Christmas Walk Worked on and attended Volunteer of the Year surprise celebration for Carol Kohler 2017 Glacial Golf Work PUBLIC WORKS, WATER AND SEWER ALDERMAN GERALD ELLIS, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN STREETS AND GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN LAKES, BUILDINGS AND GROUNDS ALDERMAN MAYOR COMMUNICATION OLD BUSINESS NEW BUSINESS ADJOURNMENT Motion and second were made by Aldermen Hale/Lovell to adjourn without the need of executive session.
