A regular meeting of the Canton City Council was held on December 20, 2016 (6:30pm) in the
Council Chambers,The Donald E. Edwards Way-50 North 4`h Avenue, Canton, Illinois 61520.

City Clerk Diana Pavley-Rock gave the oath of office to Firefighter Cody Cheatham
ADDITIONS OR CORRECTIONS TO THE AGENDA
Alderman Justin Nelson asked to strike item number one from the Streets and Garbage
Committee agenda.
Motion and second were made by Alderman Nelson/Mayhew to accept the additions and
corrections to the agenda.
The motion carried by voice vote and was unanimous.

BILL LIST
The items listed in yellow are those designated as items related to the explosion. The City will
receive a check from the insurance company in the amount of $36,959.67 for the invoices
submitted.
NOVEMBER DISBURSEMENT REPORT
TREASURER'S REPORT
The General Fund at the end of November had a balance of$636,852.43. The City received the
final tax increment in the end of November in the amount of$329,043.57. The balance in the
water sewer fund at the end of November was$624,194.31.

FINANCE
ALDERMAN RYAN MAYHEW, CHAIRMAN
DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE LEVYING AND ASSESSING TAXES FOR
CORPORATE PURPOSES FOR THE CITY OF CANTON ILLINOIS FOR THE FISCAL YEAR BEGINNING
MAY 1,2016 AND ENDING APRIL 30, 2017. (1ST READING) #4054
The City will need to file the ordinance by December 27' 2016 with the County Clerk. In the
packet for consideration was three proposed rates. The proposed rates included a 0%, 2.5%
and a 5.0% increase to the tax levy, The workers compensation fund is currently negative
$142,000.00, social security is negative $146,000.00 the tort liability insurance is positive by
$18,900.00.
The City levied last year to try to catch up the funds that were in a deficit, but they City did not
offset the amount of the increases with the insurance that we received.

reading.

MOTION and second were made by Aldermen Mayhew/Nelson to approve an ordinance
levying 5.0% on our taxes for corporate purposes for the fiscal year beginning May 1, 2016 and
ending April 30, 2017.
Discussion:
Alderman Putrich said he did not believe the City should have a 5.0% increase. A 2.5% increase
would get the funds out of debt, but we understand that a 5.0% increase would get the funds
out of debt earlier. Alderman Putrich said he would be more in favor of a 2.5%increase.
Alderman Justin Nelson said the longer the City keeps the funds in debt the longer it will take to
get out of debt. Alderman Nelson said he would recommend the 5.0% increase.
Alderman Mayhew said that once the funds are paid off the City can focus on placing money
back into reserves.
Alderman Ellis said the City should have got caught up last year, but the City did not. The City
could decide in the next couple of years not to have any increase once the City gets out of the
deficit figures.

DISCUSS, CONSIDER AN VOTE ON A RESOLUTION APPROVING A CONSENT TO ASSIGNMENT
OF LEASE AND DIRECTING THE MAYOR AND THE CITY CLERK TO EXECUTE AND DELIVER SAID
AGREEMENT ON BEHALF OF THE CITY OF CANTON, ILLINOIS.#5078
Several years ago when Tydaco was in business and owned McDonalds the Council leased the
property that runs on the Southside of Hy-Vee parking lot to Tydaco based upon numbers they
had in their franchise agreement. That property was transferred when Tydaco sold the
property a few years ago; however it was not done with Council consent. The property is being
sold again and they are asking that we retroactively accept that past assignment and accept the
new assignment so the sale can proceed.

Alderman Nelson explained that the gravel that was placed in the area that was going to be a
temporary parking lot is washing down to Avenue B and Chestnut and clogging the street
basins. One of the cost estimates was to make this area a parking lot. The other option was to
have a concrete pad installed to have the dumpsters placed on them. The cost is between $70-
$80,000.00. The City will need to look at something to take care of this problem.
Alderman Ellis asked if the City could use TIF funds/TIF 1 bond funds for this project. Alderman
Ellis said the businesses will need to have a place for the dumpsters so the City should provide a
concrete area.

Mayor Fritz read the following announcement:
A public meeting for the proposed Third Amendment to the Canton 1-Downtown/5th Avenue
TIF District will be held on Thursday, January 12, 2017 at 5:30pm at the Historic Depot- 50
North 4th Avenue Canton Illinois. The purpose is to enable the City to advise the public, taxing
districts having real property in the redevelopment project area, taxpayers who own property
in the redevelopment project area and residents in the area as to the City's possible intent to
prepare an amendment to the Canton 1-Downtown 5th Avenue TIF district redevelopment plan
and designate an Amended Redevelopment Project Area and to receive public comment.
Mayor Fritz announced that this Friday, December 23, 2016 will be his last day at Western
Illinois University.This will allow Mayor Fritz more time at the City.
Mayor Fritz announced that Carol Kohler received the award for volunteer of the year from
Canton Main Street.

NEW BUSINESS
Mayor Fritz reported that after the explosion the Opera House and Shandies cannot be
occupied. A final decision has not yet been made as to the future of the buildings.
