A regular meeting of the Canton City Council was held on November 1, 2016 (6:30pm) in the
Council Chambers,The Donald E. Edwards Way-50 North 4th Avenue, Canton, Illinois 61520.

Mayor Fritz called for a moment of silence for the recent passing of Sergeant Doug Riney of
Fairview who died October 19, 2016 from injuries sustained when encountering hostile enemy
forces in Kabul Afghanistan.

FINANCE
ALDERMAN RYAN MAYHEW, CHAIRMAN
DISCUSS, CONSIDER AND VOTE ON OBTAINING BIDS FOR CITY OWNED PROPERTY FOR
ELECTRICAL AGGREGATION.
The Mayor will have the opportunity to review and accept bids that the City receives from
Dacott Energy.
George Hall explained that the current contract expires the end of December 2016. It will take
approximately 30 days if a new supplier is selected to convert all of the readings. This will allow
some flexibility during the month of November to be able to review and reject bids and try to
go back to suppliers and get new prices.
MOTION and second were made by Aldermen Mayhew/Putrich to allow the Mayor to review
and accept bids for City owned property for electrical aggregation.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AND AUTHORIZING THE
EXPENDITURE OF TIF FUNDS FOR JOB TRAINING THROUGH SPOON RIVER COLLEGE. #5072
The City has worked with Spoon River College for job training since 2010. The agreement helps
cover expenses for job seekers applying for employment at Cook facilities. One of the
differences this year is the cost increased from $7.25 per test to $8.00 per test. This would
raise the cost to $24.00 per person and would have a cap of $6,912.00. Andrea Barbknecht
from Spoon River College was present at the meeting, but no questions were presented.
MOTION and second were made by Aldermen Mayhew/West to approve the resolution
authorizing the expenditure of TIF funds for job training through Spoon River College.

CANTON TO HELP ASSIST IN THE DEMOLITION OF PROPERTY LOCATED AT 421 WEST LOCUST

UPDATE FROM SPOON RIVER PARTNERSHIP ECONOMIC DIRECTOR MISSY TOWERY
Alderman Lovell reported for Missy Towery in her absence.
Missy is currently working with various businesses regarding the Way Finding Signs. If anyone is
interested they can contact the Chamber office.
The Glacial Golf event will be held January 21, 2017.
Local Crowd is a demonstration site grant. The Spoon River Partnership has received 5 ideas so
far. The committee will meet next week to discuss moving forward with a few of the ideas. If
anyone is interested in submitting an idea they can contact the Chamber office or go to the
website for additional information.
DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST AND USE OF THE CEFCU
PARKING LOT/LOT ADJACENT TO JONES PARK FROM THE AMERICAN CANCER SOCIETY FOR
THE RELAY FOR LIFE EVENT TO BE HELD JUNE 24, 2017 FROM 2:00-10:OOPM IN JONES PARK.

DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST FROM THE CANTON AREA
CHAMBER OF COMMERCE FOR ALMEIDA FOODS TRUCK TO SETUP AND SELL TAMALES IN
JONES PARK.
Alderman Lovell explained that the initial application from the Chamber of Commerce for
Almeida Food Truck had three dates listed (November 4, 14, and 21st) but the information
submitted with the application stated that Almeida Foods wanted to setup a regular routine.
Alderman Lovell said he would be concerned with a food truck being setup at Jones Park during
lunch and dinner hours and possibly taking away business from the downtown restaurants if it
was for a regular routine. Since the application only had three days listed on their request he
would be willing to allow them to setup for just the three days.
MOTION and second were made by Aldermen Lovell/Hale to approve the three dates listed on
the application for the request.
Attorney Rabel said she believes Almeida Foods is doing the three days in November as an
attempt to become more regular next Spring. They wanted to try it now to see how much
business it would generate before submitting an application for a regular route.
Alderman Putrich said he is aware that they have been setup for special events- and he does
not have a problem with them being setup during the special events.
Alderman Putrich said he thinks it could affect the downtown restaurants if they had a regular
route. Our restaurants in the downtown area pay their taxes in town and employ people that
live in town. He would agree to just the three days requested, but would want to take a further
look at it before they go any further with a regular route.
Attorney Rabel explained that they would have to pay a fee with the City Clerk for a transient
merchant license. There is an application fee of $80.00 and an additional $20.00 for each
additional day setup.

Mayor Fritz congratulated the Canton High School football team on their playoff win this past
Saturday against West Frankfort. The score was 29-15. The Canton High School football team
will be playing next week in Columbia.
