A regular meeting of the Canton City Council was held on October 4, 2016 (6:30pm) in the
Council Chambers,The Donald E. Edwards Way-50 North 4th Avenue, Canton, Illinois 61520.

ADDITIONS OR CORRECTIONS TO THE AGENDA
Alderman Lovell would like to move his committee to the beginning of the meeting and start
with item #3.
Mayor Fritz would like to strike items number 4 and 5 from the Legal and Ordinance Committee
agenda.
Mayor Fritz would like to move item # 1 under Alderman Putrich's committee to the Mayor's
communication.
Alderman Justin Nelson would like to remove item #1 from his committee agenda and move it
to the next Council meeting.
Motion and second were made by Alderman Nelson/Lovell to accept the additions and
corrections to the agenda.
The motion carried by voice vote and was unanimous.

COMMUNITY AND INDUSTRIAL DEVELOPMENT

UPDATE FROM SRPED-MISSY TOW ERY
Missy Towery thanked everyone for holding the special meeting last week for the housing grant
application.
Missy explained that the community landing page is now live. People can go to this page to
learn more about local crowd funding and submit ideas. Citizens are encouraged to go to the
local crowd funding.com website. Go to local crownfund.com/communities website and join
the community. Interested parties can submit ideas during the next couple of months. Once
the ideas are received, a team will review the ideas. Three campaigns will be selected over the
next 6 months. Another three campaigns would be selected the following six months-
depending on the level of success with the first three campaigns.
The mission is to provide a crowd funding platform accessible to both business and nonprofit
groups throughout our community to use for sharing ideas and empowering each other's
interests and ways that strengthens Fulton County's economy and overall quality of life.
Missy provided an update for the fiber development for MidCentury Communication. Mid
Century is still currently marketing to all of Canton's residence. They have two neighborhoods
that they are currently working on in developing "fiber hoods". These two neighborhoods are
in the signup phase. Mid Century is currently working on a third neighborhood. If anyone is
interested in learning more they can go to fiberfastnow.com website. Mid Century is getting
ready to roll out their new business route on the east side of the square. Construction will
begin next week and then businesses will have the option for their services within a few weeks.
Safe Roads is an Illinois Chamber initiative that is being supported by the transportation
committee. This will be on the ballot this November. This amendment does not create any
new taxes. This amendment protects the money that is collected by governments in Illinois and
spent on transportation investments. It would put an end to the politicians having the ability to
divert funds. Currently politicians are allowed to take some transportation revenue and move it
to the general fund. The Illinois Chamber is wanting these funds to go specifically to the
transportation infrastructure. It is important that people understand that this does not
increase taxes--- it just designates where the funds go. Transportation and infrastructure is
vital to the importance of economic development everywhere. Anyone wanting more

The Scenic Drive took place this past weekend and 22 vendors were setup in the park. The
vendors had very good sales and noticed more traffic than the prior years. The Scenic Drive will
continue this coming weekend.
Dates to Remember:
October 20, 2016 Graham Hospital Business After Hours-Those attending can tour their
new addition.
October 27, 2016 The Chamber and the Fulton County Farm Bureau will host a meet the
candidate night at 6:30pm at the Donaldson Center.
October 28, 2016 The Canton Main Street's Munchkin Masquerade (Merchants Night) will
be held from 5:00-7:OOpm

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A FINANCING AGREEMENT
WITH MORTON COMMUNITY BANK (LENDER) AND THE CITY OF CANTON (BORROWER) TO
FINANCE THE PURCHASE OF A STREET SWEEPER.#5066
This was a non budgeted expense. The amount to borrow is $145,737.00 at a 2.25% interest
rate paid over 5 years for the street sweeper.
MOTION and second were made by Aldermen Mayhew/Nelson to approve the resolution for
the finance agreement with Morton Community Bank and the City of Canton.

DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF GLOCK FULL SIZE CALIBER
WEAPONS/HOLSTER FOR THE POLICE DEPARTMENT.
Purchasing the weapons/holster would upgrade the police departments current supply of
weapons. The City would receive $250.00 per gun as a trade in, or officers can purchase their
service gun from the City. $3,975.00 would come from the asset forfeiture fund and the
remaining$2,625.00 would come from the bonding fees account.
MOTION and second were made by Aldermen Mayhew/Putrich to approve the purchase of the
Glock weapons for the police department in the amount of$6,600.00 with $3,975.00 from the
asset forfeiture fund and $2,625.00 from the bonding fees account.

Mayor Fritz said there is a typo in the ordinance. The first paragraph should be corrected to
properly reflect the change of time from 11:00am to 10:00am.

Mayor Fritz presented the name of Nick Swise as an auxiliary police officer for the City of
Canton. Nick is a resident of Canton and is currently in his final semester of college at Western
Illinois University. Nick also did his internship at the City through Western Illinois University.

POLICE DEPARTMENT PINK PATCH PROGRAM
Chief Nichols explained that effective October 1, 2016 the Canton Police Department and the
Fulton County Sheriff's office partnered together to sell the pink patch. The pink patch will
promote October as breast cancer awareness month. The patches will be available at the
Canton Police Department, the Fulton County Sheriff's Office and Black Crow Candle Company
for $5.00. All proceeds will go to Pink Ink-which is a local organization that helps women deal
with breast cancer.
