Motion carried by voice vote and was unanimous. MAYOR COMMUNICATION PROCLAMATION FOR DRUG OVERDOSE AWARENESS Whereas, Drug Overdose is an epidemic affecting many persons and families in Canton IL, and Whereas, drug overdose deaths have substantially increased 200%since the year 2000, and is now a national and international epidemic, and Whereas, more than 3 out of 5 drug overdose deaths involve an opioid, and Whereas, drug overdose kills more individuals than cars, guns or falls, and is now the leading cause of accidental death in the U.S., and Whereas, the United States is experiencing over 50,000 deaths annually, and Whereas, Fulton County Illinois experienced 13 actual overdose deaths in 2015, and Whereas,The City of Canton IL is committed to the recognition, care and treatment of those with substance abuse problems, and Whereas, International Drug Overdose Awareness Day is August 31;the day is aimed to raise awareness of overdose and reduce the steady increase of drug related deaths, and Whereas,The City of Canton, IL encourages efforts to promote understanding and awareness of drug overdose and problems. Now, therefore, we congratulate all Canton IL residents who participate in the International Drug Overdose Awareness Day recognition and advocacy events in August and throughout the year, and Be it further resolved that this resolution supports and promotes participation to the organizers and participants of The 2nd Annual Drug Overdose Awareness Walk in Canton, IL on Sunday, August 28 2016, at 1:00 pm. 3D EXTREME ARCHERY TEAM RECOGNITION Scholastic 3D Archery started three years ago in Kentucky by Jenny Richardson. Jenny is the head of Kentucky's game and fishing commission. Kids are able to shoot and once they reach the high school level they can them compete for scholarships. The team is the largest in the State of Illinois. Currently the team has 28 members with hopes to increase in size. Team members present introduced themselves and the awards they have received since the team began in March of this year. GRASS CLIPPINGS PROHIBITED ON CITY STREETS Mayor Fritz reminded all residents that grass clipping should not be discharged on the streets. Grass clippings that get into the streets will plug the sewer system and cause problems to the equipment. FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF AN IN-CAR VIDEO CAMERA SYSTEM FROM THE DUI FUND FOR THE POLICE DEPARTMENT The police department recently looked into wireless video camera systems; however the pricing was too high. The in-car video camera system being requested has better quality. MOTION and second were made by Aldermen Ryan Mayhew/Jim Nelson to approve up to $6,000 for the purchase of the in-car video camera system from the DUI fund for the police department. UPDATE ON WATER BILL FROM THE PRISON Treasurer Wilkinson explained that $189,686.50 has been processed from the State of Illinois for the Prison's past due water bill and the funds should be received by August 16, 2016. The State informed Treasurer Wilkinson that payments would continue to be sent throughout the fall. Treasurer Wilkinson will find out if the State will be releasing double payments each month to pay the past due water bill. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN AN ORDINANCE AMENDING TITLE 9 (TRAFFIC REGULATIONS) CHAPTER 10 (TRAFFIC SCHEDULES) SECTION 1 (STOP SIGNS) PROVIDING FOR STOP SIGNS ON ANDERSON PLACE AND SOUTH 6TH AVENUE AND SOUTH 8TH AVENUE IN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS. DISCUSS, CONSIDER AND VOTE ON USE OF CITY OWNED PROPERTY FOR THE USE OF AN ARCHERY CLUB. Gary Ball explained that Scholastic 3D Archery is a growing sport. The group purchased the equipment to make a state of the art archery range that they would like to be in Fulton County. The State shoot scheduled for next spring will bring 200 people into the community. The request is to use the old motorcycle track for the 3D archery range. 3D Archery would hold monthly shoots as well as the State shoot. The group would like to use the property and they would be willing to make the improvements to the ground. The group is not asking for any funds, but rather just use of the property. The group is insured through Scholastic 3D Archery. Each coach has their own insurance and each student has $25,000 in health insurance. The club would have insurance, but the City of Canton would also be named on the insurance policy. 3D Archery is different than the Black Diamond Archery. There is a difference in the distance of shooting as well as the types of targets that are used. 3D Archery holds their shoots on separate weekends than Black Diamond Archery. The group would like to have long term use of the property for their club. Gary Ball further explained that there is currently approximately three acres that could be used for parking. The land would need to be mowed and maintained, but they would be willing to do that for the use of the land. The group would bring in a shed to keep the targets and various pieces of equipment in. Gary explained that the archery club will enable him to work with kids that might need some extra encouragement with their grades. To be able to shoot the students must be performing well in school. The group wants to continue to work with the students and help them obtain scholarships for college and keep the students out of trouble. If the City allows the use of the property for the archery club they would regulate the area with gates that can be locked. The group is also looking at Youth Acres as a potential site, but they feel that the old motorcycle track that the City owns would be a better option. Alderman Nelson asked if there would be any requirement for water or restrooms on the property if they use the property. Attorney Rebel will review the information proposed and bring additional information back to the next Council meeting. Mayor Fritz explained that a request was made about getting a sign at the entrance ways to the City. IDOT has been getting several requests from various organizations for signs. IDOT has a policy now that states that they can no longer absorb the cost for signs. If the City wants to have the signs, it would need to be at the expense of the City. The signs would still need to comply with 'DDT's specs, but the cost would fall back onto the City. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE PROVIDING FOR AND APPROVING THE SECOND AMENDMENT TO THE CANTON 2 ROUTE 9 CHESTNUT STREET TIF DISTRICT REDEVELOPMENT PROJECT AREA, PLAN AND PROJECTS. (1ST READNG) Mayor Fritz explained that there are currently some parcels that are inside the City and some of the parcels are outside the City. In order to disconnect from the City they can't be inside an active TIF district. The first step would be to take them out of the TIF district. This will be brought back to the next council meeting for the 2nd reading of the ordinance. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN TAD PUTRICH, CHAIRMAN RESIGNATION OF WARD 1 ALDERMAN JIM NELSON Alderman Jim Nelson will be moving outside of his ward. Since he will no longer be living in the ward the resignation will be effective August 30, 2016. MOTION and second were made by Aldermen Justin Nelson/Putrich to accept the resignation of Alderman Jim Nelson. The motion carried by voice vote and was unanimous. Mayor Fritz announced that any resident in Ward 1 that would be interested in filling the remaining term of Alderman Jim Nelson (September 1, 2016-May 2017) could contact his office at 647-0065. Petitions for the next election will be available on August 30, 2016 for the next four year term. COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN UPDATE FROM SPOON RIVER PARTNERSHIP ECONOMIC DIRECTOR MISSY TOWERY GENERAL ECONOMIC DEVELOPMENT POINTS Meeting with WIRC representatives to go over the housing surveys for the rehabilitation grant application. Submitted press release about The Local Crowd grant to be a demonstration site. Attended two Wednesday training sessions with our team. Website meeting with Carol Kohler, Dana Smith and Amanda Atchley. RETAIL/COMMERCIAL/INDUSTRIAL DEVELOPMENT Continuing to work on processing facility prospect. Site visit to their current facility. Phone conversation with Kmart real estate representative who shared their proposed tenant has gone quiet and they want to explore other options. Contact with person who has been interested in a possible concrete plant. They are still interested, but their work has been crazy and haven't had time to delve any deeper. I did provide an update on a property owner and submitted another potential option for him to consider. We agreed to reconnect in early August. BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT Working with a local downtown business on their interest to relocate. Working with another downtown business on their interest to open a Christian Youth Center. Worked with local business owner on addressing questions regarding a new site with help from John Kunski. The company who I polled all council members about has contacted me and they want to go ahead and explore the business model that is the restaurant concept. Lunch meeting with CFC Properties/Cook representatives discussed available property and the annual headquarters visit. Shared local updates. OTHER Prepared for and attended SRPED Board Meeting. Prepared for and attended SRPED Executive Committee meeting. Presented with Attorney Rabel at the Fulton County Mayor's meeting. DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT AND ROAD CLOSURE FOR THE CANTON HERITAGE DAYS. The setup for the event will be on August 13, 2016 and the tear down date will be August 14th, 2016 at 5:00pm MOTION and second were made by Aldermen LovellPutrich to approve the special event request as long as the paperwork is all in order. The event will be held on August 20, 2016. The event will be August 20, 2016. Setup loam and will be taken down at 7:00pm. DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST BY WHITE OAKS SPORTS BAR FOR THE 1ST ANNUAL RIB FEST AND ROAD CLOSURE TO BE HELD AUGUST 27. 2016. The event will setup at 9:00am and take place until midnight. The road closure will be on White Court from Elm to Pine. MOTION and second were made by Aldermen Lovell/Jim Nelson to approve the event if they have the proper insurance. Alderman Jim Nelson said the application listed that the event would be taken down at midnight, but the request for right of way closure was at 6:00pm. Alderman Jim Nelson said he thinks that was an error on their part, and should probably say midnight on that form too. Alderman Jim Nelson said the City might want to get clarification on the times. Alderman Ellis asked if the other businesses on White Court are in agreement with closing the City street on the Saturday. Mayor Fritz said he is not sure if the other businesses have been contacted. Alderman Justin Nelson asked if the person making the request for special events could be present at the meetings in case there are any questions. Mayor Fritz said the City wants to clean up some of the procedures that are required on special event requests. Amended motion and second were made by Alderman Lovell/Nelson to approve the event with the road closure on White Court from Pine to not include the area south of the ally. PUBLIC WORKS, WATER AND SEWER ALDERMAN GERALD ELLIS, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN (absent) DISCUSSION OF TAG DAYS ON CITY STREETS Mayor Fritz explained that a concern was made to the Mayor's office about people being at Main and Locust Street asking for donations and the safety concerns. Mayor Fritz did some research and found that a state law prohibits soliciting on state routes unless there is a city ordinance that would permit it. The city does not currently have an ordinance, so it would be prohibited on state routes. If the City wants to pass an ordinance to allow this on state routes certain requirements would need to be met. They would need to be registered as a charitable organization with the attorney general's, and must be for a statewide fundraising benefit, the age of the people need to be 16 or over and they must wear traffic safety vests. The City cannot continue to allow this on state routes without a city ordinance. Alderman Justin Nelson explained that the City currently has several groups that would meet the criteria and should come up with an ordinance to allow those that qualify to continue to solicit on the state routes. If the City does create an ordinance he further believes Main and Locust and 1st and Locust should be excluded. These two intersections does not have an area that people can stand on without being right in the middle of the roadway. The intersection of 5th and Lynn Street does have a median that people can stand on that gets them out of the traffic. Alderman Jim Nelson said he had some people that expressed concerns to him about the people that are soliciting on the state routes when they come into the community for various events being held downtown. Alderman Jim Nelson asked if the City has any liability if they approve these groups to continue to solicit on the state routes. Mayor Fritz explained that he could have Attorney Rabel draft an ordinance to bring back to council for consideration.
