Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. Alderman Jim Nelson said he wanted to wait to see what amount of money will be available in MFT funds next year. This could be brought back to the first meeting in July for further discussion. Mayor Fritz requested to have the Treasurer's Report removed from the agenda. Motion and second were made by Aldermen West/Jim Nelson to approve the corrections to the agenda. The motion carried by voice vote and was unanimous. Discussion: Alderman Tad Putrich said he would like to have a correction made on the bill list. After he reviewed the bill list an item is listed as Canton Car Quest that should be for Canton Daily Ledger. FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN UPDATE FROM MICA REGARDING THE CITY OF CANTON'S LIABILITY AND WORKERS COMPENSATION INSURANCE PROGRAM. The MICA pool administrator-James Graff explained that his goal was to update the Council on MICA, provide back ground on Arthur J Gallagher and answer any questions. Currently there are 106 pools that AJG manages. Illinois holds the largest number of municipal pools in the Country. MICA was developed in 1984. Intergovernmental pools were allowed to come together at that time due to some legislation put together through the Risk Retention Act. MICA began with 6 members and has since grown to 25 members across Illinois. The pool is looking to grow; however they are also happy to stay at their current size. The executive board does look for other communities that would be interested in the pooling aspect. It is only an Illinois Municipal Pool. One of the benefits of MICA is the benefits of the self insurance cooperative purchasing power. The cooperative can increase insurance coverage and can stabilize the overall cost year over year as the market swings up and down. MICA can do the following: * Retain a portion of the predictable losses * Transfer a portion of the catastrophic risk. * Broaden your insurance program coverage's * Control your costs in the hard market * Budget a known maximum cost. * Input in the claims process * Third party administrator settling claims and working on behalf of MICA not an insurance company. * Medcor utilized to reduce and aid workers compensation claims. MICA partners with the following * Gallagher Bassett-Loss Control * PMA-Claims Administration * Ancel Glink-Pool's Attorney * Arthur J Gallagher-Administration/Broker * Medcor-Nurse Triage * MAP Services-Training and Loss Control * MICA Members-Peer Review and Collaboration Training and education will be provided to the City employees in loss control as part of the program. MICA is considered a protected insurance pool. The high limits for liability insurance is a plus. MICA has up to 15 million dollars in liability protection. The workers compensation has statutory limits with no cap. MICA develops a budget of $12,975,000 to pay for claims. The property protection has $1000.00 deductible applied to members. Once the deductible is paid the loss fund pays the next $200,000.00 of a claim. If it was a catastrophic loss, any additional amount would then go to the excess insurance company. The contribution allocation formula for MICA is broken down between exposures (revenue, payroll, and the property values) and loss experience. The loss experience is weighed heavier than the other exposures. The exposures times the rate and the loss experience times the rate makes up the contribution rate. The actuary is used to determine what is needed to fund all of the losses. If all of the money is not spent, it then becomes member equity/member surplus. There have been some dividends returned to members over the years. The loss control initiatives are very important to create savings that could then be returned to members. MICA uses a four year capture of losses. The Illinois Municipal League's rate was $508,000.00 for 2011-2012 and MICA quoted the rate of $453,772.00. This created a savings of $62,000.00 in the overall contribution for the first year. The annual contribution rate has fluctuated over the last few years, which is not uncommon to see. The loss control initiatives can help control the costs by learning how to eliminate claims. MICA is not a broker driven pool, but rather is managed by its members. The members can contact MICA at anytime. Alderman Jim Nelson asked if the City of Canton has received any dividends from MICA. City Clerk Diana Pavley-Rock said she is not aware of any dividends that the City has received. James Graff said MICA's surplus is currently around 6 million dollars and the executive board is not returning any of the funds. Rather than returning the funds they are holding on to the funds. James Graff explained that he could provide the Council with the full financials of the MICA program. It has been over 4-5 years since there was a return of member equity. There was some return of the investment 6-7 years ago because there was a 5-6% return on investments. Now there is only 1-2% return on investments LEGAL AND ORDINANCE COMMITTEE ALDERMAN WEST, CHAIRMAN AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF CANTON (USED SELF CONTAINED BREATHING APPARATUSES AND AIR CYLINDERS (1ST READING)#4031 Chief Shubert explained that the proposal is for the sale of 13 air packs and 20 spare bottles. It is the opinion of the City Council that it is no longer necessary or useful to retain the used self contained breathing apparatuses and air cylinders. The Fairview Fire Protection District has offered to purchase the sale of property in the amount of $10,000.00. The income received would be used toward the purchase of new apparatus and air cylinder. MOTION and second were made by Aldermen Putrich/Mayhew to waive the first reading. DISCUSS, CONSIDER AND VOTE ON A REQUEST FOR PROPOSALS TO ACQUIRE CITY OWNED REAL ESTATE. AN ORDINANCE AMENDING VARIOUS PENALTY SECTIONS OF THE CANTON MUNICIPAL CODE. (1ST READING) The purpose of the amendment to the code is to create penalties for sections of the municipal code and to give violators an opportunity to settle violations without appearing in court; in furtherance of its statutory powers to amend the municipal code. The fines could be in just one generalized section of the code. It will be better structured in our code if they are all in the same place. Further discussion took place regarding some of the language in the proposed ordinance. Alderman Tad Putrich had some questions that would need to be answered by Attorney Rabel prior to approving the amendments. Mayor Fritz explained that this is just the first reading of the ordinance and Attorney Rabel could review the language in the ordinance and answer questions before the next Council meeting. AN ORDINANCE AMENDING TITLE 1 (ADMINISTRATION ) CHAPTER 27 (GENERAL PENALTIES) SECTION 27 OF THE CANTON MUNICIPAL CODE. (1ST READING) NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN TAD PUTRICH, CHAIRMAN DISCUSS CONSIDER AND VOTE ON CHANGES TO JOB DUTIES FOR THE CHIEF OF POLICE SECRETARY POSITION In the 2016-2017 budget the City included a raise for the Chief's secretary to offset the extra duties she has been assigned since the removal of the Deputy Chief's position and for additional duties. Based on a prior budget meeting the Mayor Fritz- Chief Nichols attempted to revamp the duties and concluded the position title and duties should be revised. The revision has been presented to the AFSCME union and an agreement has been reached to allow the secretary position to be unfilled and this newly titled "Administrative Operations Coordinator" position to take its place. Once the new person from dispatch moves into this position and a new person is hired in the dispatch area to replace the person transferring into the administrative operations coordinator position the City will have an overall savings of approximately $1,700.00. Internal applications have been taken and the City has one person ready to be moved to that position with the Council's approval. MOTION and second were made by Aldermen Putrich/Hale to accept the administrative operation coordinator position with the new duties. Discussion: Alderman Lovell asked if this is a new position that will vacate the current position. Chief Nichols confirmed that it is a new position that vacates an existing position within the union. Alderman Lovell asked if there is an ordinance that says the City has to fill the vacated position. Mayor Fritz replied "no". COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN A SPECIAL EVENT REQUEST FOR A NEIGHBORHOOD BLOCK PARTY LOCATED AT 119 LONGWOOD COURT TO PARK PLAZA DRIVE TO BE HELD JULY 30, 2016. The neighbors have all agreed to the block party-with approximately four driveways affected. Residents of Longwood Court and Park Plaza Drive are requesting to close their small section of the street for a block party that will be held July 30, 2016. Since there will not be any alcohol on the street or events held on the street the City did not require a certificate of insurance. The street will be use for serving food. The event will be held from 4:00-7:30pm. MOTION and second were made by Aldermen Lovell/Justin Nelson to approve the special event request for a neighborhood block party located at 119 Longwood Court to Park Plaza Drive to be held July 30, 2016. PUBLIC WORKS, WATER AND SEWER ALDERMAN GERALD ELLIS, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN DISCUSSION ABOUT THE PLACEMENT OF A STOP SIGN AT MAIN AND HICKORY Alderwoman Hale explained that 43 accidents have taken place at this intersection since 2006 and thought a four way stop at the intersection of Main and Hickory could be discussed. Chief Nichols explained that 10 of the 43 accidents were injury related accidents. One of the most recent accident involved a vehicle that ended up in the house. During another accident a woman ended up being thrown from her vehicle because she was struck so hard at this intersection. Many of the accidents are due to vehicles running past the stop sign and hitting the other vehicles. After the last accident, one of the police officers approached Chief Nichols and asked if the City could consider making this intersection a four way stop. Chief Nichols further explained that there would be a 1-4 chance at this intersection of ending up in the hospital if involved in an accident. This is a serious problem that needs to be discussed. Chief Nichols spoke to residents that live near this intersection that have expressed concerns about the traffic. Alderman Putrich asked how the numbers have been since the flashing light were installed. Chief Nichols said the last accident that involved the car ending hitting the house was after the flashing light was installed. Alderman Justin Nelson asked if the City would consider using the rumble strips before putting in a four way stop. Chief Nichols said the rumble strips create maintenance issues. Justin Nelson said if a 4 way stop was placed in this intersection there would need to have some tree trimming so the signs could be visible. Alderman Justin Nelson said you might see increased speed on 1St Avenue if the signs are installed on Main and Hickory. This will be placed on the next agenda for further discussion. Alderman John Lovell said he wanted to discuss the intersection of Elm and 2nd Avenue near Billy's Tap and the new CEFCU building. A resident expressed concerns about traveling north on 2nd Avenue--- the cars being parked in this area make it very difficult to see approaching vehicles. When the new CEFCU opens it will create even more traffic in this area. This will be placed on the next agenda for further discussion. STREETS AND GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN Alderman Justin Nelson reminded citizens that if they see any potholes on city streets they need to contact the public works department. LAKES, BUILDINGS AND GROUNDS ALDERMAN JIM NELSON, CHAIRMAN COMMUNICATIONS FROM MAYOR JEFFREY A FRITZ Mayor Fritz announced that the City will be holding the annual city-wide cleanup from June 20- 25, 2016. The hours will be from 7:30-5:OOpm- Monday-Friday and from 8:OOam-4:OOpm on Saturday. The public works facility at 520 Locust Street is where residents can bring items they want to get rid of. A photo ID is required to show proof of residency. The following items will not be accepted: * Appliances * Electronics * Televisions * Computers * Monitors * Tires * Batteries * Yard waste * Paint * Excessive construction material Staff will be onsite to help. If anyone is disabled or elderly the public works department will help get things to the facility.
