Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE Mayor Jeffrey Fritz, City Clerk Diana Pavley-Rock, Treasurer Crystal Wilkinson, Attorney Nancy Rabel, Police Chief Rick Nichols, Fire Chief Tom Shubert, City Engineer Keith Plavec (late arrival) MEDIA IN ATTENDANCE: Daily Ledger, Fulton Democrat VIDEO SERVICES BY JOE GINGER PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION- Alderman Gerald Ellis PUBLIC PARTICIPATION- Corey Lindsey explained to the Council that he previously experience some problems with dogs in his neighborhood. Corey said he tried to work with the police department on the issue, but did not have any success. Corey further explained that he has been issued tickets from the police department for having garbage cans with no lids. Corey said he is the only one in the City that received a ticket for having no lids on their garbage cans. Corey said he tried to work with Chief Nichols; however it took him 19 days to return the phone call. Corey said he feels that his next step would be to install camera's next to his garage and to picket City Hall to get the media involved. The only thing he feels he is receiving at this point is harassment. Corey feels he is receiving retaliation from the police department because he called and complained about a City worker not picking up his garbage. CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD MAY 17. 2016 BILL LIST MOTION and second were made by Aldermen Ellis/Lovell to approve the consent agenda as presented. FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON A REQUEST FOR FUNDING FOR THE CITY WEBSITE UPDATE/REDESIGN FROM GOV OFFICE. The total cost of the website update/redesign is $8,645.00 to be split between the City and SRPED. The City portion would be in the amount of$4,322.50. Executive Director-Missy Towery explained there has not been a redesign on the Canton Illinois.org website for five years. The proposal includes splitting the cost between the City of Canton and SRPED. The partnership would pay for their portion from the 2016 fiscal year hotel motel tax grant they received from the City. The partnership over budgeted two items--- one being the Illinois Scenic Road by-way. The dues were originally budgeted at $5,500.00, but they decreased to $2,000.00 due to some re-organization. The partnership also had some left over tourism money. This redesign allows for some quick links and more control over the photos on the website. The home page will also be cleaned up. Citizens would also have the ability to pay for different things online. The updates will take approximately four months. Missy would like to have the City share the expense for the website redesign. In May 2016 there were 46,762.00 page views with 20357 unique IP addresses-- this demonstrates that the website is widely used. MOTION and second were made by Aldermen Mayhew/Jim Nelson to have the City contribute half of the cost for the website redesign in the amount of $4,322.50 from the hotel/motel tax fund. The purchase of a new police vehicle is in the police departments current budget. The cost of the new vehicle is $26,937.00. Chief Nichols explained that he has a vehicle that has been out of service since last year. The department recently had another vehicle taken out of service with transmission problems. The cost to replace the transmission would be approximately $2,800.00. The new vehicle would replace a 2011 Ford Expedition with 114,000 miles. Chief Nichols discussed the replacement of the 2011 Ford Expedition and agreed to give the vehicle to the fire department. MOTION and second were made by Aldermen Mayhew/Putrich to approve the purchase of the new vehicle for the police department in the amount of$26,937.00. Alderman West asked what the plans were for the other vehicle with transmission problems. Chief Nichols explained that he would be taking the vehicle to auction. ILLINOIS STATE BUDGET Mayor Fritz said he wanted to update everyone on the situation with the Illinois State Budget (lack of a state budget). The general assembly adjourned on May 31, 2016 and failed to pass a state budget for 2017. Mayor Fritz said that he has been informed that there will be no immediate threat for the LGDF or other local revenues; however without a budget the state lacks appropriation authority to make a payment to local governments for motor fuel tax, video and casino gaming, the use tax and 911 spending. The delay in these payments also occurred last year and we didn't receive funds until December of last year. The Illinois Municipal League will be working with the budget impasse and will make sure municipalities receive funds that are due to them. DISCUSS CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF CANTON.#4030 The bid opening took place earlier today for the sale of the Siesta Motel neon light sign. The City received one bid from Kevin Williams in the amount of$2,025.00. MOTION and second were made by Aldermen Jim Nelson/Putrich to accept the bid in the amount of$2,025.00 for the purchase of the Siesta Motel sign. DISCUSS CONSIDER AND VOTE ON A RESOLUTION APPROVING A LICENSE AGREEMENT BETWEEN FULTON COUNTY REHABILITATION CENTER MICHAEL HITCHCOCK SR KENNETH E SIDWELL AND MICHAEL L HITCHCOCK JR AND THE CITY OF CANTON AND DIRECTING THE MAYOR AND THE CITY CLERK TO EXECUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON ILLINOIS. #5054 FCRC is proposing to sell a but behind their property on 5t" and Cherry. The building has been there for many years, but was found to encroach upon the City right of way. There is no water or sewer at this location. If they decided to do curb and guttering or other improvements, Engineer Keith Plavec does not feel it would interfere with any plans. Attorney Rabel met with Attorney Ron Weber and Kenneth Sidwell-- they indicated that they are hoping to improve the building. MOTION and second were made by Aldermen Jim Nelson/Mayhew to approve the resolution and license agreement between Fulton County Rehabilitation, Michael Hitchcock Sr, Kenneth Sidwell and Michael Hitchcock Jr and the City of Canton and directing the Mayor to execute said agreement. PETITION AND APPROVAL OF PARTIAL VACATION OF PUBLIC ROADWAY The petition is by Dave and City Duquian and Kevin and Beth Myers- that lives at the dead end of North 8th Street. It was brought to the attention of the City that their property is where the road ends and has never gone through. There are some improvements being made. Attorney Rabe[, Engineer Plavec and Zoning Director John Kunski looked at the area. They did not feel the City would ever need the land that comes up to Wagner Farms. The City does not see any development or any use of this portion of the roadway. It was suggested that they file a petition to have the roadway vacated so it could be returned to them. The City will maintain a 10 foot utility easement on the north side of the vacated area. MOTION and second were made by Aldermen Ellis/ Lovell to approve the vacation of the public roadway. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN TAD PUTRICH, CHAIRMAN COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN A SPECIAL EVENT REQUEST FROM CANTON MAIN STREET FOR THE ANNUAL KIDS FEST TO BE HELD ON JULY 9, 2016. This is an annual event with the request of closure of the CEFCU parking lot. MOTION made by Aldermen Lovell/West to approve the special event request from Canton Main Street for the annual kids fest to be held July 9, 2016. UPDATE FROM SPOON RIVER PARTNERSHIP ECONOMIC DEVELOPMENT DIRECTOR MISSY TOWERY. Missy Towery acknowledge the Art of Main Fine Arts Committee for their excellent job this past weekend. This year's event was the largest to date with 32 artists. All of the food vendors sold out on both days of the event. There was an estimate of 3500 visitors attending the event. The artists were very appreciative of the over 50 volunteers. The volunteers included students from the Fulton County 4-H club and from the Canton High School FFA. The committee appreciates the help of the Council, Mayor, and the Mayor's assistant Carol Kohler as well as the street and police department. The full report from the Spoon River Partnership Economic Director Missy Towery was presented in the Council packet. Missy explained that she is working with WIRC on the CDAP housing and rehabilitation grant. All of the necessary survey's have been completed and turned back into WIRC. WIRC will now share the surveys with the GIS center at Western. They will map them out and a specific area can be targeted. Once the area is defined, a public hearing will take place for the grant. The hope is to have the grant submitted in July. Training will take place in July/August to be a demonstration site for local crown fund- through the local crowd fund organization. The hope is to go live with the projects in October. Missy Towery and Engineer Keith Plavec met with a prospect that was interested in one of the lots and the Industrial Park. They did not feel the lot would work for them. Missy explained that they then looked at 7 other potential properties. The business would be a 2.5 million dollar investment with 10 jobs. The 25th annual cruise in will be held Friday, June 17, 2016. The Chamber Music in the Park will begin the first Friday in July and will go all four Friday's during the month of July. The Farmers Market has started and will be every Saturday in the park from 7:30-11:30 until the last Saturday in September. LAKES, BUILDINGS AND GROUNDS ALDERMAN JIM NELSON, CHAIRMAN DISCUSSION WITH THE CONDITION OF THE CANTON LAKE ROADS. Alderman Jim Nelson said he would like to start to look at the condition of the lake roads and prioritizing the roads to get repaired. The entrance is needing repair along with other areas around the lake. A mill and overlay as well as draining on the west side of the road would be needed. Currently$55,000 is in this year's budget in the lake fund. The roofing at one of the buildings could be delayed this year to free up some funds for the road repairs. Alderman Ellis said he agrees that the roadway is in bad condition. The roads are City owned, but MFT funds can't be used. MFT funds need to be used within the corporate limits of the City. The City will continue to look at ways to finance the repairs needed on the lake roadway. The Council would like to move forward in looking at ways to do some improvements at Canton Lake. This will be brought back to the next council meeting for further discussion. Alderman Jim Nelson wanted to remind everyone that If a boat is on Canton Lake they require a City sticker. Zone A is near the dam and should not have any boat traffic. Between Taylor's lot and the beach is a no wake zone. The Zone C allows for the larger motors..... which is the skiing area. COMMUNICATIONS FROM MAYOR JEFFREY A FRITZ Mayor Fritz announced the passing of former Alderman Jim Hartford on May 29, 2016. Jim served as an Alderman from 1995-2007 and 2009-2013 for a total of 16 years. He went on to serve as the Chairman of the Planning and Zoning commission. The City appreciates the time he devoted to the City of Canton. APPOINTMENT TO THE PLANNING AND ZONING COMMISSION Mayor Fritz said he would like to present the name of Eric Arnold to the Planning and Zoning Commission. FORMING AN EMERGENCY MANAGEMENT COMMITTEE Mayor Fritz explained that during today's department head meeting he discussed forming an emergency management committee. Previously Chief McDowell brought in a training force for emergency management so we will continue to move forward with a committee. Fire Chief Tom Shubert will chair the committee, but everyone will be involved. MOVIE IN THE PARK The police department will host the movie in the park tomorrow night at 7:OOpm in Jones Park.
