A regular meeting of the Canton City Council was held on May 17, 2016 (6:30pm) in the Council
Chambers, The Donald E. Edwards Way-50 North 4th Avenue, Canton, Illinois 61520.

ADDITIONS OR CORRECTIONS TO THE AGENDA
The Mayor has requested that under the Consent Agenda, item #3 Treasurer Report be
removed as it is a preliminary report and has not been finalized. Under Legal & Ordinance item
#1 be removed from the agenda for tonight's meeting.
MOTION and second were made by Aldermen Justin Nelson/Lovell to approve the changes
made to the agenda for tonight's meeting.

DISCUSS, CONSIDER AND VOTE ON THE MINIMUM PRICE FOR THE SIESTA NEON SIGN
AMEND MOTION made by Aldermen Jim Nelson to approve putting a minimum reserve bid
price of$1,500.00 for the Siesta Sign with parameters.
MOTION made by Aldermen Jim Nelson/Hale to approve putting a minimum price $1,500.00
for the Siesta Sign in a sealed bid to accept the highest bid with bidder providing liability
insurance.
The bid packet will include language that Council can choose to accept the highest bid if the
minimum price of$1,500.00 is not met. Also, anyone whose bid is accepted will be responsible
for removing the sign from the motel site and must provide the City with proof of insurance.

DISCUSS, CONSIDER AND VOTE ON THE APPROVAL OF A CONTRACT FOR ASBESTOS REMOVAL
AT THE SIESTA MOTEL SITE.
MOTION made by Aldermen Mayhew/Justin Nelson to approve contract with Triple A Asbestos
Service in the amount of$13,469.00 for removing asbestos from the Siesta Motel building.
Triple A Asbestos Service was the lowest bid of $13,469.00 and the other bid from MNO at
$16,800.00 that the City had received. Triple A Asbestos Service had previously conducted the
asbestos inspection of the Siesta Motel building.

DOG EVENT TO BE HELD ON JULY 8, 2016
MOTION made by Aldermen Lovell/Justin Nelson to approve the Red Dog CF Fundraiser special
event permit for Billy's Tap.
The Red Dog Fundraiser will be held July 8, 2016 at Billy's Tap in Canton, IL from 4:OOpm—
1:00am. There will be a road closing from corner of 2nd Avenue down to Pine Street for the
event. The Clerk's office has received the application and Certificate of Insurance required for
such events.

DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF A BUILDING STRUCTURE COVER FOR
SALT STORAGE
MOTION made by Aldermen Justin Nelson/Putrich to approve purchasing a building structure
cover for salt storage.
Public Works Director Bill Terry stated money has been budgeted for this item. Also, there are
new regulations that have changed and the City is losing money as the rain is washing away the
salt currently stock piled for the roads this winter. Terry presented the Council with a price
quote of$28,248.00 for such a structure which is below the original amount of$30,000.00
approved by Council back in April 2016.

LAKES, BUILDINGS AND GROUNDS
ALDERMAN JIM NELSON, CHAIRMAN
DISCUSS, CONSIDER AND VOTE ON A REQUEST TO USE THE CITY PARKING LOT ISLANDS FOR
SPOON RIVER COLLEGE'S GARDENING CLASS
MOTION made by Aldermen Jim Nelson/Mayhew to approve the use of City owned parking lot
Islands for the Spoon River Colleges' Outreach Gardening class.
Alderman Jim Nelson suggested using the parking lot islands located at 2nd Avenue across from
the new CEFCU building and Bistro & Mel's Sporting Goods . This would also help Carol with
reducing plantings around the City. The plantings by the class would include fall producing
plants like gourds and broom corn and possibly a fall theme featuring a scarecrow and mums.
Andrea with the Spoon River College stated that the Spoon River College Outreach's gardening
class will begin June 1, 2016 and is a 13 week series of classes.

COMMUNICATIONS FROM MAYOR JEFFREY A FRITZ
Mayor Fritz announced there will be "City-Wide Clean-Up Days". This will run the week of June
20, 2016 thru June 25, 2016 and the hours of operation will be Monday—Friday 7:30am—
S:00pm and on Saturday from 8:OOam —4:OOpm of that week. Residents can bring items to the
public works garage located on West Locust. The residents will be required to show
identification and the City will not accept the following items:
Electronics—tires—chemicals- paint
