A regular meeting of the Canton City Council was held on April 19, 2016 (6:30pm) in the Council

DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST FOR KICKAPOO CREEK WINERY
FOR ART ON MAIN.
Alderman Tad Putrich explained that this is a repeat event and a certificate of insurance is on
file.
MOTION and second were made by Aldermen Putrich/Hale to approve the request for
Kickapoo Creek Winery for Art on Main.

DISCUSS. CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST FOR THE TYLER THOMPSON
MEMORIAL BENEFIT TO BE HELD AT MOORE'S PUB
This request is for a new event and includes a road closure on Elm Street in front of Moore's Pub. The
event will be held on April 30 2016 from 10:OOam to 1:OOam. The event will consist of a motorcycle fun
run. No alcohol will be outside. The certificate of insurance is pending.
MOTION and second were made by Aldermen Putrich/Lovell to approve the request for the
Tyler Thompson Memorial Benefit.
AMENDED MOTION and second were made by Aldermen Putrich/Lovell to include the City
parking lot if the road closure is needed.
Attorney Rabel informed the Council that a certificate of insurance is not needed since there
will not be any alcohol outside and no other items are taking place that would require the
certificate of insurance.

ALDERMAN JIM NELSON
Alderman Jim Nelson provided an update:
The State of Illinois still owes the City of Canton approximately $550,000.00 for the past due
water bill for Illinois Regional Correctional Center.
Mayor Fritz explained that recently a news article was published that showed the State of
Illinois has paid millions of dollars in late fees for past due bills. An item will be placed on the
next Council agenda to further discuss late fees associated with the State's past due bills.

FOR THE GROUP MEDICAL PLAN.#5049
MOTION and second were made by Aldermen Jim Nelson/Justin Nelson to approve the
agreement with BCBS for the group medical.
Alderman Ellis thanked Rick Semonis and Amy Whitting McCoy for the work they performed in
obtaining bids and how it was presented to the City.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT WITH BCBS
FOR THE GROUP DENTAL PLAN. #5050
Alderman West explained that two different quotes were submitted by BCBS for the group
dental plan.
City Clerk Diana Pavley-Rock explained that currently the City is self insured with Health Alliance
for the group dental plan. When the City received the quotes from BCBS for the group medical
plan they originally offered a 8.5% increase in the premiums. During the negotiation process,
BCBS offered two options for a fully insured dental plan. BCBS offered the dental plan in
addition to the medical plan and said they would reduce the group medical to a 6.33% increase
if the City would change to a BCBS dental plan. One of the options BCBS provided for the dental
reflected a price of$129,318.00 for a fully funded plan. The other option with BCBS was a fully
funded dental plan for a price of $89,628.00. It was the recommendation of the insurance
committee to go with the lower priced dental plan so the City could receive the deeper
discount on the group medical renewal.
MOTION and second were made by Aldermen West/Justin Nelson to approve the resolution
and approve the dental plan in the amount of$89,628.00 for the dental plan with BCBS.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT WITH
UNITED HEALTH CARE FOR THE GROUP MEDICAL PLAN.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT WITH
UNITED HEALTH CARE FOR THE GROUP DENTAL AND LIFE

DISCUSS CONSIDER AND VOTE ON AN ORDINANCE ADOPTING THE BUDGET FOR ALL
CORPORATE PURPOSES FOR THE CITY OF CANTON, FULTON COUNTY ILLINOIS IN LIEU OF AN
APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING MAY 1, 2016 AND ENDING
APRIL 30 2017. (2ND READING)
Mayor Fritz said that he would recommend holding a special meeting next week to allow
additional time to review the budget before voting on it.
This item will be tabled until next week.
MOTION and second were made by Aldermen Jim Nelson/Putrich to have a meeting next
Tuesday to finalize and approve the budget.
Alderman Jim Nelson explained that after some further work on the budget the City is currently
at a positive amount of $382.00. Before the finance team made some final changes in the
budget the City was in a deficit of$253,652.00.
Dan Bender (Clifton Larson) explained that the City originally budgeted 10% increase for the
health insurance renewal. The City received an actual renewal of 6.33% increase-which creates
a savings in the budgeted amount. The new figures include removing a fire truck purchase;
however there will be funds to carry into next year for this amount. Also included in the figures
is the police officer position that would not be replaced and changes to the City Administrator
position. These adjustments create the net surplus of$382.00.
Mayor Fritz explained that for the first time in several years the City will not be paying any
salaries out of the TIF funds.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE PROVIDING FOR THE USE AND
REGULATIONS OF GOLF CARS AND UTILITY TERRAIN VEHICLES WITHIN THE CITY OF CANTON,
FULTON COUNTY, ILLINOIS. UST READING)
Attorney Rabel said she worked with Chief Nichols and Alderman Putrich regarding the
language in the ordinance. If anyone has any changes in the proposed ordinance she would like
to have any suggestions brought to her for review before the second reading of the ordinance.
DISCUSS, CONSIDER AND VOTE ON HOLDING COMMITTEE MEETINGS ON THE 2ND AND/OR
THE 4TH TUESDAY OF EACH MONTH.
Mayor Fritz explained that the City has been holding the Council meetings on the 1St and 3rd
Tuesday of each month and the committee meetings were held at the same time. Mayor Fritz
would like to go back to holding committee meetings on dates separate from the Council
meetings.
Alderman Lovell expressed concerns about the length of time that committees would have to
wait to send items to Council if only one committee meeting would take place per month
outside of the regular Council meetings.
Alderman Ellis said citizens currently do not have an opportunity to express concerns or raise
questions when the council discusses, considers and votes all the same night.
Alderman Jim Nelson said he would disagree and thinks an extra meeting is not going to have
the Council do anything quicker or faster.
Alderman Putrich said he likes holding two meetings and believes people can contact him with
any questions outside of the Council meetings scheduled. During the months of April and May
budget discussion could dictate a special meeting between Council meetings.
Alderman Justin Nelson discussed the importance of holding regular meetings during the
negotiation period.
MOTION and second were made by Aldermen Justin Nelson/Ellis to hold committee meetings
on the 2nd and 4th Tuesday of each month.
Alderman Putrich said that we could wait until next week's special meeting to vote on this.
Alderman Ellis said the City spent $80,000 more on insurance because the personnel committee
did not meet with the unions. The Mayor and the City Attorney just recently met with the
unions instead of talking to them two or three months ago. The unions were willing to talk....
Nobody contacted the unions.
Alderman Jim Nelson said the City did not have numbers from the insurance consultants.
Attorney Rabel said she was in contact with one union several times and also met with the
other unions.
Alderman Ellis said when you're trying to change a contract --the personnel committee should
have been talking to them back at Thanksgiving.
Alderman Justin Nelson/Ellis withdrew their motion.
Motion and second were made by Aldermen Putrich/West to bring this item to the special
meeting next week for further discussion.
The motion carried by voice vote and was unanimous.

Mid-Century Communications has a company laying fiber optic within the community. Citizens
should be alert and be careful for the workers in the roadways.

GRASS CLIPPINGS NOT ALLOWED IN CITY STREETS
The City of Canton does not allow the blowing or discharging of grass clippings or leaves into
the City streets per Ordinance 3017. Grass clippings wash down the gutters and clog the catch
basins, causing streets to flood.
TALL WEES AND GRASS VIOLATIONS
Property owners are required to maintain their grass and violations for weeds and grass
exceeding 8 inches tall will result in a warning and citation of between $50.00-$200.00 plus
court costs. If the City mows the property, a lien is filed against the property. Weeds and grass
liens are $200.00 per hour per worker- plus $60.00 filing fee costs.
FENCE AND POOL PERMITS
Permits are required for the erecting of fences and swimming pools and most pools require
fencing around them. Contact the public works department for more information.
MOSQUITO PREVENTION
With the dangerous viruses that can be spread by mosquitoes all property owners need to be
responsible to eliminate any standing water where mosquitoes can breed. Examples could be
swimming pools, buckets, old tires, bird baths, etc. These containers should be emptied and
turned over or water changed regularly.
BURNING OF YARD CLIPPINGS
Burning is allowed on Monday, Wednesday, Friday and Saturdays.
