RECONVENED COUNCIL MEETING
The Canton City Council returned to open session after the brief executive session meeting at
6:50pm with all Aldermen present except Alderman Justin Nelson.

DISCUSSION OF UNPAID FUNDS BY THE STATE OF ILLINOIS FOR THE ILLINOIS RIVER
CORRECTIONAL FACILITY WATER BILL/SEWER CHARGES AND STREET MAINTENANCE
Alderman Jim Nelson explained that the State of Illinois is in arrears on their water bill due to
the state budget that has not been passed. The State of Illinois owes the City of Canton
approximately $674,000.00. A voucher has been created for the State of Illinois to issue a
check to the City of Canton for $100,000.00. It is important that our legislators know how this
impacts local communities.
Alderman Putrich asked how this has affected this year's budget. Dan Bender from Clifton
Larson explained that it has an operational impact on the City's budget. A report that Dan
Bender runs has the operational income excluding the bond money that is received. The figure
that Dan ran through the end of January shows approximately$650,000.00 that is being carried
on accounts receivable.
Alderman Gerald Ellis said that if our local citizens get behind on their water bill they get a shut-
off notice- and these are only bills for a few hundred dollars. The amount the state owes is
$674,000.00. Alderman Ellis said to get some action we might need to have all of the prisoners
contact a lawyer to get a suit against the state for not having water to shower or drink. The City
of Canton is hurting financially and can't afford the delinquency in their water bill.
Alderman John Lovell asked what our options are for the delinquent water bill. Alderman Lovell
asked if we can give them a 30 day notice to get the bill paid before a shut off would occur.
Treasurer Wilkinson explained that she will be sending out a notice in a few weeks that will
include consequences if the bill is not paid. Treasurer Wilkinson said she will also be calling the
office that she previously spoke to and keep the pressure on them to get this bill paid. If the
State can pay$100,000.00 as an emergency voucher they should be able to do more.
Alderman Putrich explained that with his business he would shut off the customer and not
allow any more services until the delinquent bill was paid. Alderman Putrich said he is aware
that Spoon River Electric and Ameren are all in the same position that the City is facing.
Alderwoman Hale expressed concerns about shutting of the water at the prison. The state
could potentially decide to close the prison in Canton which would be a greater impact for the
community. The prison is one of the largest employers in Canton.
Alderman Mayhew asked if the City can pass a balanced budget if we are $674,000.00 in
arrears.
Comptroller Dan Bender explained that there is a possibility that last year the money (revenue)
was not ever put into the budget.
Alderman Ellis asked if the money that the City is not receiving for the prisons water bill could
be considered the capital outlay that the City planned to build future projects in the water and
sewer department. Currently the City does not have any reserves or money set aside for any
major repair.
Dan Bender said the City does rely on the revenue to build reserves for capital outlay.

&ASSOCIATES
The City would like to designate Phillips, Salmi and Associates as the auditors for this fiscal year.

Phillips, Salmi &Associates as our financial statement auditor for the fiscal year ending 2016.

DISCUSS. CONSIDER AND VOTE ON ALLOWING THE MAYOR TO ACCEPT AND SIGN FOR
ELECTRICITY BIDS WITH DACOTT ENERGY UNTIL 2017.

VOTE TO APPROVE FILING A SUIT AGAINST THE PENSION BOARD REGARDING DAN TAYLOR'S
RETIREMENT.
MOTION and second were made by Aldermen Hale/Lovell to approve filing the suit against the
pension board regarding Dan Taylor's retirement.
Alderman Ellis asked Attorney Rabel to explain this request and if it is to reduce the amount
that Dan will receive to what the City thinks he should be receiving. The City is asking them to
suspend the amount that we disagree with. Attorney Rabel said we would be paying the lower
amount.
Attorney Rabel said if we didn't file suit, we would lose any avenue we would have to recoup
any money and the timeframe that the City would have to object to the pension board's
determination would expire.
Attorney Rabel further explained that in Dan's original suit he asked the Treasurer be ordered
to pay the higher amount. The pension board is paying the higher amount. Depending on what
the lawsuit has in it--- he would either get the higher amount or the lower amount-- depending
on who wins.

UPDATE FROM MISSY TOWERY-SRPED
Missy Towery explained that she continues to work with a real estate representative for the K-
Mart property. They had some interest from a retailer for that property. One of the things that
Missy is helping the real estate representative with is providing recent local developments that
is occurring in Canton (new construction or expansion projects) this information provides the
developers with information that shows that Canton is still growing.
The transportation committee has communicated with a former [DOT regional engineer to hold
meetings with them regarding the need for a four lane highway for economic development.
Missy had recent conversation with a current national retailer that is interested in a new
building or something that could be renovated. They are very interested in the main street
corridor.
Missy explained that a Fulton County Community Development corporation grant was recently
awarded to Snowman Reindeer Farm.
DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST FROM CANTON MAIN STREET
FOR THE 2016 ART ON MAIN FINE ARTS FESTIVAL TO BE HELD ON JUNE 4-5 2016 IN THE
DOWNTOWN AREA.
Alderman Putrich explained that this request is for an annual event that includes a road closure.
The updated insurance certificate will be submitted upon the renewal from the insurance
company. The event is expected to bring in approximately 3500 people.

PUBLIC WORKS,WATER&SEWER
ALDERMAN GERALD ELLIS, CHAIRMAN
DISCUSS,CONSIDER AND VOTE ON THE EMERGENCY VALVE REPLACEMENT EXPENDITURE FOR
THE WATER PLANT.
Public Works Director Bill Terry explained that the pipe was originally installed when the plant
was built back in the early 30's. The valve malfunctioned and needs to be replaced.
Alderman Ellis explained that the money will come from the system maintenance budget under
line item number 56120.
MOTION and second were made by Aldermen Ellis/ Mayhew to approve the emergency valve
replacement expenditure for the water plant in the amount of $8,000.00 for the valve and
material prices.
