A RESOLUTION APPROVING A PROPOSAL FOR SERVICES WITH CLIFTONLARSONALLEN AND
NAMING SAME TO THE BUDGET DIRECTOR POSITION FOR THE CITY OF CANTON.
WHEREAS, the City Council of the City of Canton has determined that it is necessary and in the best
interests of the City of Canton to accept the Proposal For Services from CliftonLarsonAllen, as set forth in Exhibit
"A" attached hereto and incorporated herein for professional budgeting services in connection with the position of
Budget Director for the City of Canton; and
WHEREAS,the City Council of the City of Canton has made a similar determination.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF CANTON,ILLINOIS,AS FOLLOWS:
1. That the Proposal of Services attached hereto and incorporated herein as Exhibit"A" is hereby approved by
the Canton City Council.
2. That the Mayor of the City of Canton, Illinois, or his designee, is hereby authorized and directed to name
CliftonLarsonAllen to the position of Budget Director for the City of Canton.
3. That this Resolution shall be in full force and effect immediately upon its passage by the City Council of
the City of Canton, Illinois and approval by the Mayor thereof.
PASSED by the City Council of the City of Canton, Illinois at a regular meeting this 1 st day of March 2016 upon
a roll call vote as follows:

Dear Mayor:
As we enter into additional responsibilities and look ahead to budget for the position currently served by CIA,
the following list will be comprehensive of the current contract, as well as expand the service and establish
updated services fees beginning July 15,2016:
Perform services as Outsourced Comptroller(exhting agreement):
o $5,500.00 fixed fee per month (additional projects established by management team approv9l
at an hourly rate of $90.00) through the remainder of the existing contract ending June IS',
2016. A job description has been provided upon establishment of duties and expectations.
- Perform services as Outsourced Comptroller(new agreement):
o $6,000.00 fixed fee per month (additional projects established by management team approval
at an hourly rate of $90.00) through the remainder of the existing contract of June 15', 2017.
A job description has been provided upon establishment of duties and expectations.
Perform services as Outsourced Budget Director(new agreement):
o $2,500.00 per month to be billed In February, March, and April 2016 for related meetings,
preparation,finalization,and proper implementation for the 2015 and 2016 timeframe.
o A monthly fee will be billed in May-January for monitoring and report generation for various
department meetings and designated funds in the amount of$375.00 per month. The total fee
for the Budget Director for the 2015 and 2016 timeframe will total$10,875.00.
- Attend scheduled City Council meetings per request and upon availability.
- Provide financial recommendations of policies and procedures to implement and monitor to maintain
proper internal controls, segregation of duties,and transaction processing.
Any other projects not specified in this proposal will be billed separately,subject to our mutual agreement on
the fees prior to starting the projects. Hourly rates for such work vary with the level of experience of the
Individual performing the work.
