ADDITIONS OR CORRECTIONS TO THE AGENDA
City Attorney Nancy Rabel advised the Council that item #4 under Legal and Ordinance (Discuss,
consider and vote on a resolution approving a franchise agreement between Comcast and the
City of Canton) should be removed from the agenda. Alderman Craig West approved the
request.

TREASURER'S REPORT
City Treasurer Crystal Wilkinson explained that the general fund balance at the end of January
was $594,267.06. The water and sewer fund balance at the end of January was $174,108.02.
The lake fund at the end of January was low; however the City received a FEMA grant in the
amount of$64,000.00.
The City Treasurer sent out bids today for a line of credit for the water and sewer department.
The TIF 1 fund on the treasurer's report has an error in December by showing $289,000.00 in
mileage. This amount'should be listed as a bond payment in the amount of$289,000.00.

FIRE REPORT
GREENWOOD CEMETERY REPORT
This is the first month to include the cemetery report in the packet since the City took over the
cemetery. Cemetery reports will be presented monthly with the council packets going forward.
Mayor Fritz announced that Sexton Kyle Jansen was appointed to the Illinois Cemetery
Oversight Board. The appointment will run from the current date through March 1, 2020.

DISCUSS, CONSIDER AND VOTE ON THE RECLASSIFICATION OF FUNDS DUE TO INACTIVITY OR
NO FUTURE USE
Information was provided in the Council packet by Clifton Larson that explained the need to
reclassify funds due to inactivity or no future use. The recommendation by Clifton Larson was
to move these funds into the general fund. The funds are as follows

$1,308.77 Article 36 Seizures
$20.00 Car Seat
$28,267.61 Technical Rescue

These funds would be accounted for in an appropriate restricted fund currently designated by
the City, State or levied purpose.

DISCUSS AND REVIEW PROPOSAL FROM CLIFTON LARSON FOR THE BUDGET DIRECTOR
POSITION AND CONTINUED SERVICES.
Alderman Jim Nelson explained that Clifton Larson is proposing to perform the budget director
duties. Clifton Larson will oversee the implementation and reporting requirements for the
budget director position. Clifton Larson is also proposing the continuation of the comptroller
position with a monthly increase effective June 16, 2016-June 15, 2017.
Alderman John Lovell asked if the proposed increase from $5500.00 to $6000.00 is due to an
increase in hours being worked- and also wanted to know how many hours they currently work.
Dan Bender (Clifton Larson) explained that his initial cost proposed to the City did not properly
reflect the amount of work or hours required. Dan said "it just takes more time".
Alderman Lovell said that currently the number of hours being worked by Clifton Larson comes
out to approximately 16 hours per week. Lou Ann Bender (Clifton Larson) said that she comes
to Canton two full days per week.
Alderman John Lovell said that the 16 hours per week justifies the amount being requested.
Dan Bender said that they spend approximately 80-90 hours per month working for the City.
Alderman Lovell asked how Clifton Larson came up with the proposed figure for the budget
director position.
Dan Bender explained that the City has allocated a certain amount toward the position of
budget director- and they used that figure in their determination. Dan further explained that
most of the budget director duties will be spent the first three months of the calendar year-
which explains why the schedule of fees is setup as proposed.
Alderman Lovell said he has a concern with Clifton Larson performing comptroller duties, but at
the same time performing budget director duties and "double dipping" in compensation.
Alderman Lovell also asked if the budget director position would be adding more hours into
their work.
Dan Bender explained that in 2015 they performed the duties of budget director concurrently
with their position of comptroller. Dan said that being the budget director will increase their
time.
Alderman Jim Nelson explained that the past comptroller was offered a salary of $55,000.00
per year. Once you add in FICA/Medicare, Insurance and IMRF costs the salary with benefits
come to a total of $86,322.00 for a full time employee. The savings to the City by utilizing
Clifton Larson instead of hiring a full time comptroller is $10,000.00-$15,000.00
Mayor Fritz announced that the next budget workshop will be held on Saturday, February 27,
2016 at 9:00am.
Alderwoman Hale said it seemed early to be talking about re-establishing their services as
comptroller to June, 2017 when their current contract doesn't expire until June 2017.
Alderman Jim Nelson said that the City will need to budget the proposed amount in the budget
that will be passed in April.
Alderman Putrich said he was caught off guard by the request of a 9.0% increase in salary after
working with the City for just a year. Alderman Putrich said he works with a lot of business and
nobody increases their accounting fees by 9.0% per year. Alderman Putrich said if it is true that
they estimated wrong on their hourly time-- it just seems like a big hit after the first year.
Alderman Putrich said he would have expected a 2-3% increase, but was shocked at a 9.0%
increase.
Dan Bender explained that the proposed fee is a more realistic fee going down the road into
the future and would not anticipate asking for a 10% increase each year.
Alderman Putrich said he would not want to have an 8-9% increase each year.
Mayor Fritz explained that he will have an ordinance prepared for the next Council meeting for
the proposed increase for the comptroller duties along with an ordinance for the budget
director position. The current ordinance states that the budget director should reside within
the City, but the proposed amendment to the budget would take out the residency
requirements.

DISCUSS CONSIDER AND VOTE ON A RESOLUTION APPROVING THE LEASE BETWEEN THE
FULTON COUNTY COURT SERVICES AND THE CITY OF CANTON. #5042
Attorney Rabel explained that the lease agreement is for the probation offices that will be
located on the first floor of City Hall.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING THE LEASE BETWEEN CENTRAL
CABLE CONTRACTORS INC AND THE CITY OF CANTON.#5043
Attorney Rabel explained that the lease agreement is for a company that is contracted with
Midcentury Communication regarding their fiber and cable services. Public Works Director Bill
Terry was contacted to see if they would be able to store their cable equipment and trucks. Bill
Terry suggested the south side of 3rd Avenue at the International Harvester plant. This
agreement would allow for the storage of the cable equipment and trucks on the property.

DISCUSS CONSIDER AND VOTE ON THE RENTAL OF A SKID LOADER AND MILLING MACHINE
TO COMPLETE BUMP GRINDING ON STATE ROUTES AND ON LOCAL STREETS.
City Engineer Keith Plavec explained that the City initially received phone calls about various
bumps on City roads that would cause large noises as cars would drive down the road and hit
the bumps. Keith discussed the condition of the state routes and the need for improvements
with IDOT. IDOT explained that the improvements would fall under the maintenance
agreement between the City of Canton and IDOT. The City receives approximately $29,000.00
per year to complete minor roadway maintenance on state routes.
The City received the following quotes:

other contractual services- street dept for the milling machine to grind the bumps.
