Re: Study for Water Supply System
Dear Mayor Edwards:
Submitted herein for your approval is our proposal to complete a
study of the proposed improvement to the City's water supply
system, and to the transmission main from the water treatment plant
to the City, and to prepare a preliminary engineering report on our
findings and our recommendations.
We proposed to provide Professional Engineering Services to
complete the following Scope of Work:
Task 1. Required Volume of Water Su~~ly
a. Determine past and future population growth
b. Evaluate per capita water needs
c. Determine industrial water needs
d. Determine commercial water requirements
e. Pscertain water losses from the distribution system
(unaccounted-for water]
f. Determine fire flow requirements
g. Evaluate existing and proposed storage requirements
Estimated time to complete Task 1 is 4 weeks.
Estimated cost to complete Task 1 is ......... $3,300.

Additional In House Expenses:
Materials and Supplies ......................... $500.
Printing and Reproduction ...................... $200.
Total Cost:
$23, 250.
Task 2 calls for exploratory drilling and well tests. The
Department of Commerce and Community Affairs (DCCA} advises that
the CDAP planning grant should not include this work. If any
underground work is done as part of a grant, it will need
environmental clearances. This will delay the grant process. DCCA
says that the City should contribute this cost.
The cost of this work will depend on the extent of exploratory
drilling and testing that is required. Probable cost could vary
from $15,000 to $50,000.

Before any exploratory drilling and well testing is performed in
connection with Task 2, the City will be given information
concerning the proposed cost and will approve or disapprove the
expenditure of City funds for this purpose.
The Engineer shall not proceed with the services called for in this
agreement (except for those activities necessary to complete a
preliminary engineering report) until such times as the City is
authorized by the Illinois Department of Commerce and Community
Affairs to incur costs for said services. This provision is
binding on the parties if the City intends to pay for a part of the
costs of design and/or construction of said system with financial
assistance from the Illinois Department of Commence and Community
Affairs.
The City will pay the Engineer periodic partial payments (not mare
than once per month) based upon invoices submitted by the Engineer.
If this meets with your approval, please return a signed copy of
this proposal.
Please call if you have any questions.
