HomeMy WebLinkAboutResolution #3388RESOLUTION NO. 3388 RESOLUTION REQUESTING REVISIONS TO THE FUNC'~IONAL HIGHWAY CLASSIFICATION SYSTEM FOR THE CITY OF CANTON AND APPROVAL OF THE ILLINOIS DEPARTMENT OF TRANSPORTATION AND THE FEDERAL HIGHWAY ADMINISTRATION WHEREAS, the City Council of the City of Canton, Illinois and its Mayoras the appropriate local official desire to make revisions to the City's FUNCTIONAL HIGHWAY CLASSIFICATION SYSTEM; and, WHEREAS, the City Council of the City of Canton, Illinois has determined that it is in the best interest of the City of Canton to add Birch Street from Main Street to 4th Avenue as an urban collector to the system and deduct 4th Avenue from Myrtle Street to Birch Street as an urban collector from the system. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CANTON, Fulton County, Illinois as follows: Direct the Mayor, acting as the appropriate local official (ALO), to request the Illinois Department of Transportation to approve and obtain the approval of the Federal Highway Administration to revisions in Canton's FUNCTIONAL HIGHWAY CLASSIFICATION SYSTEM as follows: Addition Birch Street from Main Street (FAP 22) to 4th Avenue (FAU 6901) Length 0.32 mi (0.51 km) as an urban collector. Deduction 4th Avenue (fAU 6901) from Birch Street to Myrtle Street (FAU 6881) Length 0.07 mi (0.11 km) as an urban collector. That this Resolution shall be in full force and effect immediately upon its passage by the City Council of the City of Canton, Fulton County, Illinois and approval by the Mayor thereof. Risinger, District Engineer ATTN: Ms. Sue Mason/Planning 8~ Programming Illinois Department of Transportation Division of Highways/District 4 401 Main Street Peoria, IL 61602-1111 RE: City of Canton Functional Classification STU Route Revisions Dear Ms. Mason: The City of Canton has programmed an STU improvement on 4th Avenue from Birch Street to 60 m north of Ingersoll Boulevard in the multi-year program (FY-2000). The current 5 YEAR CLASSIFICATION MAP for the City of Canton indicated that the logical termini for this improvement would be from Myrtle Street (FAU 6881) at the south end to Alder Street (FAU 6906) at the north end. Presently there is a one block gap on 4th Avenue between Myrtle Street and Birch Street. This gap is occupied by two residences. The City has no desire to extend 4th Avenue from Birch Street to Myrtle Street. Both Myrtle Street and Birch Street are identical in width, surface and the amount of traffic on them. Birch Street serves as a collector route between Main Street (FAP 22) and 4th Avenue and is a more direct route to the park and recreational area bounded by Sycamore Street, Birch Street and 4th Avenue. Our consulting engineer, Maurer-Stutz, Inc., attended a Bi-monthly coordination meeting on June 6, 1997, at which the logical termini and the gap were discussed. It was recommended at this meeting that District 4 research their records to see if there were any commitments on file concerning the gap in the system at this location. The recommendation was made that if no commitments were made on how the gap occurred at Birch Street, it could be possible that Birch Street be the logical termini if the FAU designation ended at Birch Street. As the appropriate local official (ALO) for the City of Canton, I respectfully request that the following revisions be made to the highway functional classification network in the City of Canton: A dition Birch Street from Main Street (FAP 22) to 4th Avenue (FAU 6901) Length 0.32 mi (0.51 km) Deduction 4th Avenue (FAU 6901) from Birch Street to Myrtle Street (FAU 6881) Length 0.07 mi (0.11 km) I am enclosing a copy of a resolution acted upon by the City Council addressing this change. Chestnut Canton, IL 61520 RE: Canton STU 4th Avenue FAU Route 6901 Section 97-00086-00-PV Functional Classification Route Revisions Dear Don: Please find enclosed a copy of the minutes of the Bimonthly coordination meeting held at District 4, IDOT, in Peoria Monday, June 16, 1997. The purpose of our attending the meeting was to discuss the approach required to obtain the necessary environmental sign-offs from IDOT and the Federal Highway Administration for the 4th Avenue project. We also wanted their guidance on how to handle the one block gap on 4th Avenue between Myrtle Street and Birch Street. The one block gap created a problem with the logical termini for the project. As brought out in the minutes of the meeting, the project will be processed as a Categorical Exclusion Type I I for environmental purposes unless something unexpected should tum- up that would alter this. The recommendation for addressing the one block gap on 4th Avenue was for the City to request revisions be made to Canton's Federal Highway System. The revisions would consist of adding Birch Street from Main Street to 4th Avenue as an urban collector and dropping 4th Avenue between Myrtle Street and Birch Street. This change would allow the 4th Avenue improvement to then end at Birch Street since it would be on system and would maintain the logical termini requirement. The procedure for obtaining a revision to the Federal Highway System is for the Mayor, the appropriate local official, to request the change in writing along with a resolution to that effect adopted by the City Council. The letter of request and the resolution are transmitted to the District 4, IDOT Office in Peoria for processing. IDOT will seek approval from the Federal Highway Administration. I have prepared a letter and a resolution for your use in accomplishing this. The letter is not dated at this time. Once the City Council has taken action on the Resolution and you and the City Clerk have completed it, we will provide you with a properly dated letter for your signature. Discussions then proceeded on the necessary environmental sign-ohs and that 'the FHV~lA no longer provides concurrence in a categorical exclusion until all necessary sign-offs have been obtained. It was recommended that we proceed with a Prciect Development Roper and process the project as a categorcal exclusion until something wcuid develop that would prevent a concurrence in a categorical exclusion. At this time, we do not foresee an obstacle that would prevent the project from being processed as a categorical exclusion. ~Ne next discussed the logical termini for the project. Jim Davis pointed cut that the 5 Year Classincaticn Map for the City of Canton shows 4th Avenue (FAU Route 6901) going North from Myrle Street (FAU Route 6381) to Alder Stree*. (FAU Route 6906). There is a one block cap in the street s;~stem on 4th Avenue. There is no roadway bet•Neen Birc; ~ Street and i~lyrt;e Street. Jim Davis explained that the traffic on 4th Avenue past Ingersoll Blvd. is much lower (only 6~0 A.DT}. Recommendations for improvements north of Incerscil Blvd to Alder Streei wcuid be as a rural typical section. It is expected that only resurfacing, shoulder work ar,d minor drainage would be necessary. Everyone agreed that is was not necessary to extend the study from 4th Avenue over to Main Street On either Blfch Street, Myrtle Street or Alder Street unless the FAU designation was revised. Subsequent to tkie meeting it was determined that the FAU designation to Myrtle Street is not correct.
