ADDITIONS OR CORRECTIONS TO THE AGENDA
Alderman Jim Nelson said that he would be striking the 2nd item on the agenda.
Mayor Fritz said he will be moving up the Public Works Water and Sewer committee and the
Community Industrial and Development committees after the consent agenda since
representatives are in the audience for these two committees.

ANNUAL TREASURER'S REPORT
The annual Treasurer's report was published in the Daily Ledger on October 29, 2015. The
report was certified by the City Clerk and filed with the Fulton County Clerk.
The City will be receiving the final payment for property taxes within the next week in the
approximate amount of$100,000.00.

PUBLIC WORKS,WATER&SEWER
ALDERMAN GERALD ELLIS,CHAIRMAN
AMEREN LIFT TRUCK DONATION
Alderman Gerald Ellis introduced Chad Clininger(Director for Division 2) with Ameren Illinois.
Chad explained that Ameren Illinois likes to help communities that they live in and serve.
Ameren received a request from Mayor Fritz and Public Works Director Bill Terry requesting a
donation of a bucket truck. Ameren was able to donate a 2002 Ford F550 super duty with a 37
foot aerial lift device. The public works department will be able to put the truck to good use.
Mayor Fritz accepted the keys to the truck and thanked Ameren and all of the people involved
in the donation.
COMMUNITY AND INDUSTRIAL DEVELOPMENT

UPDATE FROM SPOON RIVER PARTNERSHIP ECONOMIC DEVELOPMENT DIRECTOR MISSY
TOWERY
Missy Towery explained that she wanted to highlight some areas on her monthly report. Missy
reported that she is still working with the Asian carp prospect that will bring a significant
amount of jobs to the area. A final determination should be made within the next three weeks.
During their visit to Canton they were able to look at different sites for their location.
During the month of October Missy visited the Cook headquarters. During the end of October
Missy attended the Sixth Annual Women and Economic Development Conference in Chicago.
The Greater Peoria Economic Development Council has established a website called Staygp.org.
This was established in lieu of the recent Caterpillar layoffs and is a great career resource. The
site offers training resources as well as job resources.
The Glacial Golf event is planned for Saturday,January 6, 2015.
A study was performed on the Canton website traffic from last October to this October. The
Cantonillinois.org webpage was up by 10,000 views with over 3,000 unique ip addresses. Visit
Cantonil was also up by 500 page views and 400 unique ip addresses.
Canton had a record year for the Scenic Drive event. We had over 3500 visitors--the beautiful
weather for the two weekends was very helpful.
Spoon River Electric Coop created a solar farm on Route 24. The solar panels will benefit their
customers' electric rates. The Snowman's helped develop a resource learning center for
children to learn about renewable energy.
PRESENTATION BY DACOTT ENERGY SERVICES FOR RESIDENTIAL ELECTRIC SERVICES.
Dacott Energy Services representative Scott Childs presented information to the Council for the
municipal aggregation program. The current contract that the residents of Canton are under
expires in June 2016. The rate is currently at .0458 cents per kilowatt hour.
Dacott Energy Services is from Sugarland Texas. Dacott has managed the municipal aggregation
program for 18 towns in Illinois for approximately 170,000 customers. Dacott has been very
active in Illinois and the Midwest. A presentation was provided to the aldermen for their
review. The fee with Dacott is less than what the City is currently paying. Dacott would be able
to offer a 35% reduction in the current fee.
The energy prices are currently down, but the capacity prices have significantly increased. Scott
explained that he believes he would be able to get a price that is either at the current price or
below the current price.
Scott further explained that the City recently signed an agreement with Dacott for the City of
Canton (not residential) and was able to reduce the price in that agreement.
Time is of the essence since it takes time to get the data verified with the utility and suppliers.
It would be best to start on this process soon.
Alderman Jim Nelson asked if there is a good time to lock into the rates. Scott said there really
is not a magic time to lock rates. Prices are currently down at this time, but it's is not certain
how long they will remain down.
Alderman Putrich asked how long the council would have to review the information.
The current contract will expire in June 2016 and at that time is when the City could change the
contract. This will be brought back to Alderman Putrich committee at the next Council meeting
for further discussion. A letter of authorization will be required along with an agreement
between the City of Canton and Dacott to provide the services of aggregation.
FINANCE

REVIEW OF REVENUES AND EXPENDITURES
Treasurer Wilkinson explained that she will present a treasurers report at the next council
meeting. The City recently moved funds from a CD to allow for expenditure of invoices for MFT
projects. There is approximately$200,000.00 remaining from the CD funds.
Alderman Jim Nelson asked if the state is still holding funds from the City for the motor fuel tax
distribution. Treasurer Wilkinson said that City has not received MFT funds from the State since
June 2015.
Mayor Fritz explained that there will be a general assembly meeting November 10, 2015 where
they will be addressing the MFT, video gaming money and the 911 surcharge funds. A meeting
is also scheduled for November 17-18, 2015 with the legislators for the same purpose.
The Illinois Municipal League has created a standard resolution for municipalities to send to
their legislators for the funds to be disbursed.
DISCUSS. CONSIDER AND VOTE ON SETTING UP SWEEP ACCOUNTS FOR DEDICATED FUNDS
WITH FARMINGTON COMMUNITY BANK.
The City recently sent RFP's to local banks for sweep accounts to be used for dedicated funds.
It was determined that Farmington Community Bank would offer the best product for the City
of Canton's sweep accounts for the dedicated funds.
Dan Bender from Clifton Larson explained that the intention in using sweep accounts is a
unique setup. The Farmington Community Bank has a product that integrates a sweep that is
fully insured. This is a requirement for funds in excess of the FDIC limit. This will create a
double percentage for interest rates compared to other banking products. Farmington
Community Bank has agreed to waive their typical fee structure to manage the accounts.

sweep accounts for dedicated funds with Farmington Community Bank.

THE SETUP OF THE SWEEP ACCOUNTS.

LEGAL AND ORDINANCE
ALDERMAN CRAIG WEST
A RESOLUTION APPROVING AND AUTHORIZING THE EXPENDITURE OF TIF FUNDS FOR JOB
TRAINING THROUGH SPOON RIVER COLLEGE. #5031
Andrea Barbknecht (Director of the Canton office of Community Outreach) and Brad O'Brien
(Dean of Career and Workforce Education) from Spoon River College were at the meeting to
explain the work keys program.
Andrea explained that they provide the training that individuals take to be hired at Cook. The
two part process is with key train (the free part that every person signs up for training receives
as practice to improve their skills) During the last year 150 individuals signed up for key training
a total of 890 study hours was used for preparing to test. 43% of those individuals came back
to do the testing for Cook. There was a 92%success rate of those who took the test.
The resolution being presented is to reimburse Spoon River College for the cost of the testing
for the past year and ask for funds to do the same training in the upcoming year.
A testimonial was presented from the HR Director at Cook for the testing that is in place.
The City first made the agreement for the job training through Spoon River College in
2010/2011.
The current request is for approval of up to$6,264.00 for the job training.

A RESOLUTION APPROVING AN AGREEMENT BETWEEN FIRETEC USED APPARATUS SALES AND
THE CITY OF CANTON AND DIRECTING THE MAYOR TO EXECUTE AND DELIVER SAID
AGREEMENT ON BEHALF OF THE CITY OF CNATON, ILLINOIS. #5033
Chief Shubert explained that a year ago the City purchased a used engine. At the time of the
purchase it would provide the City with three engines. Once the City got the engine into service
it was moved into semi/reserve status. It has a lot of maintenance issues that has to be
addressed and is costly.
The City placed the apparatus across the State of Illinois for sale, but didn't receive any
interest.
Chief Shubert explained that he would like to place the apparatus with Firetec-which is a
national company that sells a lot of used fire apparatus. The hopes is to sell this engine and put
the money into a depreciation fund so another used engine could be purchased down the road.
The sale price is$135,000.00.
Chief Shubert explained that he is seeking approval in moving forward in selling this engine.

DISCUSS. CONSIDER AND VOTE ON SETTING PRICE/BID REQUIREMENTS FOR 160 WEST
TAMARACK STREET.
Mayor Fritz asked if the Council would like to set the parameters of the bid on this property.
Alderman Putrich explained that the property does not have any value and would recommend
just one requirement of having the property torn down within six months.
MOTION and second were made by Aldermen Putrich/Ellis to approve as is with no minimum
bid and must be torn down within 6 months from date of purchase.
The minimum requirement for the length of the bid will be determined by Attorney Rabel.

TUK PARTNERSINC._FOR THE YWCA ANNUAL AUCTION TO BE HELD ON NOVEMBER 14, 2015
AT 6:OOPM LOCATED AT 111 NORTH AVENUE A CANTON ILLINOIS.
The liquor commission met and it was their recommendation to approve the Class F special
event liquor license for Wee-Ma-Tuk Partners Inc for the YWCA annual auction that will be held
on November 14, 2015.

license.

A RESOLUTION APPROVING AN ILLINOIS POWER MARKETING COMPANY D/B/A HOMEFIELD
ENERGY ELECTRIC SERVICE AGREEMENT.#5035
This agreement will cover the City owned property for electric services with Homefield Energy.
The current price the City is paying for the City owned property is .04972. The new rate for a 12
month agreement will be .04954. This will create an annual savings of$1,150.00. A 24 month
option would have been an increase to the City in the amount of$10,478.00.
It is the recommendation of Mayor Fritz to approve a 12 month contract with Homefield
Energy.

The leaf program will be starting this week. The leaf pickup program will run in accordance
with the garbage route schedule. The public works department is reminding people not to put
