Alderman Jim Nelson asked to move the Finance Committee to the end of the agenda while we

UPDATE FROM MISSY TOWERY-SRPED
Canton Main Street is working on the unveiling for the Centennial Monument. The unveiling
will be held on Tuesday September 15, 2015 at noon.
A meeting took place earlier today and discussion took place regarding the golf fundraising
event. it was decided that they will be focusing on signage and dedicated funds for the Farmers
Market. Missy Towery expressed a special thank you to Carol Kohler and Dana Smith with their
help with the Farmer's Market.
The Chamber will be sponsoring a special event---The Taste of Canton will be held on Saturday
September 26, 2015 at Big Creek Park from 1:00-6:OOpm with local food vendors and live
entertainment.
GENERAL ECONOMIC DEVELOPMENT POINTS
Prepared for and attended Residential Housing Committee meeting. Reviewed presentation
documents for Residential Housing Survey results sharing at City Council and then attended the
presentation regarding survey results.
Attended webinar put on by the Illinois Housing Development Authority(IHDA) for the federal
Blight Reduction Program. Follow up conversations with Mayor Fritz, Attorney Rabel and
Kevin Wiehardt at WIRC regarding that program. Now working with Kevin Wiehardt of WIRC
to take a better look at the Abandoned Properties Program which is a state program through
IHDA.
Requested a Retail Analysis from Ryan who is a Bradley intern working at the Greater Peoria
Economic Development Council. We have not had a retail analysis done since 2009.
RETAIL/COMMERCIALANDUSTRIAL DEVELOPMENT
Received word that the Canton/Fulton County Enterprise Zone was granted. I provided quotes
for the Canton Daily Ledger and The Fulton Democrat newspapers.
Currently working with an Asian Carp prospect. Took one of the business partners on a tour
with Kevin& Debbie Stephenson and then had dinner. Prepared recruitment packet and shared
with prospect. Provided requested follow up information. Facility would require 20 to 30 jobs
with an initial $6 to $8 million dollar investment.
Worked on scheduling a transportation tour with Assistant Secretary Brauer. He will be in
Canton in late September for the tour.
BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT
Prepared for and attended Recruitment of Business committee meeting.
Scheduled to meet with OSF Representatives to discuss"back end"job opportunities in Canton.
Met with Jason Strandberg and Terry Lake of CEFCU to discuss possible incentives for their
new facility.
The Call Center possibility did not go through. The company did not consider smaller
communities.
Local business owner stopped in the office to ask questions about the Enterprise Zone incentives.
OTHER-REGIONALISM
Attended Technical Working Group in Peoria for the Greater Peoria Economic Development
Council.
Contacted Western Illinois Regional Council to discuss the updated Comprehensive Economic
Development Strategy (CEDS) for 2016.

Submitted article on Residential Housing Survey results for the Chamber Courier.
Met with Attorney Rabel, Greenwood Cemetery Sexton and Ray and Emily Ceeer on the
Centennial Monument.
Marketing&Tourism
• Received an email from Mandi Pryor,Director of Marketing&Sponsorships for Iceoplex at
Southpointe in Canonsburg,Pennsylvania regarding the Fulton County Fun Pass.She is working with
Washington County(PA)tourism officials to develop ways to draw tourist to her own business and to
the county. She found the Pass while looking online for ideas to create one.Discussed at length the
similarities and differences between her location in a rural county outside of Pittsburgh and Fulton
County,as well as the types of attractions each area offered.
• Assisted the Illinois River Road National Scenic Byway in scheduling one of three informational
meetings to be held the week of September 21. Particularly involved in developing an invitation list
and meeting space for the central meeting in Peoria on September 23. These meetings are to inform
community leaders,stakeholders,and potential partners about the Byway's accomplishments and
changes that are being made to its business model for the future.
• Mailed out invitations to the first annual meeting of the Canton Area Heritage Center on September
10,at 6:30 p.m.at the Donaldson Center in Wallace Park.Also prepared a news release for the media.
• Submitted a name change request to the Secretary of State for the Center,which has been approved.
• Continued reviewing requirements for the 501(c)(3)charitable non-profit application for the Center.
Canton Main Street
• Assisted with the rescheduled Kid's Fest on Saturday,August 1. The 2015 event was
structured differently, without craft vendors. Instead, 12 local agencies and businesses
volunteered to provide hands-on activities for children in their booths. Canton Main
Street also provided free inflatable's, and CEFCU provided free face-painting at their
branch across from the park. An estimated 800-900 families and children attended,
making it one of the most successful.
• Attended a Promotions Committee meetings on August 28 begin planning for Munchkin
Masquerade and Christmas Walk.
Scenic Drive
• Confirmed Wildlife Prairie Park's participation on both Sundays of the Drive.
• Posted a request for vendors on the Canton Community Face book page.
• Invoiced advertisers for their space in the Scenic Drive Guidebook.
• Contacted late registrants to remind them of the September 1 deadline for registration
with the Spoon River Valley Scenic Drive Association.
• Confirmed musical entertainment for each weekend of the Scenic Drive with Nathan
Taylor&Friends, and Banjovi &Hawkins.

• In August www.cantonillinois.org had 39,467 page views. There were 20,817 unique IP
addresses.
• In August, the www.visitcantonil.ore had 4,524page views. There were 3,078 unique IP
addresses.
SPECIAL EVENT REQUEST/ROAD CLOSURE FOR THE ANNUAL TURKEY TROT TO BE HELD ON
NOVEMBER 26, 2015
An application was submitted for the annual Turkey Trot to be held on November 26, 2015 at
the Canton YMCA and surrounding streets. The event starts at 6:30am with a 5K and 1 mile.
The request includes a road closure. A certificate of insurance was submitted.
Motion and second were made by Aldermen Putrich/Lovell to approve the special event and
road closure.
Discussion:
The route for this year's event will be slightly different than last year. One additional section
was added to include North 14th, Locust and North 15th Street.

A SPECIAL EVENT REQUEST/ROAD CLOSURE FOR THE ANNUAL CANTON TRAVELING
BASKETBALL ASSOCIATION TO BE HELD OCTOBER 3. 2015 AT WHITE OAK'S SPORTS BAR
An application was submitted for the annual Canton Traveling Basketball Association to be held
on October 3, 2015 from 3:00-8:00pm. The request includes road closures at White Court
between Elm Street and Pine Street.
Motion and second were made by Aldermen Putrich/Jim Nelson to approve the special event
and road closure subject to receipt of insurance.

A SPECIAL EVENT REQUEST/ROAD CLOSURE FOR THE PAM MCALLISTER BENEFIT TO BE HELD
ON SEPTEMBER 26, 2015 AT MOORE'S PUB
An application was submitted for a special event for the Pam McAllister benefit to be held on
September 26, 2015 at Moore' Pub between 10:00am-11:00pm. The event includes a road
closure on Elm Street from 2nd Avenue to Van Buren Court. A certificate of insurance was
submitted for the event.

NEGOTIATIONS, GRIEVANCE& PERSONNEL

DISCUSS, CONSIDER AND VOTE ON GOLF CARS/GATOR VEHICLES ON CITY STREETS
Previous discussion took place regarding allowing golf cars and gator vehicles on City streets.
Police Chief Rick Nichols was asked to research this and bring additional information back to the
meeting.
Police Chief Nichols explained that he contacted Dwight and Pontiac Illinois regarding their golf
cars and gator vehicles with the traffic. Pontiac has an interstate that runs through the City and
Chief Nichols asked if they had any trouble with the golf cars and Bator vehicles. They had one
minor accident in the three years and said overall it runs pretty wells.
Pontiac's ordinance only allows for golf carts and they must have a window in place.
Dwight's ordinance allows gators on the roadway. Chief Nichols said he thinks more people in
Canton would be willing to have the gators in our area than the golf carts.
Chief Nichols explained that a set of rules would be provided to all applicants for a license to
operate the gator or golf cars on the City streets. All individuals would be required to sign off
on receiving and understanding the rules. This procedure would help with safety issues. Chief
Nichols said at this point he can't provide the council with any negative comments or concerns
after visiting with the two other communities.
If these vehicles are allowed on City streets, owners will not be able to drive the vehicle down
any state route. You can cross a state route, but you would not be allowed to drive down a
state route. Chief Nichols suggested allowing the vehicles only in areas where the speed limit is
30 miles per hour or under.
Alderman Jim Nelson suggested having an annual registration fee issued for each unit with a fee
of $35.00 per year. The units would also need to be inspected on an annual basis before a
license is issued from the City and the owners would be required to sign off on the rules and
regulations.
Motion and second were made by Aldermen Jim Nelson/ to approve once everything is in
line and come up with an ordinance for the vehicles.
No second made to the motion.
Mayor Fritz said the motion could include:
* Units would only be allowed on roadways 30 miles per hour or under.
* They would not be allowed to drive on state routes---they could only cross state routes
* Safety equipment would need to be in use
* Annual inspection would be required
* Annual registration fee of$35.00
* Various businesses could perform the inspection and have an inspection report provided
to the owners.
Alderman Jim Nelson revoked his motion to allow for an ordinance to come back to the next
meeting.
STREETS AND GARBAGE

A RESOLUTION APPROVING AN AGREEMENT FOR CITY-WIDE SUBSCRIPTION RESIDENTIAL
RECYCLING WITH EAGLE ENTERPRISES RECYCLING INC AND DIRECTING THE MAYOR AND THE
CITY CLERK TO EXECUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON
ILLINOIS #5024
The resolution would give the City of Canton the authority to contract with a private business to
recycle residential waste. The agreement for City-wide subscription residential recycling with
Eagle Enterprises would secure pricing September 1, 2015 through August 31, 2020. The
current agreement expires August 31, 2015.
City Administrator Jason Strandberg said that the City has not received any complaints about
Eagle Enterprises.
Alderman Hale said that she has received phone calls from people asking if the City could
provide free recycling.
Alderman Ellis said the City previously had recycling services; however outside communities
were using the free recycling services that would increase the amount of money the City was
paying to have it removed.
Mayor Fritz explained that he is currently researching the possibility of having a program in
place for citizens in Canton. If citizens would buy a tote from the City and participate in the
recycling program he would like to be able to offer a rebate or refund to those that participates
at the end of the year by calculating the savings it provided to the City in landfill fees. Mayor
Fritz said this is still in the very early stages of trying to develop this program.

Eagle Enterprise Recycling and place it on file.

LAKE, BUILDINGS&GROUNDS
ALDERMAN JOHN LOVELL,CHAIRMAN
DISCUSSION OF ANIMALS IN THE DOWNTOWN LIVING AREA
Discussion has previously taken place regarding animals in the downtown area. Typically the
residents in the downtown area are not picking up after their animals.
Attorney Rabel said that this has become a very large issue in the downtown park. City crews
have been going out to the park to pickup after animals so it will be clean when downtown
events take place.
Chief Nichols said the City currently has an ordinance in place that requires people to pickup
after their animals.
Alderman Ellis asked if the City can set an ordinance saying that no pets are allowed in the
downtown area.
Placing signage in the park area would be helpful so dogs would not be allowed in the park.
Many people like to bring their dogs to the downtown activities and typically the City does not
have problems with these people bringing their animals.
Alderman Lovell suggested getting some signs to place in the downtown area.
PUBLIC WORKS,WATER&SEWER

WWTP MISCELLANEOUS IMPROVEMENTS CHANGE ORDER NO 2 FROM LEANDER
CONSTRUCTION IN THE AMOUNT OF$22,115.19
This project was originally 1.6-2 million dollars and was cut back to $750,000.00 to keep within
the budget. The change order No 1 was presented two months ago.
This project will consist of reworking the water line in the sludge press building, anchor poles
and stops for floating aerators polymer re-connect, sump pump discharge reroute, sludge
piping re-arrangement in basement and blower/aerator alarms restart.

amount of$22,115.19.

WWTP MISCELLANEOUS IMPROVEMENTS CHANGE ORDER NO 3 FROM LEANDER
CONSTRUCTION-CHANGE IN CONTRACT TIMES
Engineer Keith Plavec explained that we are having good weather and they are watching the
days of work. If there are days that a contractor is not working it is being documented. If they
should come back and want more days, the City will then have proof on days that nobody was
working.

of contract times and let Leander know we expect it to be done on time and not extend it again.

CANTON LAKE DAM SPILLWAY REPAIRS- CHANGE ORDER NO 1 FROM PA ATHERTON
CONSTRUCTION
City Engineer Keith Plavec explained that this change order is for both time and fees. The
original completion date was July 31, 2015, but it has been extended to October 15, 2015.
The price is actually a deduction of $30,348.00-- this includes a couple of increases with a
decrease that nets out to a decrease of$30,348.00. Engineer Keith Plavec will continue to work
with IEMA with this project. The project is competed except for the seeding and grading.
Motion and second were made by Aldermen Ellis/Hale to approve the decrease of $30,348.00
and extend the date to October 15, 2015.

A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND FIRST
MIDSTATE FOR REFUNDING OF GENERAL OBLIGATION BONDS. #5025

and agreement between the City of Canton and First Midstate for refunding of the general
obligation bonds.

DISCUSS CONSIDER AND VOTE ON THE DISTRIBUTION OF THE VIDEO GAMING FUNDS
At the May 5, 2015 Council meeting a motion was made to split funds from the video gaming
account between sidewalks and demolitions. The motion that was passed was unclear as to
whether it was current monies and/or future monies. For audit purposes, the motion should be
restated and voted on so that it is clear where the money is going.
Motion and second were made by Aldermen Jim Nelson/Mayhew to transfer $20,000.00 from
the video gaming fund (050)to the demolition fund (051) and move the remaining balance as of
May 5, 2015 (approximately$31,00.00)to the sidewalk program fund (052)

COMMUNICATION FROM MAYOR JEFFREY FRITZ
GREENWOOD CEMETERY INSPECTION
An inspection was done by the State during the last week in August at Greenwood Cemetery.
The inspector sent an email to the cemetery sexton that read:
As I am now able to furnish you with the actual notes and findings, I wanted to express what a
pleasure it was to inspect the Cemetery. The cemetery was extremely well run and operated. I
have conducted over 500 inspections since October 2013 and I am confident in saying the
cemetery that you operate is one of the most organized that I have ever seen thus far. Most
importantly in compliance with the State of Illinois laws, rules and regulations. Keep up the
good work and we hope to meet with you again.
